Numerous opinions and comment ion on the role bank should play in financing and advising the small –scale enterprises since the federal government shift its policy with greater emphasis towards small- scale business in achievement of self- reliance.
Unfortunately, some of the opinion have tended to observe the long ending relationship which the bank has enjoying with the small scale business community and some misconception have arise, perhaps, here is need to clarity some of the misconception. In Nigeria, some small –scale business enterprises constitute over 70 percent of all registered companies they are considered to have specified importance of the economic development of the country for a number of reasons. This enterprise provides the opportunity for employment on large scale and therefore makes the possibility of equal table distribution of national income more realistic. The relatively low cost this in a labour abundance economy like Nigeria and in the present economic down turn, they are even more relevant in the mobilization of capital and human resource that would otherwise be left idle.
1.2 STATEMENT OF PROBLEM
Inspire of the fact that various forms of assistance have been designed by the D.B.N. to promote the development of small –scale enterprises, there are indication that small- scale enterprise, are still of discriminated against by financial institution, because of high risk associated in financing them.

1.1     GENERAL INTRODUCTION

Income tax was first introduced in Nigeria by late lord laggard in the year 1904. However, the Nigerian income tax is the modern form of tax staring from 1940, although there was a simplified type of tax dating back to 1927.

INTRODUCTION

1.1     BACK GROUND OF THE STUDY

The term Local government has been defined by many scholars with different view as regards its development. W.A. Robinson (2000) states that ‘Local government’ involves the conception of territorial non-sovereign community processing the legal right and the necessary organization to regulate right of its own affairs. This I turn presupposed the control, Vis-à-vis participation in state affairs.

According to U.N. Akpan (1999), out of various possible conceptions of the local level development, two have been particularly dominants in Nigeria since the colonial time. The first was christened the indirect rule system and is infact no other than a field administration model.

Gboyega Alex (1998), state that nation wide ordinance establishing the model first in the Northern provinces and later in the southern provinces was promulgated by the colonial government in 1916, two year after the analyation of the Northern and Southern protectorates Indirect rule was actually the rule by the British colonial officials through local chiefs in terms of its philosophy and practice, the emphasis of their model was the colonial regulation of conquered people and so did not encourage popular participation and representation in the native authorities. It was therefore, strictly different from the pre colonial structure of Government which emphasis balance of power and popular participation. Indirect rule distorted these pre-colonial institutions. The model was also not human development although it led to the beginning of a net work of infrastructures of roads, schools and dispensaries, through with the collaboration of native authorities, the colonial central government and missionaries.

 

Local Government has sources of revenue of their own such as community taxes and rates, Licenses and fees, earnings and sales, Federal and state statutory allocation etc. After the Second World War, the political development between Nigeria and /Britain led to the abolition of the indirect rule system and its replacement which emphasized full grown local government which was effuient particularly and relatively autonomous. The eastern region was the fist to embark on the experiment on 1950 while the other regions followed in 1952. A few years after wards precisely in 1976, the federal military government announced the reforms of the nations local announced the reforms of the nations local government system. Essentially, the reform resuscitated the idea of participatory and autonomous government which have access to resources both internally and externally to improve the social the economic of the various communities. The question as to why there was this sudden change of direction from at the earlier emphasis on local rules through traditional rules and bureaucrat was carefully examined. The request for autonomy becomes administration particularly since 1970’s. The anticipation of the autonomy came through the 1976 reforms. Our interest in this project lies in the problems of rising and using of funds by the local government will emphasis of Ezeagu Central Local government development council.

 

Thus, a Uniform system of local government through the guidelines for the local government went on to identify the executive functions of local government.

According 1999 constitution section 7 sub section 1 (b) (e) (j) (i) (vi) of Nigeria constitution states various ways the local government can source its funds, although these ways has remained grossly in adequate for maintaining capital and recurrent council. Lack of adequate finance and subvention has been of the defects responsible for the indecency.

 

Until the revenue allocation act was biplated and received in 2002 by the revenue allocation fiscal commission, at he federal government has operated a system of block grants and subventions to local government througfh state government. The fundamental concepts of a Community bank is of self-sustaining financial institution owned and managed by community or a group of communities for the purpose of providing credit deposit, banking and other financial services to its members, largely on the basis of their self-recognition and credit worthiness.
This research, work has five chapters. The first chapter of this document contains a general discussion ie introduction of the topic of scrutinizes Community Banking. It want further to state the background of the study, statement of problems, objectives of the study, statement of hypothesis, scope and limitations of the study, finally the definition of terms.
A number of past related literature were vividly reviewed in chapter two for the purpose of effective and comprehensive study in other words, highlighted the objectives and functions of Community Banks vice-versa.
Chapter three deals with the research design and methodology, method of research design, sources of data, selection of population, sample and sampling techniques. It also deals with method of data presentation and analysis.
The data got from research survey were analyzed and interpreted in chapter four.
Finally, the fifth chapter made by the researcher saw to the summary of findings, recommendation and conclusion.
The major findings of the study is that Ndiafia Community Banks been the case study of this research work could be rited as fair and good as regards its roles in her services and this is obviously manifested by their performance since the bank was open.

