1.0               INTRODUCTION/ BACKGROUND OF THE STUDY

1.1     THE NEED FOR ACCOUNTABILITY IN PUBLIC SECTOR

At, the onset of the oil boom in the 1970’s, many were convinced that the era of scarcity has given way to abundant resources. A major problem was how to plan for the societies to be confronted with the vast increases in material wealth and leisure. The national priorities shifted rapidly as Nigerians embrace the increased material wealth with poor planning and abundant waste. The cost of running the government enlarged bureaucracy and social programme increased tremendously as money realized from the oil boom was squandered with impurity. Inflation, affluence and ostentation life- style became the habits of Nigerians.

A decade later, in the 1980’s the fail i8n oil prices presented a big blow on the Nigerian Economy. The financial plight of the nations’ book on crises, inflation, lack of liquidity and unfavorable balance of payment forced the government to introduced several economic survival package such as: the economic stabilization and reconstruction of policy, by the shagari administration and numerous reforms and commissions set up to bring spending sanity on the populace to a lower level for improvement of the situation in the near future. For these reasons accountability or the demand for public offices to give account of public resources, be it funds, properties, public statement, personal behaviors, actions, performance will continue to be of great concern to government policy makers.

As the public continues to feel an increasing painful economic pinch, the management practices of public officers will be under great scruting. If government and public officers cannot account for the way they use resources, then there will be a complete loss of confidence and trust on programme, necessary resulting to general apathy and discontent among the populace and even a breakdown of law and order. Thus, the inherent problem, facing the government is to device ways and means of making public officers accountable to the taxpayers for the scarce resources under their care and for their actions while discharging their duties. In essence, accountability in public administration refers to efficient management of resources for the general welfare of the citizens. This idea will be fully developed in the proceeding discussions.

However, the modest intention of this paper is to examine several government policies aimed at inhibility accountability among public officers, determine environmental factors that militate against accountability, and postulate strategies for prudent financial management and propriety among officers. Pursuit of these objectives wills necessitates relevant discussions of accountability corruption, as a mechanism for controlling waste, property values and efficiency in the management of public of fund.

In Nigeria today, accountability has become of great concern to both the government and the taxpayers. Accountability to public administrators refers to prudent in financial or materials management of scare resources. It connotes the idea of doing more with little and being able to account for every aspect   of the resources involved in the process.

To max Weber, accountability entails “mental revolution” of the workers so as to embrace every fact of the efficiency theory. Thus, accountability involves a process by which a public officer can be able to give account of his performance through a process model of input-process-output.

Accountability refers to a situation where; “a public officer takes charge of the property belonging to the public. This implies that there is a contractual agreement either by verbal or written or simply understood that a public officer must give an account of his actions in regard to the property to the owner (the public, government or his representatives).

If anything has bothered careful observers in recent times, it is the manner in which public finances and properties are wasted with impunity either by embezzlement, arson, accidents, mismanagement or inefficient application one can stop for a moment to wonder whether the abandoned machineries, equipment cars found littered all around our government house and the government ministries belonged to one person, wouldn’t the person immediately repair them and put them back into use? The view expressed by Ejimofor in his writing is similar to the above he stated thus, “that smart massagers, clerks, administrators, executives, ministers, commissioners, military, governors and even head of state were found guilty over alleged criminal, and, man over of public fund, material and resources’.

Likewise Ugwu in his own contribution said “that civil service is notable for waste and inefficiency which can be attributing to bureaucratic straight adherence to routines and procedures.”

INTRODUCTION

1.1     BACKGROUND OF THE CORPATTION

The Nigeria Railway corporation (NRC) has been in existence for decides. It is regarded as the largest transport corporation in Nigeria and  has a high network operations. It is  alms are spread to the six geo political zones in Nigeria. The Nigeria railway corporation that looks like an old man today was as old as a day old body far decades ago. It had her birth in 1898, that is, one hundred and seven years ago. This happened in Lagos due to the approval by the Lagos Government.

