ABSTRACT
Technology has proved beyond all reasonable doubts that computer technology application can remove the strenuous burden of manual paper work which has been affecting administrative activities. After much observation on the activities of the Industrial training Fund (ITF) Enugu, on their process of payment of students who participate in the Industrial Training Programmes. It was discovered that the method of payment is too strenuous, complicated and cumbersome.
Information tracking system which involves the method of managing information, keeping record of the information and retrieving it effectively, will help in reducing or wiping off problems encountered in manual paper work. This will facilitate efficient payment. The project will help greatly in eliminating the problem with the use of its designed suitable software, meant to handle those issues affecting the training fund.
CHAPTER ONE
1.0 INTRODUCTION

Since creation, there has been a constant quest by man to improve on his quality of life and existence, this ever-increasing question has been necessitated, and propelled by the simple need for man to address the challenges posed by his environment.
Borne out of this need, a number of manpower, planning and career development programmes have been designed. The “Siwes” which is an acronym for Students Industrial Work Experience Scheme is one of such programmes, it is a skills-training programme designed to expose and prepare students in institutions of higher learning for the industrial work situation they are likely to meet after graduation.
The scheme is also meant to familiarize student with work methods and expose them to the needed experience in handling such equipment and machinery that are not usually available in the educational institutions. The scheme is financed by the federal government and operated through the industrial training fund. To serve as encouragement, siwes students after their IT programme are being paid approved, specific amount of money as allowance for embarking on the programme. This, however, necessitates the effective and efficient tracking of IT students information, as well as the monitoring of the method of payment of the siwes allowance, so as to avert fraud and financial misappropriation by unscrupulous, self – centered, and money conscious ITF personnel’s. Though, a method of payment already exists, but needs through study so as to identify and alleviate the bottle – necks I the inherent system of manual processing.

1.1 STATEMENT OF THE PROBLEM
Since the inception of ITF, there has been constant plea by the ITF staff for system evaluation, review and modification of siwes payment of siwes students, and method of tracking siwes students’ information.
These constant plea by the ITF staff was propelled by simple need to address the challenges or problems involved in processing of students logbook, and detecting those that did not embark on the industrial training.
The complex nature of the job involved, viewed by worker as very tedious complicated and cumbersome has been our major concern, and has therefore intensified the need to design and implement an information tracking system (software) to circumvent these inherent problems

Since the creation, there has been constant question by man to improve on the quality of his life and existence. This ever increasing question has been necessitated and propelled by the simple need to address the challenges posses by this environment. Borne out of these needs, a number of inventions have been made in virtually every field of human endeavour. The computer is one of the most spectacular of such inventions.
It is a tool specifically made for computable problems. The present form of the computer is the culmination of the series of inventions and research development spanning over centuries. The beginning of the development of computer can be traced back to over 500 years ago when the Chinese invented the Abacus.
There after, various other computation contraptions were developed. These ranges form manual deices such as the slide rule to purely mechanized devices.

The electronic computer was developed in this century and has given birth to a new filed of endeavourer known as information technology (IT) the world of IT is expanding in scope and yet narrowing in terms of physical distances between user paints.
The computer is functionally reducing the world to a global village in which space is no longer a barren to the exchange of data and information.
In this filed, the computer is not just a passive tool, but it has also enhanced the standard of performance. There are several ways the computer can affect our lives.
These ways are dependent on the application to which we put the computer.
For instance in an Academic environment, there is need for proper documentation and processing of the student’s record. To achieve the desired goal, computer is used to store, process and retrieve student record. This will help to solve the problem of mussing files, results etc. and enhance efficiency in management.

The registration and enrollment officers had been coming up with the bitter complaints of how echoes, cumbersome and complication their job is now after series of investigations and observation. It was found out that most of the times, for the registrars to receive information and to work with it, becomes a very difficult task. Even when the information (Registration and enrollment) of the students are made available, documentation becomes a problem. This was as a result of the procedure unloved (manually). For instance, if the student files are to be sorted, it may take months.
This delay in registering and enrolling the students has been the major concern and therefore has intensified the need to design a software which will go a long way in tacking these problems.