INTRODUCTION

1.1 BACKGROUND OF THE STUDY
In Nigeria and in other developing countries alike the problem of credit extension to the rural dwellers (who usually dominate the population) and cannot afford the much sough collateral being demanded by conventional financial institutions has been such a persistent Nigeria case, that government after government have been making persistent efforts to remedy the situation. The financial needs of these rural dwellers pose a double problem in that part from the risk inherent in such credit in extension, it is not case effective because of the large number of accounts involved with little amounts. Also the inability of those group to have access to credits compounds the vicious circle of poverty in the economic system (Ugwuoke K. 2000 p.21).
However, the development of these rural areas where majority of the population dwell happens to be bed rock of the economy. The establishment of Community Bank was done in order to strengthen its programmes of grassroots economic development (YOKUBU M.O. 2000 p. 36)
The fundamental, concept in the establishment and operation of Community banking system is that of a self sustaining financial institutions, owed and managed by a community or a group of communities for the purposes of providing credit, deposit, banking and other financial services within the area to its members largely on the basis of their self recognition and credit worthiness. It is in contradiction to the near total reliance as the basis for giving credit, it was designed to ensure that bank Community or group of communities may establish bank for the purposes of promoting rural development improving the economic status of small-scale producers both in the rural and urban area enhancing the rapid development of productive activities especially in the rural areas to support desirable and sustainable rural economic growth in the Nigeria Banks that are licensed under persons various types of deposits including savings, time and target deposit issue for the purpose of raising funds, redeemable debentures to interested parties.
In the same vein the Community banking took off in 1990. when president on power ( C in C General Ibrahim Babangidi) in his annual budget speech announced that the Community Banking system would be introduced into the Nigerian Financial system. The Community bank implementation committee (CBIC) which established for general supervisions, promotion, monitoring and development of the Community Bank act under the control of (NBCB) National Board for Community Banks and (CBN) Central Bank of Nigeria (Ukamenam C. O. 2001 p. 9).

1.2 STATEMENT OF THE PROBLEM
a. The major problems which Community banks faces is how harness those abundant resources for the development of the rural areas, bearing in mind that those resources are minutely held by the vast population of the rural dwellers.
b. The banking sector as the prime mover of the nations economic life is seen as the most viable sector to make this dream a this dream a reality, but then given the Nigerian situated especially (Enugu Urban) with vast area of land and how income base, the task before community banks are quite enormous with the problem of ignorance and illiteracy of the majority of people whom the bank are dealing with and also the problem of infrastructure facilities.
c. Another most delicate problem is that the depositors in community banks do not have their deposits as is obtainable in Commercial and Merchant Banks.

1.0                                          INTRODUCTION

In recent times much has been said as regards the neglect of the rural area in Nigeria in terms of the development and transformation facilities and services such as electricity. Pipe born water, good roads, hospital etc. as well as the provision of banking facilities, to help improve the standard of life and opportunities open to the rural dwellers.

It has been argued that over years, paper development strategies and policies for the rural areas have not been pursued. This has led to a haphazard, not well defined and problem by – problem policy or rural development in Nigeria. The urban areas have been developed at the expense of the rural areas. Some people have equated development of urban areas to the development or rural areas; hence the pre-occupation was with the modernization of the urban centers. This type of the development effort was based on the notion that once the urban areas were modernized, the effect would, as a matter of cause tricks down to the rural areas. Therefore in pursuit of it, no distinction was made between the development of urban and rural areas.

Given the lopsided nature of Nigeria development effort with its urban bias, many scholars, policy makers and government have contended that there is no way we can simultaneous develop and modernize urban and rural areas and that infact one of the obstacles to developments is the existence of undeveloped rural economy.

Consequently, Mobogunji (1980) asserts that after many years of inadequate emphasis, during which pride of place was given to industrializations, it is now becoming generally recognized that rural development represents perhaps the only logical way of stimulating overall development.

This has led to the pursuit of different policies and strategies for the transformation and development of the rural areas. One of such policies is the rural Banking Scheme embarked upon in July 1977. The banking industry especial the commercial banking sub-sector was given this challenge of extending banking services to the rural areas in particular and the Nigeria economy in general. The banking sector has been visualized as having the potentials for promoting economic development of any nation.

Therefore Agu (1986) has pointed out that the mobilization of financial resources is the first step to resource mobilization for development purpose. But the mobilization of financial resources requires an institutional arrangement which encourage and mobilizes saving into productive investment. In this way, the establishment of bank branches in the rural areas and the manner in which they conduct their business activities and perform their development role are particularly important since according to Lipsay (1983) if they do not function monthly, the link between private saving and investment may be broken and the problem of finding fund for investment greatly intensified.

Unfortunately, the above warning by Lipsay was not headed to by commercial banks in Nigeria. As such, inspite of the efforts made by the various government in the rural areas, the people could not fit into the conventional banking system. In order to secure even the modes of loans, they were required to fill several forms, obey certain rules and provide some form or guarantee or collateral. All in, rural people generally were made to feel lost in the modern environment of banking in the country. As a result developments at the grassroots level has been stalled. This was the rational for government continued search for a solution to monitize the rural economy.