Today, the existence and services of Nigeria railway corporation Eastern Division is one of the division In Nigeria. This Division covers the entire Eastern part of Nigeria. The corporation camer initial  existence in the Eastern part of  Nigeria in the year 1913. Thee initial place was harbour that is now called port-Harcourt in 1915 and ran a new railway to the near by coal mines. The discovery of coal ion Enugu and a potential deep water harbour found 64km from the sea, up the harbour bonny river led to the  extension of Nigerian railway corporation into Enugu.

The eastern line was extended north wards in 1924. The line from Kaduna joined that from Enugu near Kafarchan in 1926. The 910.4 km line (the line that run from the East to the Northern part of Nigeria was opened to traffic in 1927. The Marudai bridge was completed in 1923. A rail of 100.8km was built to js, on the Bauchi, plateau. North west Gusau was connected with Zaria and an extension to kauna Namoda in 190. By 1954 the railway density of 9.0-44.8km per thousand. The system was a single track of 3 feet 6 in changuag, except for the Bauchi light railway, which was 2 feet, 6 inches Guage.

During the above stated periods, the Nigerian railway corporation held a premier position in the transportation industry in Nigeria, carrying almost all traffic for exports from the hinter lands to the coasts and imported manufactured goods coming into Nigeria. The Railway was commanding sixty six percent of the transportation in the transport industry in 19388- 19398, sixty three percent in 1948- 49 and sixty one percent in 1952 – 1953.

Ever since 1898, the Nigeria railway corporation has contributed immenably towards the improvement of social  life and the development of the national economy. This is through to be extended to every part of the country that is the advantages which would lead to permanent prosperity confident was such an ultimat5e triumph of the railways.

However, regardless of the huge success made by the corporation, it is facing a hard time.

 

STATEMENT OF PROBLEM

Nigerian railway corporation which dominated the transport sector of the economy in the sixties  is presently being delegated                                                                                       by other means of transport  such as road; sea; etc. transport. The corporation  has lost her passengers  and freight mainly to road transport. This is as a result of the inability of the corporation to compete effectively in order to meet the age-longed challenges.

It is often said that an organization without an accountant is not a serious organization as it has no credibility. This is because the accountant is seen as the financial “gatekeeper” whose presence within an establishment underlines a commitment to sound financial principles and good business values. INTRODUCTION

1.1 BACKGROUND TO THE STUDY

Historically, the commonest enemy o the people of rural communities in all races or cultures is the tax collectors. In the bible, they were regarded as sinners just for the sake of their freely chosen and legitimately recognized occupation. In the biblical context, it was even offensive to meant containing oneself. Imagine the degree of hatred!

 

The history of other cultures despite the same picture of hatred for both. The tax (tribute) collectives and their employees. The history of Empires such as the old Roman Empires, the British Empire, Empire of Western Sudan and those of Hausa State, just to mention a few, were sustained by tribute (taxes) paid y their subjects. The common attribute of all these tributes is that their collection generated a lot of controversies.

 

Here in Nigeria, it can be recalled that imposition and payment of taxes were one of the most outstanding activities of the colonial Government. Through different methods, the British were able to impose taxes on the citizens who viewed them as unwarranted extortion and exploitation. The situation has not changed since independence.

 

Regime after regime has been face with the problem of resistance of tax payment y the citizens who, like their colonial generation regard tax payment as an expenditure in futility, a distasteful exercise, an avoidable loss, a legalized extortion and punitive measure by the greedy government. Even the rapid development in education has not done much to influence the negative attitude towards tax payment.

 

If the educated elites are precisely, the enlightened populations of the Urban or civilized areas regard taxes as obnoxious those in the rural communities would regard it as a taboo for obvious reasons. One should have witnessed an encounter between tax collection and villagers to be able to understand the degree of bitterness existing between the two partners. In fact, a story goes that in one such occasion, a tax collector was killed! Incidents of this nature resulting during tax raids in village markets and squares are communities.