INTRODUCTION
Bill of material processing can be described the compilation of the raw materials required to produce any desired product. This means billing the materials before processing so as to achieve a cost-effective production, avoiding less in buying the materials for production and also in the sale of products after production.
There are a lot of problems encountered in the manual bill of martial processing system. It is difficult to maintain the relationship between raw materials at the lowest level and the in which this raw materials are combined to form final products are not shown in the manual bill of material processing.
Most raw materials are used for more than one product. It becomes difficult to determine the final products in which a particular raw materials is used unless a separate record of the usage of raw materials is maintained.
In Nigeria, some companies are a manufacturing company that produces spare parts (ie motorcycle or motor spare parts).
Those companies are the producers of engine blocks, piston and Rings, brake shoes, Inner kick, Inner gear, con rod, clutch Fiber, Tyre and Tube etc. the bill of material processing system is operated manually.
Those involved are the production manager who is in charge of production. He lists all the raw materials that are needed for production. The stores manager takes Inventory of available raw materials and notes those that are not available. He then notifies the purchasing manager.
The purchasing manager who is the head of the purchasing department is also involved. He is responsible for buying and bringing down the materials from the source.
The Head of Finance and Accounts who is responsible for releasing funds for the purchase of raw materials.
Those people co0operate with the marketing department. This is because price of the raw materials may affect the price at which products are marketed.
This study involves an analysis of the manual system and the design of a new computer based system.

1.1 STATEMENT OF THE PROBLEM
A lot of problems have been encountered in the existing manual system of bill of material processing system. The particular raw materials used in a product and the quantity used cannot be traced because of the following:-
1. Inefficient processing and storage system for bill of materials information.
2. Wrong transcriptions and mutilations by accident or on purpose. The information is very

INTRODUCTION
1.1 THEORETICAL BACKGROUND
Database is a collection of logically related files, organized in a manner to satisfy the needs of an organization. A database is a store of data structured so that access and update can be made by different people in different ways without needs to change its design or content for this to happen, it is essential that all data items are logically related.
Database is always necessary to store date items once, because of it, input cost are lower. Duplicate letters are largely dominated thereby saving space and ensuring data consistency. Data is defined as an unprocessed facts. They are raw fact that are unprocessed. Data does not have meaning. Information are processed data through the computer, which process different type of information. Information in the computer is stored in codes. File is the collection of related filed, field is the collection of data items.
Database management system are important, because important information requirement and non-specialist need easy ways of accessing this information. Large amount of data with many types of records occurring many times in database management system. Also in database management system, complex data structures including many relationships between data items. Many organization will have many use requirement in data base management system. Organizations will also have many frequent demand for changes to be made which only unflexible database management system can cope with.
Data is viewed as a source to be shared by as many process as possible. As a result, data must be organized in a way that is flexible and adaptable to un anticipation requirements. The data which they stored in anticipation of requests, and the requests themselves. Data may be stored as references to documents, microforms or computer coded text, graphics etc. the service may be offered on a local basis or through a telecommunication network. Database system may be operated by organizations for their own benefit or offered to the public on a subscription basic. The output from database services is either a document or computer data presented, say, on a video display unit or a voice output.
The main purpose of database is to satisfy the user information needs. The way in which these needs are expressed largely determined the principles of operation of a particular database system.
Rerhaps the most straight forward request for database is when the user supplies a complete reference for a document. The job of the service then is to locate a copy of the document and deliver it to the user. This is usually referred to as document retrieved service. It may be aided by computers in compelling the index to the documents in store, and in physically locating a required document as in a computerized warehouse.
More after then not, however, database need are expressed in terms of a request for data such as, how many patient are being admitted monthly in a hospital? Or what kind of sickness of a patient? To answer such questions reference must be made to records stored either in printed form or as computer coded data. The first of there is often refered to as information retrieval, the later as database search, when the index to the printed record is computerized.
The database distribution system, with the added facility of storage at computer coded text, offer one approach to reducing, the physical size of records, and to mechanizing their search and retrieval the records unfortunately, first have to be converted into computer compatible form, and can be consulted only after reconversion via some printing or display device.

1.2 STATEMENT OF THE PROBLEM
There has been this problem of too much work for the nurses in the hospital. Owing to the growing population of patient in the hospital, the nurses is faced with hips of file. At times, sorting out a particular patient file takes most a month.
Also there has been cases of missing files. Due to lack of security in the office and the poor filling system in use, the patient files at times get lost and it then becomes difficult to access the concerned patient information.
This bitter complaints and the delay in the receiving of information for the management had been the major concern and therefore has intensified the need to design a software which will go a long way in tackling these problems and at the same time helps to quicken database processing.
