ABSTRACT

This study examined cash budget a tool for decision making in business organization.  The purpose of cash budget is to facilitate and ensure that cash is available so that the company can operate effectively at the levels provided for in the other budgets. For effective management of decision making. The objective of this study was achieved by using the under mentioned Nigeria bottling company Onitsha as a case study. The survey research method was made possible through the administration of questionnaires which were distributed randomly to management and supervisory level staff and some accounting staffs their responses where collected form the respondents and then analyzed, using the percentage rate methods. The analysis of data and finding revealed that cash budget is an aid to effective management, impact positively on profitability and above all, it was greatly accepted and applied, through there were some factors that hindered their full implementations. Conclusively, it could be said that without cash budget organizational goals and objectives may not be achieved. 1.1     BACKGROUND OF THE STUDY:

Every rational economic unit has some objectives to attain, individual, corporate bodies in government have objectives to achieve. The precautionary motive depends on the predict ability of cash flow and the ability of company to borrow a short notice. This motive enable a firm to provide enough funds as a protection against unexpected opportunity that may arise. Moreover, sound working capital management require the maintenance of adequate amount of cash. The organization must plan towards its and this plan is know as budgeting a subset of corporate plan.

1.2     STATEMENT OF PROBLEM

Budget is one of the controlling instruments used by the management, it is a plan or estimate to be attained by an enterprise. In this study, efforts are made ot find solution to the following problems. The problem of why budget cases failed to be realized it is because of insufficient capital. Another problem that management face is their liability ot manage (long term) cash budget and forecast which may take up to two years, this is because of instability in the inflow and outflow of cash. Cash balances my fluctunate considerably within a single accounting period, there by making cash short tall that can put a company in serious jeiopardy. To solve this, it is quite common to create and maintain cash forecasts on a weekly basis. If there may be large or unusually cash balances indicated in the cash budget. these balances are dealt with in the financing budget where suitable investment is indicated for them.

 

  • OBJECTIVE OF THE STUDY:

The main objective of this study is to investigate cash budget as tool for decision making in an organization specifically, the researcher wants to:

i         Determine where cash budget is actually a basis for decision making in an organization.

ii        Know the impact of conducting continuous cash budget

iii       The level of which cash budget has help organizations increasing more wealth and effective management

1.8     DEFINITION OF TERMS

Budget: It is a future plan of action express in quantitative terms, financial or monetary terms. It is also defined as a financial and quantitative statement prepared and approved prior to a given period of time specifying the policies to be pursue for the attainment of some set of objectives. It might be include income expenditure and employment of capital.

Cash: It can be defined as those monetary items that are immediately available for use at any point in time. Cash can be refer to money in the physical form or currency such as bank notes and coins.

Accounting:

It is the process of recording, classifying, seleting, measuring, interpreting and communicating financial data or an organization to enable users make decision.

Budgeting:

1.9     HISTORY OF NIGERIA BOTTLING COMPY

Coca-cola first arrived in Nigeria in 1951. That same year, the Nigerian Bottling company Ltd (NBC) was incorporated to bottle and sell carbonated non-alcoholic beverages. NBC has the sole franchise to bottle coca-cola products in Nigeria.

ABSTRACT
This research work was focused on investigation on the use of budgeting
and  budgetary  control as    tools  for  accountability  in  government

 

Parastatals. (A case study of Enugu State Housing Development Corporation). Budgetary control is a quantitative expression of plane of action prepare in advance of period to which it relate. The organization is face with the problem of lack of budgeting while planning and controlling their activities. The objective of the study is to determine if budgeting and budgetary control affect the quality of services delivery in government parastatals. The research also aims at determining if budgetary control contributes to the improvement of management efficiency and high productivity. Data were collected from primary and secondary source. Secondary source of data were collected from textbooks, periodic articles and journals. Questions were distributed as well as personal interviews with functional and departmental heads were conducted. The sample size of 60 were used and was chosen among the number of department / section using Bowleys proportional allocation formula Data were analyzed using table and simple percentage, hypothesis were tested using chi-square statistics. We discovered among other things that budgeting and budgetary control affect the quality of service delivery in government parastatals. It was also revealed that budgeting and budgetary control contributes to the improvement of management efficiency and high productivity. In line with the above, we recommend among other things that the budget plan and preparation should be a corporate duty of the unit heads with head of department in the corporation, improving legislation, realistic budget target. Adherence in the budgeting provision should be practiced by top management.