The only institutions that can be used as the magic wand are those financial houses, which are completely rural based, and not outposts of profit maximizing financial institutions, those institutions, which understand the rural people, are very willing to assist in solving their problems without necessarily attaching a lot of importance to profit maximization.

In view of the above, the Federal Government introduced community banking as a strategy to facilitate rural development, as there is a general belief that commercial banks are not fared well in the realization of government objectives as rural development.

Community Banks was conceptualized as a solution to the problem posed by the dearth of credit at a period when the directorate of Food, Road and Rural Infrastructure (DFRRI) was making some attempts at rural regeneration. The question then was, how could the credit need be resolved at the rural level when formal conventional leading institution for reasons of procedure and cost could not effectively manage the situation? Given the usual attitude of Nigerians to government institutions and property, it was through their credit institution based on private initiatives and adopted to the rural culture, institutions and security stood a better chance of success. The community-banking scheme was thus born in the cradle of traditional peer pressure sanction and community ownership.

At present, community-banking institutions is the only entrenched in the wheel of development to monetise the rural and sub-urban economy vis-visa rural development?

 

  • STATEMENT OF THE PROBLEM

The state of the Nigerian rural and sub-urban areas has in recent years been a source of concern and anxiety to both the government and many interest groups. Although the different interest groups express their opinions in different ways, they share common feeling that the rural and sub-urban area of the country has been marginalized and thus perform below prudential expectations. Manufor (1996) explained that the neglect of the past created serious rural-urban economic differentials, which naturally gave rise to rural-urban migration. The fall in economic opportunities and the decline in the national economy have today created a situation whereby the rural disadvantaged have ended up as the urban-disadvantaged.

Concomitantly, Nigeria as a developing country, desire very much, meaningful and rapid development of the rural through the establishment and mobilization of rural funds. It would be noted that one of the major dynamic economic and social progresses of any nation development is crucial to the economic, political and social growth of Nigeria.

According to Babangida (1990), the shift of emphasis to grassroots development is a matter of necessity at the present stage of our development. It is well know that at least 75 percent of the country’s resources endowment abounds in the rural areas.

According to Adekanya (1990), these problems, having informed the establishment of community banks should serve as a useful guide for the clearer conceptualization of the nature, the structure and functions of the community banks in order to guarantee more effective and efficient services to the local people.

It is on the basis of these accepted facts that these studies will stir to evaluate the rolls of community banks. Again, it behaves this study to access to what extent community banks have helped in inculcating banking habits among rural dwellers.

 

  • PURPOSE OF THE STUDY

Any policy made with foresight has apprehensive objective that it tends to pursue. It is the purpose of this study therefore to:

Accretion the objectives and functions of community banks.

Determine how much of disciplined banking habit they have uncalculated among the masses of low-income workers especially those of the rural area.

The study will also look at the specific roles community banks play in the development of the rural communities in which they are located.

It will also determine if customers are satisfied with the services they received from community banks presently.

It also behaves this study to find out the problems and prospects of community banks.

 

  • SIGNIFICANCE OF THE STUDY

This study will help in apprising the roles of community banks in Nigeria rural development taking into cognizance the expected roles and functions that led to their establishment. The study will enable us to know how community banks have helped in inculcating banking habits among rural populace.

Information obtained from this study will service as a very useful guide to community leaders seeking to set up community banks in their area.

Community banking is still a relatively new system in Nigeria; very few literatures exist on this very importance area. Hence, this study will add to the existing stock of information available on this subject.

Finally, it hoped that the recommendation and suggestions would help both Community Bank Staff, Community Development Association and owners of the National Broad of Community Bank is that they realize the laudable objectives for which they were established.

Null Hypothesis Ho: Community banking has resulted in the modification to capital structure for rural development in Nigeria.

Alternate Hypothesis Hi: Community banking has not resulted in the odification of capital structure for rural development in Nigeria.

Null Hypothesis   Ho: Community Banking has contributed to the   economic /social development of rural areas  in Nigeria.

Alternate Hypothesis Hi: Community Bank has not contributed to the economic/social development of rural areas  in Nigeria.

The scope of this research study will be limited to ten community banks in Enugu State. Most community banks in Nigeria have the same method of operations; it is believed that the needs of the researcher would still be met from the study of the samples.

Perhaps, one should hasten to observe that a research of this nature should have covered very many community banks throughout Enugu State  to be very conclusive but owing to the above constraints. This research covers only the community which are:

  • LIMITATION OF THE STUDY

As a result of financial constraints like time, proximity and other environmental factors which limits the researcher within a definite place. Time, which was not on the researcher’s favour, was not sufficient to gather much data as need, analyses the data adequately and of course do other necessary things that would have improved the equality of the research.

Financial constraints were another major factor that constituted some hindrances for making a thorough and painstaking research and analysis almost impossible. Inadequacies or simple and straightforward statistical tools for dept analyzing was limited provided.

Also getting the respondents to complete the questionnaire posed another problem since a good number of them complain of lack of time as a result of the pressure of work.
