Bank lending is merely the assessment and evaluation of

bankable proposition with the objectives of extending credit facilities on terms and conditions acceptable to both render and borrower.

CHAPTER ONE

INTRODUCTION

          The establishment of the community banking system in December 1990 is an attempt to resolve the perennial problem of unavailability of credit facilities to the  rural producers. In the past eight years, the 1014, community bank that are operational in the country show that the economy has a special place for them, the community are unique because of their community ownership and special clients. The community banking system has been tested and it has shown resilience as a result of its unique community ownership which does not allow them to die easily even when they are experiencing spill – over effect of a distressed economy.

          The rural small scale producers and other information economic operations are very critical for the growth of Nigeria economy. Effort at integrating these groups of people into the management of the national economic have been divers but with little positives effects. Programmes ranging from direct interactions in production such as in agriculture, creation of employment and micro credit for the poor have been embarked upon at different times.

          The low – level education and outright illiteracy of the rural people have made participation difficult. The rural people have preferred using their old but functional local credit mobilization system which through informal, serve their purpose. In many part of Nigeria, the system is known as “aju” or “isusu” or “bam” and adashe” the main characteristics of these local system are voluntary contributions from members on daily, weekly or monthly basis. Such monies collected are given out as loans top needly members according to the rules, nominal interest are charged on the loan. Where any member defaults, appropriate and mutually accepted sanctions are imposed.

          In spite or rapit modernization of the banking system with many attractive products, the influence of these local credit institutions is still very high among the grassroots people. The conventional bank  continue to regard them as high risk fund borrowers and users.

          The cost of administering such credit to the poor is not profitable for them, they claim.

          Sustainable development at the grassroot level of difficult to achieve because of the lack of proper economic structures and policies. This then is the vacuum that the community banking system came to fill.

 

BACKGROUND OF THE STUDY

          Following the incessant abuse of money by those in the rural areas unnecessary embarrassment from hoodlums and the like of them, then their arose this great need to establish community banks in the rural areas in order to safe guard the wealth  acquired by the rural dwellers.

          Sequel to the establishment of community bank in the early 90ths, a lot of achievement haven been recorded. The poor banking habit of the rural dwellers have to a great extent been reduced. The people no longer carry money about as it was the case before the incessant harassment from hoodlums have been reduced tremendously and the people have learnt to keep money in the bank either for transitive, precautionary or speculative motive this enhancing the well being of man and its environs.

Based in part on the development of modern communications and transportation technologies, the rise of multinational corporation was totally unanticipated by the classical theory of international trade as first developed by Adam Smith and David Ricardo. According to this theory which rests on the doctrine of comparative advantage each nation should specialize in the production and export of those goods that it can produce with highest relative efficiently while importing those good that other nations can produce relatively more efficiently.

Underlying this theory is the assumption that white good and services can move internationally factors of production such as capital labour and hand are relatively imniobile furthermore the theory deals only with trade in commodities; it ignores the role of uncertainty economies of scale  and technology in international trade and is static rather than dynamic.

Contrary to the postulates of smith and Ricardo, the very existence of multinational corporation is based on international mobility of certain factors of production. Capital raised in London on the Eurodollar market may be used by on wise based pharmaceutical firm to finance the acquisition of equipment by a subsidiary in Brazil. It is the globally world innate allocation of resources by a single centralized management that differeciate the multinational enterprise from  other firms engaged in international business. Decision regarding market entry strategy, ownership of foreign operations and production marketing, and financial activities and  made with an eye to what is best for the corporation as a whole. The true multinational corporation can be characterized by its emphasis on group performance rather than of its individual components.

At the center of the debate on globalization  one the multinational corporations giant actors who think and act globule. Their exetence is often associated with the phenomenon of globalization itself. These actors have gained power visibility and influence at all levels, and one determinant to the setting and implementation of the “ global agenda”. MNCS have created a massive wealth and propelled high technological  development. However, their global role their increased economic and political  power especially felt in developing countries of which Nigeria is among ) their strong influence in shopping international rules and their lack of transparency and democratic control has put them under severe scrutiny.

Infact the mention of multinational corporation usually elicits mixed reactions. On the one hard, MNCS are associated with exploitation and ruthlessness. They are criticized for moving resources in and out of a country as they strive for profit without much regard for the country social welfare Varity Corp a Canadian multinational firm. This research is based on the economic effects of fuel scarcity in Nigeria.  The research was carried out to find out the extent to which the entire population in Enugu metropolis has suffered due to fuel scarcity.