The efficiency and effectiveness of the operations of a business

 

depends on the control available to management in almost every business organization, there are a number of activities going on at the same time such as producing, purchasing, distributing, selling and financing a product. These are interrelated in such a way that they affect the attainment of the organization goals.

 

The institution of cost and management accountant(ICMA)defined budget as a financial or quantitative statement prepared and approved prior to defined period of time of the policy to be pursed during the period for the purpose of attaining a given objectives. It may include income, expenditure and the employment capital.

 

Therefore in order to achieve these objectives or goals, the

organization must economize resources and discover the means of achieving these goals. These goals can only be realized when the property planned use of available resource are controlled and co-ordinate effectively. Thus a system of managing a business by making forecast of the different

activities and applying a financial to each forecast becomes imperative. These forecasts

Are guided by the information and adoption of planned system such as techniques in budgeting, variance analysis. Etc.

 

Pandy (2008) defines budgeting control as the establishment of departmental budget relating the responsibilities of the executive to the requirement of a policy, and the continuous comparison of actual budgeted result either to secure by individual actions. The objective of that policy is to provide a firm basis for its revision.

 

Osisoma, (2000) opined that budgeting is a systematic and formalized approach for accomplishing the planning, co-ordination and control responsibilities of management. It is a process of preparing in advance of the period to which it relates a summary statement of plans expressed in quantitative terms, which if utilized with sophistication and good judgment, would enhance the attainment of an organization’s objectives. A budget therefore, is a plan quantified in monetary terms, prepared and approved prior to a defined period of time, usually showing planned income to be generated and /or expenditure to be incurred during that period, and the capital to be employed to attain a given objectives.

 

A budgetary control is described by lacey, (2002) as a quantitative expression of a plan of action prepared in advance of the period to which it relates. Budget may be prepared for the business as a whole, for

Departments, for functions such as sales and production, or for financial and resources items such as cash, capital expenditure, manpower, purchase. Etc. the process of preparing and agreeing budgets is a means of translating the overall objectives of the organization into detailed, feasible plans of action. It is therefore, germane to say that the level of importance that is attached in this plan and effort made in controlling the finance differ in organizations. Once the goals are set, which must be based on the detailed analysis of feasibility within the content of the political and social value the plans will enable it to strive towards its attachment.

 

Often than not when these plans are put into operation, conditions prevail which trends to cause deviation from the plan and corrective measures are always taken to steer the business back on the right track. The process already mentioned as it is applied entailed budget and its control. And to lend credence to goal congruence suitable techniques should be applied to specific areas that need special attention hence measurement of budgeted with actual to arrive at the finance cannot be over emphasized. A business is said to be on the right track if the outcome of the budgeted estimate is favorable as against the actual. Lack of budgets in planning and control has required in the indiscriminate use of fund meant for more viable activities. Again the inability of many companies to plan and accomplished budget goals is traceable to their inability to apply controls in their budget system.

This study is aimed at finding out the impact of budget and budgetary control in Enugu State Housing Development Corporation.

 

The limiting factors are that of availability of data which might be difficult to obtain following the trend of the attitude of Nigerians with regards to giving out information. Time constraints are also a limiting factor

in undertaking this study. The availability time and short period of the study made it difficult for the researcher to carry out a wider and more through work on the issue, at the same time carryout academic activities.

 

Also literature on the topic as it relate to government parastatals

 

is very few.

 

1.8 DEFINITION OF TERMS

 

The following are defined in the work:

 

BUDGET: Budget simply means estimate of income and expenditure, which are planned by the organization for a specific future. In Britain, it means the annual statement made to the House of Commons by the Chancellor of the Exchequer, giving details of the government financial plans for the coming year.

 

BUDGETING CONTROL: This means a system of managing a business by making forecasts of the different activities and applying of financial value to each forecast. Actual performance is subsequently with the estimate.

 

BUDGETING PERIOD: The budget period coincides with accounting period. The period varies according to different organization.

This research work highlighted the social responsibilities of commercial bank in social economic development of Nigeria with the emphasis of union bank of Nigeria Plc Awka branch, in undertaking this project. In conclusion the researcher recommend that there were based on finding these are: the banking industry should also reappraise its designated clinics so that it can meet the expectation of its staff, the banking industry guielts branch the right to undertake development project in the area of operation and they should abide by the provision of loans and advances infrastructural facilities, educational maternal etc so as to enhance development in their everyday life.

