  • INTRODUCTION

1.1     BACKGROUND OF THE STUDY

The ideal of establishing indigenous Financial Institution came into effect the end of the first world war (1914). This gave rise to the establishment of the National Bank of Nigeria ltd in (1933), African Continental Bank ltd in (1947), but before the emergence of the indigenous banks, the Standards Bank (now First Bank of Nigeria Plc) had commenced banking Operation in (1894).

In (1998), the Central Bank ordnance was passed out and it commenced Operation in July, 1st 1954. After the development banks, Commercial Banks, Merchant Banks, community Banks, Insurance Company etc. Indeed their emergence was largely informed by the need to contribute positively to the growth and development of Nigeria economy.

In Nigeria today, there are about one hundred and sixty-eight (168) Banks and over ninety-four (94) Insurance companies Operating various business of large scale dimensions.

As the economic environment stands at the moment, it is one that really poses a challenging task before all these Financial Institutions. Our financial resources need to be properly and judiciously utilized. Small scale industries as well as other industries in their stages of development need adequate funds to put them on solid footing. Farmers equally need sufficient credit facilities to enable them put more effort in agricultural investments. In the same vain, individuals as well as government need money to embark on valuable and profitable economic ventures. Against these for going background, it is evident that the Nigeria dreams of building a safe and sound that economic structure will come to nothing in the absence of reliable and well-concord financial Institutions. For better understanding of this research work, I have organized these work-ups into chapters.

Chapter 1-2 which includes this introduction, background of the study, definitions, roles, Advantages, Objective and problems facing Financial Institution in Nigeria etc.

Chapter 3 looks at the problems confronting the Financial Institutions. Recommendation and Conclusion.

From my finding it was ascertained that Banks have the best internal control system in Nigeria. The internal system is both adequate and effective, although more operating improvement and review is vital. The management of the bank should be at alert so as to chose any loophole that may arise in their inferview control system.

Also, it was discovered that the major cause of fraud is the employment of dishonest staff. Therefore staff quality like intergrity should be ascertained before employment. There should be an increased enlightens on the legal implications of fraud among other.

1.0     INRODUCTION

          BACKGROUND OF THE STUDY

It is feared that the inability of management to ensure effective enforcement to rules and regulation have rendered that operation of internal control system s the Banking industry open to abuse. The net effect could be that every one carries out his schedule off duties in any manner he likes which consequently gives those wishing to commit  fraud their long expected golden opportunity.

Prior to 1952, there was no form of Banking art or ordinance to regulate the establishment and operations of Commercial Banks or a Central Banks to supervise the control of Banking Nigerian. During that time many Banks was registered some of which never operated and even since that  period, fraud has remained a permanent feature in out Banking industry. This resulted in the loss of faith and trust in the financial institutions by Nigeria and consequently, under-development of the banking habit in the country.

However with the introduction of the first  banking ordinance in 1952, and the central Bank of Nigeria (CBN) Act in 1959 and other subsequent Acts and ordinances with their amendments over the years, used to regulate and control the activities and operations of financial institutions in the country, fraud in financial institution have rather increased in magnitude and the methods used to perpetrate them acquire greater sophistication day after day. Now with the introduction of modern procedures and advancement in information technology such as those in communication system, automatic electric gadgets and computer into the banking system coupled with the various precautionary measures taken by bank agent, fraud have rather taken nuclear  dimensions and the size of sums involved increased at a geometric rate and also with the held of Anipkitan (1976) a banker of repute, I Ashimi (1976, p6) a banker of prudent, Ughamadu N. (1991) observed to be liable in its banking sector and be very porous to fraud and many others who have contributed to maintain a prudently measured to the ascertainment of financial banking assets and liabilities.

Consequently, the confirmed existence of financial institutions rests delicately on the maintains of public  confidence. This calls for the establishment of an effective system of internal control which among other  things will help to ensure that the laid down procedures standard and statuary requirement.

To establish a sound internal control system various organization adopt scope of their operations. Internal control system requires a continues check and rechecking of day-to-day  activities of the business in order to ensure the correctness and firmness of the accounting records, and to detect and expose any deviation when it has accord. Most financial institutions loose confidence of the people not only through fraudulent use of funds but also through some detect infraudulent practices and or syndication of some dishonest staff facilitated by defects in the Bank internal control system. There is therefore a great need to climate or minimize the defects loopholes and make money effective and operational to quard against the occurrence and re-occurrence of fraud in our financial institutions.

BACKGROUND OF THE STUDY

The main objective of writing this project “on the evaluation of financial abuse in the federal inland revenue service” is to bring to the notice of the readers the source from which government derived its revenue and how its expenditure controlled and also to identify the evaluation of financial  abuse in the federal inland revenue service and some control measure which the government can adopt in order to present the financial abuse in federal inland revenue service.

 

The appropriate govern46ment organ institution on largely responsible for the collection of tax is the federal inland revenue service while the office responsible for the accountability of the money collected on behalf of the government is the revenue mobilization and fiscal commission operated as a department in the federal ministry of finance.