 

Studies show that government do not just imposed taxes without due consideration of certain underlying principles. It is also know that money raised through taxes are not just damaged in a dustbin or packed in a warehouse.

 

In fact, an appropriate agency of the government explains from time the users which the tax revenues are part in addition to other reason.

 

Inspite of the position stated in the above paragraph, revenues from taxes have continued to be below expectations. On the part of the taxpayers, the cries have not abated. What a horn of delima! Acts of the National Assembly, tribunals and tax forces on the issue of tax have not yielded the desired results.

 

The following questions, therefore reading come to the mind:

  1. Are all the enactment by different regimes relating to tax administration, faulty abomination?
  2. Are the tax laws badly implemented
  • What are the causes of the citizens’ negative attitude towards tax especially in rural communities
  1. Are there any ways, of collecting the anomalies?
  2. Is there a communication problem between the government and the tax payers?

 

Expanding the above questions in relation to the rural community under study, some more questions such as these would emanate

  1. Does the Acts / dress take any cognizance of the issue of assessable income of self employed person? In other words, what are the criteria for determining the assessable income of the self-employed?
  2. Is the resulting income tax payable by the people too big or too small?
  • Do the actions or inactions of the collections contribute to the negative attitude of the people towards tax payment? In other words, are the tax agents and collectors suspected to be dishonournest while performing their duties.
  1. Do the rural dwellers actually know the importance of paying tax.
  2. Do politics affect tax payment? If so, how?
  3. Has there been any varieties in the methods or techniques employed over the years and what effect has both of the methods on the proceed for tax payment?

An effective and efficient tax administration is important since the revenue from this source is vital to the survival and growth of the benefiting ties of government.

 

In a federal system like Nigeria, especially with the continuous creation state and local government councils, the financial commitment of the lower ties has continued to grow. To be at par with increased expenditure, different state have introduced levies such as radio levy, development levy, education and technology, fund levy, survival levy etc. all these are to help the government execute some of the programmes

 

There seems to be too much pre-occupation with what  new levy / tax to introduced and too little attention to improvement of the performance of existing source, notably income tax.

 

But income tax is unique as a source of revenue to the government since apart from the primary objective of generating revenue, it serve to achieve other social economic and political objective. It is therefore imperative that no amount of attention is too much to be devoted to ensure efficient tax administration due to the multiple purpose nature of tax policy. A diligent administration of our tax policy would ultimately render unnecessary, the imposition of so many levies in the search of increased revenue.

1.0     INTRODUCTION

The term budgetary control in management studies implies the judicious allocation of limited resources available to a firm in the day to day management  of the business which easily varnish from intensive competition  because of wrong appropriation of resources.

Other factors which lead to liquidation of many small scale business unit are lack of finance, incompetence on the part of the entrepreneur and in adequate manner of approach  to client of the business such as the government.

In the past years when business system was still simple, social responsibilities  and competition because almost Non-existent and it was only necessary to posses management flair and determination to successful ex-ploit opportunity. The situation has now completely change with the automation (Methods and machines to save human labour) revolution of the sixties couple with the fast rate of technological change and business environment has equally witnessed repaid change. The demands being made on the business so many and varied and essentially that on business can ignore them and continue.

It is know fact that business has to harness in addition to all its   resources, external forces such as legal restriction and obligation, social responsibilities change in population cum population structure and competition in the market. There is no  production without a substitute as the market is general property, no single business concern has any exclusive right over it (Edward T Mevin 1978) correctly put it that  a business concern must have to “wage aware” Its own share of the  market. It must strive to maintain the position and at the some time purpose growth objective. As a mater of fact, when lost are rising one would expect revenue to rise also but unfortunately. The relationship is never linera. Government intervention in the area of pricing makes it difficult, to increasing price in viz –a viz rising cost and in order to service the business must control its other controllable cost. This requires persistence and conscious effort. All the above problems makes the situation a complex one that needs to be properly managed as argued by many scholars of management.