These were some of the problems that resulted into the excitement of the first banking ordinance of 1952.

Basically, the facts are that the business sector has a duty to he society as a whole apart from its shareholders, who also belong to the society, and that extension of government powers into private sector may not be in the best interest of the society and that may judicious exercise of its responsibility. The commercial and merchant banks can reduce the need for such extension of government free to pursue its function of regulating policy, the society according to present rule of conduct.

The commercial and merchant bank can be said to issue social responsibility  for the social and economic development of the society Nigeria and its costumers which is a new concept compared to the former making irrespective of the consequences operating on their operation areas.

These responsibilities that merchant and commercial banks should offer for the social and economic development of Nigeria include facilities, natural disaster, poverty and to solve major social problems to te society so that they may expect success in their business.

HISTORICAL BACKGROUND OF UNION BANK OF NIGERIA IN PLC

Union bank of Nigeria Plc was established in the 1917 as a colonial bank with the first branch in Lagos. In the 1925, Barclays bank with acquired the colonial bank which resulted in change of bank name Barclay bank (Dominion colonial and over seas). Following the enactment of the companies act 1968 and legal requirements for all foreign subsidiaries to be incorporated locally bank (D.C.O) in 2007 was incorporated as Barclays bank, remained unchanged until 1971 when 8.33% of the bank was listed  on the Nigeria enterprise promotion act of 1972. In line with the central banks of Nigeria’s banking sector consolidation policy, union bank Plc acquired the unueral trust bank plc, broad bank  limited, the bank also increases in shareholders fund through a public offer / right issues in the last share quarter of 2005 with this development union remains one of the most capitalized bank in Nigeria. It has a share holder fund 7 N119.600 billion and operates through 405 networks of banches that are well spread across the country all of which are online real time.

Today union bank remains the oldest private owned commercial bank wholly owned and managed by Nigerians. ABSTRACT

 

This study examined the effect of financial sector reform on the performance of banks (A survey of selected banks in Delta state). It specifically determined the effects of policies of interest rates deregulation, exchange rate reforms and bank recapitalization on banks performance, and analyzed how banks internal characteristics and industry structure affect the performance of Nigerian banks. The study utilized panel data econometrics in a pooled regression, where time-series and cross-sectional observations were combined and estimated. The result of econometric panel regression analysis confirmed that the effects of government policy reforms, bank specific characteristics and industry structure has mixed effects on banks profitability level and net interest margin of Nigerian banks. Bank specific characteristics appear to have significant positive influence on bank’s profitability and efficiency level, while industry stricture variables appeared not to have contributed meaningfully to the profitability and efficiency performance of banks in Nigeria.

INTRODUCTION

1.1   BACKGROUND OF THE STUDY

One of the most important tasks before developing countries is to achieve higher rate of economic growth. Due to the influence of the activities in the financial sector on the economy at large, every nation strives to have a proper and up to date financial sector.

The Financial sector is in no doubt a very essential part of the economy of a nation and any reforms carried out in the financial sector extends to other parts of the economy representing a transformational moment for the economy and its people. Financial sector reforms however have been a regular feature of the financial system. The reforms have evolved in response to the challenges posed by developments in the system such as systemic crisis, globalization, technological innovation, and financial crisis. Financial reforms in Nigeria dates back to 1952 when the banking Ordinance was enacted. The deregulation of banking in 1986 provided the impetus for the Structural Adjustment Programme. The 1986 reform of the financial system saw a policy shift from direct control to a market based financial system, especially as regards monetary management, risk management and asset holding capabilities of the institutions. A number of other reforms followed including the consolidation policy in banking in the year 2005 and insurance in 2007.