The population used for this study is the workers of NNPPC, car owners, businessmen and women and the entire population of Enugu metropolis.

The researcher used primary and secondary data which comprised of interviews and questionnaire to get information.

From the data analysis, the researcher came up with the following findings:

  1. The middlemen contribute to fuel scarcity
  2. Transportation became high because of fuel scarcity
  3. Fuel scarcity has led to rise in price of products in the market.

Based on the findings, the researcher recommends that:

  1. The government should hurry up with the maintenance of the broken down refineries in order to ease the problem of fuel scarcity.
  2. Pipelines that led to the various depots should be checked regularly for any possibility of leakage.

iii.      In order to avoid fuel scarcity, escorts should be assigned to each tanker driver to avoid diverting of fuel to unapproved areas.

  1. they should provide storage facilities so that even if brake down occur, there will still be available fuel to distribute to their various consumers.
  2. If fuel are being supplied to filling station owners, they should be checked to make sure that the fuel are sold to the consumers to avoid hoarding.
  3. There should be a check by government to the seller of fuel to make sure that fuel are been soled to consumer at a government pump price.

  • INTRODUCTION

1.1                         AN OVERVIEW OF THE STUDY

In the past Nigerians solely depended on the exportation of agricultural product for their source of income,.  This continued until the discovery of the presences of the presence of oil in our country, especially in part Harcourt. This made them (Nigerians) to divert form Agriculture to the exportation of oil to other countries, which was actually fetching them much money even till this present time.

 

There are many subsidiary oil companies scattered all over the country but the biggest among them is in port-Harcourt and it is called the Nigerian National Petroleum Company (NNPC). It is from here that crude oil is extracted from the ground refined to get those components like fuel, kerosene and gas.

 

There are depots scattered all over the country like shell Port-Harcourt, NNPC Enugu, Eif oil Company, Warri Pipeline are directed towards these oil companies to facilitate distribution.  Tanker drivers and other dealers will load form the depot and distribute to filling stations, then the consumers will buy form the filling stations.

 

Fuel supply has been moving smoothly in the country before the announcement of the budget by the head of state in January last four year 1999. it was in February 1999 that the whole issue of fuel scarcity started.  This has made it difficult for the government to accomplish that which it proposed to do I the budget.

 

  • STATEMENT OF THE PROBLEM

The word “Scarcity” means when there is insufficiency of something.  Since there is insufficiency of fuel it is termed as fuel scarcity.

In the past, there has not been any services fuel scarcity, everything was moving smoothly, the industrialist both public and privates, does not have any problem.  Economically the price of goods and services, were affordable by the people. Car owners can just go to filing station and buy fuel at a normal price of N22.00 per liter and with much ease.

 

Things were moving smoothly in the country and in this part f Enugu metropolis until 1994 when we had one case of fuel scarcity not until on up till this movement of this study.

 

Because of fuel scarcity, people are so desperate to by fuel for their business. For this reasons, whenever any information was passes concerning the presence of fuel in any filling station, car owners will go there and que -up. Some of them will have to sleep in the filling stations a day or more than two days while waiting for their turn.  People or car owners when they cannot buy fuel in any filling station, are forced to buy from the black market at an exhobitant price.  Some people use big gallons to buy fuel that will serve them for some days.

 

For the reason that there is insufficient fuel in the filling station, makes people sell fuel in ration so that everybody present will buy.  The car owners who think the fuel will not reach tem will start jumping the que, thereby causing fights among themselves.

INTRODUCTION

Long ago, many Nigerian have engaged them in one or tow business entity to promote the economic growth and to earn a living.        Unfortunately it have been observed from the past analysis and experience that most of them are not living up to the expectation. In view of this it is important to carry out a research analysis on problem and prospect of business to know or uncover the reason behind their business. It is a pity that immediately any thing business is mention, the only thing that comes to the mind of a typical Nigerian is buying and selling of goods but business if broader than that. Business means any lawful activity one engages on to satisfy peoples wants and needs to earn a living. For the purpose of this research, I want to narrow out minds to business as any profit directed economy or commercial activities that provides goods and services necessary to a nation standard of living.

The private comprise of sale proprietorship, cooperative society and partnership etc.

In this research work, we are going to concentrate mainly on issue that concerns the partnership business.

According to Boron Donan (1976) partnership can be defined as a business relationship between two or more persons who jointly own and manage a business. The maximum number is usually 20 persons. The following problem lead to the formation of a sole proprietorship and others
