1.0 INTRODUCTION
Despite all the awareness programs on AIDS, it is like greater number of people are still not well informed about the menace of AIDS in the society. It is guit appalling that even among the student of higher institution and some staff in the campus community that AIDS awareness program has not gone deep inside them. Most of the awareness programs are through public lecture and some other means that are not computer based. The effect of this is that, proper documentation of the lessons is not done and this has made it impossible for people (students and staff) to go back to reference such materials. Ti is impossible to determine the prevalence of HIV/AIDS in the university/ campus community because nobody to data has come out in the open to acknowledge being HIV positive in the campus and death certificates do not state whether one died of an AIDS related illness or not.
The lack of the higher institution information on the disease is attributed to inadequate record. Available records were found to be inadequate foe two principal reassure:
1. They make almost no mention of AIDS
2. They are incomplete to the extent that they do not capture the situation of the campus personnel.
Infact records that might throw height on the prevalence of HIV/AIDS on campus did not appear to be held by any of the central administration (registrar, personnel officer, etc). These lapses are addressed in this project work. This work incorporates some features that makes the awareness tutorial an interesting one. Also the proper documentation (computer based) makes it easy to reference.

1.1 STATEMENT OF PROBLEMS
A lot of people (student and staff) do not understand the relationship between HIV and Aids. Because the HIV Incubation period varies from one person to another. 1.1 INTRODUCTION

It is also a known fact that the production of qualified medical doctors, medical lab. Scientists and other medical personnel is on the increase but this is not enough to meet the health needs of the increasing population. The return of patients to a doctors, samples to lab scientist is still high. This situation creates problem, because proper and adequate medical attention to patients is far fetched.

1.2 STATEMENT OF PROBLEM
It has been observed that to receive medical treatment in most of our hospitals (or private laboratories) the patients queue up for several hours from one unit of the hospital to another. Starting from obtaining a new hospital folder or retrieving an old one before consulting a doctor to the laboratory unit far laboratory test than to the pharmacy to get the prescribed drugs and so on, with the manual processes involved in handling the patient most of them waste whole day in the hospital. This situation discouraging to most patients and sometimes force them to turn to non professionals or even resort to self medication for quick recovery.
Due to the number of patients, who need the attention of the doctor, the doctors medical lab-scientist hurries over his work without adequate attention and expertise. Still at the end of the day he (is exhausted.

1.1     STATEMENT OF THE PROBLEM

Organizing the promotion process has been a great problem to the Enugu State Local Government Service Commission. The processes involved are often inaccurate due to incorrect information information’s are collected haphazardly.

1.       The compilation of senior staff nominal roll by the various local government in the state is often inaccurate due to lock of correct information.

2.       The compilation of the staff seniority list is often distorted through corrupt practices. This is because there are no effective computer system to check it. Therefore promotion according to seniority is not denied. The compilation of the senior staff nominal roll is done manually. This wastes time in the promotion process. The above-mentioned problems in the system have prompted the researcher to look for ways of curbing the collection of senior staff data manually.

1.2     PURPOSE OF THE STUDY

The implementation of this research for the improvement of the promotion scheme will help the case study to improve and facilitate the promotion process. The computerized design will also help the Enugu punctual and accurate in carrying out the promotion process of the local government councils within and outside the state to implement the design to improve the promotion productivity.

The research design will also help both the Federal and state civil service commission to facilitate promotions of their staff. Finally the research will be an addition to other research work already done on the topic.

1.1 BACKGROUND OF THE STUDY
Information technology (IT) is able to facilitate the revolution of changes which optimizes performance and profitability to companies because it provides solution to one of the key business and communication barrier, distance and difficulties associated with crossing them. The emergent of internet and its technologies has led to the death of distance and collapsed the entire world into a global village.

ABSTRACT
This work deals extensively with the design and construction of an electro-dice display (EOD) with audio unit. The device displays the value of a ludo dice in numerical form and also produces sound as it displays the number.

The device works with principle of chance employed by ludo game players. The output of the display is usually very rapid that the player does not actually see the number when the device is switched ON so that it will purely be a game of chance. When the off key is pressed, a particular number is displayed and this number is the number the player got.

The operation of the device starts by the generation of a pulse frequency. The pulse frequency (square wave signal) is generated by times (555 timer) by connecting in unstable multi-vibrator. The output from the timer is used in clocking the binary counter (mode 10 counter) but this counter is biased in the mode 10 counter, the output from Qo, Q1 and Q2 were connected to the reset pins so that once the counter finishes the count of six of goes back to zero.

The result from the binary counter is then fed to the decoder / driver before connecting it to seven segment so that the decoder will be able to convert the binary values to the decimal values that are being used in the ludo game dice. The seven segment then displays the numbers by lightening the diodes that make up that particular.

This device is being regulated by a latch (4-edge triggered flip-flop which has two switches, one is used for putting the power supply and the other two push switches for the working of the dice display.

ORGANISATION OF WORK
The organisation of this work is in seven chapters, the first on the introduction; the second is on the literature review; the third is on the design of the system; the fourth deals with the construction (implementation); sixth is on packaging and the seventh on the recommendation and conclusion.

The first chapter: Introduction gives general view of what the electronic dice displays (EDD) with audio unit aims and objectives, scope, limitations, problems and purpose of the study.

The Second Chapter: Literature Review explains the different components that make up the system, their make up and how they operate.

The third deals on the design of the system, describes vividly each component of the system, their operating modes, specifications and applications, schematic diagram of the system showing independence modules which function together to make up the system.

Construction, the fourth chapter deals with the actual construction of the system, the design requirement, theory of the functioning of each module system, breakdown of the module specification and construction. Calculations and careful selection of the component values of each modules are detailed in this chapter.

The fifth chapter which is on the documentation deals on the general description of the work, provides ease of maintenance and wage of the system.

Packaging, the sixth chapter lists the factors that were taken into consideration in the design and construction of the package.

The seventh and the last chapter, recommendations and conclusion gives a general view of what is covered and the importance of this device. It also suggested certain areas for further studies.

Instrumentation engineering has advanced widely with the introduction of medium scale integration (MIS), large scale Integration (LSI) and very large scale Integration (VLSI). 1.0 STATEMENT OF PROBLEM.
The design of an electronic dice display is invented because of the quest fort reducing strenuous activities encountered by man, especially on the area of its recreational activities. This device is used in ludo game. The ludo game on its manual operation, as he manipulated by the experts so that it can no longer be a game of chance. Sometimes players can employ tricks on their opponents which playing the game, for example if the both players are not vigilant, one of the them can event thwart the dice and claimed that nothing happened. The players too may get tired after playing two or three times because of the stress in shaking and playing the dice, the frequent hitting of the dice on the ludo board can even give cracks on the glass covering the ludo board. One can even experience the dice getting lost in the game because the dice is very small so if care is not taken, it can fall out from the board.