For clarity, the financial sector does not only mean the banking sector, the banking sector only holds a major stake in the financial sector of the economy making it more pronounced than other sectors of the economy. We also have the Non-Bank Financial institutions (NBFI) which includes Insurance companies, Discount Houses, Unit trust, the capital market institution through which bond, stocks and other securities are traded, interest rates are determined and financial services are produced and delivered around the world. The money and capital markets, along with the financial system that support them, are an exciting area for study. The capital market has also experienced a lot of reforms over the years and is still in place, especially as regards the capital requirements of the operators, the operational and ethical standards of the institutions and the modalities of the market mechanism. The reforms in the system impacted positively on the growth of the financial system and the economy in general. What goes on daily in these markets and within the financial system, as a whole, has a powerful impact on the economy. Broad changes are forever remaking the financial market as new institutions, new methods, new problems and new services continually appear. The reforms often seek to act proactively to strengthen the system, prevent systemic crisis, strengthen the market mechanism, and ethical standards. Likewise recent reforms have also been evident in the banking sector with the abolishment of universal banking, reduction in the tenure of MD/CEO of banks, introduction of Asset Management Company with its sole responsibility of buying back toxic assets from banks currently in need and return capital to the banks, improve liquidity and prepare grounds for the Central Bank of Nigeria to exit from the affected banks

Roles of bank in the economic process are strategic. It represents the heart of the national economic life and the nucleus of the economic survival around which other sectors are tangential. The centrality of the banking sector also makes the sector to attract much attention in any reform process. Therefore, the adoption of the Structural Adjustment Programme (SAP) in Nigeria in 1986 made the banks the centre of the gamut of the reform in the financial sector.

Among the objectives of financial reforms is to build more efficient, robust and deeper financial systems, which can support the growth of private sector enterprises (Ajilore 2003). The proponents of financial reforms argued that such reform would bring about significant economic benefits through improved bank operational efficiency and effectiveness in order to guarantee a more effective mobilization and efficient allocation of resources among various economic units. Whether or not bank actually achieves these expected performance gains, remain critically an empirical question. If reforms do in fact, lead to efficiency gains, then shareholder wealth could be increased. On the other hand, if reforms do not lead to the promised positive effects, then reforms may lead to a less profitable and valuable banking industry.

A reading of the literature suggests that the efficiency gains that alleged to accrue to the large and growing wave of banking reforms have not been verified. More importantly, signals from the apex bank (CBN) indicated that three out of the remaining 25 banks after the recent reform are technically distressed. Thus, leading the research community in quandary on whether the industry has followed a path of massive restructuring on a misguided belief of efficiency gains or whether the financial regulators and operators are lying to the public and shareholders about the effects of their activity on banking performance. It is important to address this issue by reconciling data with empirical reality of continued reform activity in the Nigerian banking sector.

Moreover, while there are myriads of studies on the effects of reform policy on other sectors of the Nigerian economies, there is paucity of studies on the effects of bank reforms on banking performance itself in Nigeria. The neglect of this issue is particularly surprising for this sector of Nigerian economy, where the short run real effects of financial reforms have long remained controversial.

In addition, the adoption of financial reforms has often been postponed, reversed shortly after being implemented or partially implemented for fear of recessionary consequences. Indeed, ascertaining the empirical relevance of the implications of bank reform on banking operating efficiency for developing economies is an important step in assessing the short run costs of overall economic reforms in these economies. More so, reforms in the banking sector affect not only the bankers and their customers, it has pervasive impact on overall economic activity given the centrality of financial system in the growth process. It is of great importance to know if bank reforms actually delivered its benefits to the economy.

More importantly, there is evidence in the literature that financial reforms in Nigeria have affected negatively on the overall performance of Nigerian banking system (Ajilore, 2003, CBN 2004, 2006). The implication of this evidence on banking system for a fragile and weak financial system in Nigeria is far reaching. First, unguided financial liberalization exposes the banks and indeed the economy to excessive financial shocks. The recent financial crises in the Asian countries are a case in point. Second, continuous reforming the financial system makes the system unstable, planning difficult and indeed creates unfriendly operational environment that may affect the efficient operational performance of the banks. For instance, the ripples of universal banking introduced in 2001 have not settled before the recapitalization exercise was introduced in 2004. Similar reversal and rewriting of rules were noticed in the past reforms. Given the under developed nature of financial base of the economy and the dominant role the bank is expected to play in the transition stage of development, the issue deserves attention; specific bank empirical evidence is crucial if any policy inference is to be made based on policy reform bank performance hypothesis.

Establishing or refuting the validity of positive effects of reforms on banks performance without taking cognizance of the ‘aggregate versus specific bank level’ controversy impedes seriously the policy relevance of the inferences from such studies. However, some studies had attempted to examine the effects of financialreforms on banks in other developed country like Japan. Not much work has been done in this area to investigate individual bank effect of financial sector reforms in a developing economy like Nigeria. Investigating micro effects of bank reforms in Nigeria is a worthwhile challenge, which will distinguish this study from any other studies carried out on policy reform- bank performance nexus in any developing countries like Nigeria.