As part of the re-organization the federal government of Nigeria found it necessary to create revenue division from federal ministry of finance. This made it an autonomous body known as Federal Inland Revenue service, the board become more effective in collection of revenue for the federal government.

 

Financial abuse in the public sector is an attempt by which the government allows the financial mismanagement, embezzlement and wastes in it’s sector and to identify the various key area that course all abuse in the public sector and also examine the method to used. All abuses therefore this research would go deeply into the plan in the organization in the financial aspects, check the accuracy and reliability of the accounting clate promote operational efficiency .and encourage adherence to prescribed official ‘polices and guideline.

In consideration of this topic, therefore is that there must be some element in which every organization must adopts the ones that are necessary for the controlling some financial transactions in that organization custody and security of Assets. The background of the study is to identify the various source of revenue for federal in land revenue service are as ‘follows, VAT, Personnel Income Tax, Custom Duties Company Income Tax, Education Taxe Capital Gain Tax, Import Duties and Export Duties Petroleum Profit Tax, etc are allocated to the various department project and to examine the financial record of federal inland revenue service to know whether there is adequate system of internal control in the organization. The evaluation of financial abuse in the federal Inland Revenue service encountered some likely peculiar issue has regarding to financial record accuracy of the tax administration in Nigeria have received a lot of attention and commentance, some people have advocated for an over haul of over system. That we should do things that are peculiars to Nigeria environment and these that are not should be left out. The board is faced with a lot of problems which include:

  1. SHORTAGE OF PERSONNEL: The personnel department play an important role in the system of revenue collection in the state, this shortage of staffs is capable of impairing the objective time of maximizing personnel income tax revenue by 1996. The senior officials in the federal inland revenue services of intend revenue was 286 but present were 354, the reduction percent was at minimum of 50%.
  2. PROBLEM OF ASSESSMENT TAX: Assessment problem centres among the location of the personnel income tax and the determination of his assessable income, effectiveness within the content of personnel income tax administration may be measured in terms of the ratio of actual to potential coverage.

Chapter four presents the result of the data analysis and the testing of hypothesis.  Chapter five discusses the research findings based on data analysis.  The conclusion of the research findings and recommendations are made in this chapter.

INTRODUCTION

  1. BACKGROUND OF STUDY

Accounting information could be classified under two heading or three headings.  Under two headings.  It is classified as.

  1. Financial accounting which provides information about profit and loss and financial position of the organization at a given period and  management accounting which provides management information needed for planning and control in an organization.

Under three heading.   It is classified as:

i.        Routine – Internal report:  That is day to day reports to management for planning and control of the organization function for instance performance report financial reports and accounts.

  1. Non-routine report:  This aids management for examples budget forecast, estimates and projections and articulation of computer organizational goals.  No lay down format
  2. External report :  this is for external interest groups like government and creditors.

In the present country, the accounting information system has improved tremendously owing to advancement in technology.  The development of computer has been acclaimed as the most important technological development of the twentieth centaury

          Davis (1981-88) defined computer as a machine that is capable of manipulating or processing data under its own control without the need for being.  “I computer has an electronic device that has the ability to accept data, internally score and automatically execute a program of instruction performed mathematical logical and report the result.

The computer system as an important in the processing of accounting information cannot be over emphasized . the complicated nature of decision which must be taken in business organizations and government institution most especially in the area of financial and accounting operation often makes the use of computers mandatory if efficiency and effectiveness is to be maintained. The intelligent use of computer by the industrialized  nations are led to efficient and effective private and public sectors which produce high quality goods at low cost and are seller able to whether the violent storm of keen foreign competition.

Developing economics like Nigeria enjoy low cost goods and services provided by develop economics and at the same time tries to protect their local industries from stiff foreign competition goods and services provided by these developing communities are inferior and dearer compared to that of developed countries.

Speed and accuracy of services are the watch word in most computerized industries mainly in fully industrialized. This makes it possible for them to realized their ultimate objectives (i.e. wealth maximization)

Through the use of computers economic pictures of the organization could be enhanced by cost displacement. Operational and revenue improved by the introduction of computers in all sectors of the economy. The tread towards representing information in manual dates to Hollezith (1890). In recent time there has been a move towards doing away with manual record keeping and transmitting the information electronically leading to what is called “ Paperless optice” However, it normally turns out that what goes automated is not the function as it has been performed to do what would normally be uneconomical and in some cases impracticable. Instead one looks for a character of function, typically consisting of transition of current work of a number of people which can be redesigned so that he computer can do something equivalent although usually not identical. Once such a duster of work has been identified and the computer application designed one must also redesign the jobs of the people with whom the computer application will have to face.

The work of some workers will be substantially affected by the introduction of computers it does not mean, for instance that an accountant cases to be an accounted rather, the computer greatly aids his diverse operation as an accountant.