Filling these empirical gaps is an invaluable addition to existing empirical evidence on the financial management and economics using Nigerian-banking industry as the case study. This is therefore an exigent scholarship effort at contributing to, and complementing other scholarly efforts at providing empirical foundation for designing appropriate policy strategy to promote and sustain financial development growth in a developing economy like Nigeria. To this extent, this study investigated the empirical linkage between financial reforms and banks’ operational performance in Nigeria. Specifically, it investigated whether financial reforms have any effect on the operational performance of banks in Nigeria.

 

1.2   STATEMENT OF THE PROBLEM

Critically examining the nature of Nigeria’s financial sector challenges, arguments have been raised on the way and manner in which reforms are being carried out by Lamido Sanusi, the Central Bank of Nigeria (CBN) Governor, whose actions have been regarded as playing a one man show in a disintegrated gathering.(Ayo ,2010).

However, the major problem posed in this study is on the question of both the long and short run possible effects of the recent financial sector reforms being carried out especially the one by the CBN under the leadership of Prof. Charles Soludo and continued by his predecessor Lamido Sanusi, due to unsatisfactory results of past reforms. By so doing, comparisons are done on reforms carried out before now and those done currently to actually determine the true state of Nigeria’s financial sector and how far it has helped in the economic development of the nation. Of the major problems are lacks of proper attention to the needs of the real sector of the economy, inadequate policy framework for financial development, weak regulatory supervision in a highly liberalized financial environment allowing banks become over confident, audacious, less transparent and less accountable in the handling of their diverse portfolios of services.

There is undue preference by banks for financing general merchandise rather than manufacturing agriculture, power, and the importation of finished goods rather than raw materials, plants and equipment. The real sector is a vibrant part of the economy that needs special attention but due to lack of funds, it has since been in a poor state.

The government has adopted policies aimed at achieving specified objectives, such as; interest rate ceilings and selective sectorial policies .Those policies were introduced with the intention of directing credit to priority sectors and securing “inexpensive “ funding for their own activities (Fry ,1998). The ceiling oninterest rate and quantity restriction on loanable funds for certain sectors ensures that a larger share of funds is made available for favored sectors hindering financial intermediation since the financial markets will only be accommodating the credit demand of the government plan and ignoring risks.

Regulatory agencies empowered with the task of monitoring the affairs of financial institutions have relaxed resulting to less transparency in financial records, inefficient operations and ultimately fraud and other unethical practices.

 

1.3   OBJECTIVE OF THE STUDY

The broad objective of this study is to evaluate the effect of financial sector reform on the performance of banks.

The specific objectives however are:

  • To examine the relevance of financial sector reforms on economic development of Nigeria;
  • To examine the trend of the financial reforms;
  • To ascertain the long and short run effects of the ongoing reforms, and
  • To examine the contributions of the financial sector to the real economy.

1.5   RESEARCH HYPOTHESIS(SES)

The research work will be guided by the following hypothesis.

(a)H0: There is a positive relationship between banking reforms, real sector financing & economic development in Nigeria.

H1:   There is no positive relationship between banking reforms, real sector financing & economic development.

(b)H0: Financial sector reforms have brought about changes to the economy.

H1:   Financial sector reforms have not brought any change in the economy.

(c)H0: The financial sector has contributed to the real sector of the economy.

H1:   The financial sector hasn’t made any contribution to the real sector of the economy.

 

1.6   SIGNIFICANCE OF THE STUDY

The study will benefit the staff and customers of the selected banks as well as other existing banks on ways to apply the financial sector reform on their daily banking activities. This will be achieved when the company adopts the measures that will be suggested/recommended by the researcher having examines the company’s related problems on the issue of banking sector reform.

Moreso, the study will benefit the incoming researchers especially those who may seek to carry out a close related topic with this particular topic (effect of financial sector reform on the performance of banks), based on the findings, and report of the researcher, it can serve as material guide to such incoming researchers.

In addition to the above, the researcher will likewise benefit from the study having carried out a researchable topic on her discipline. Indeed, no knowledge is a waste. Thus, more knowledge will be acquired by the researcher in the course of the research work.
