Abstract

Hostels provide budget oriented, sociable accommodation where guests can rent a bed, usually a bunk bed, in a dormitory and share a bathroom, lounge and sometimes a kitchen. Rooms can be mixed or single-sex, although private rooms may also be available. Hostels are generally cheaper for students but most often, hostel management and allocation is a problem to university administration. They often create management loop holes as they are unable to allocate hostel rooms to students on time. Payment for the hostel allocation by students are not properly accounted for. Students are sometimes allocated to the same room with out checking the number limit for that particular room. In this research work “Hostel allocation system”, a system will be design to manage a database for allocating hostel to students. The system designed will keep track of all the available hostel rooms, their occupants and fund generated from hostel fee. The new system will be implemented using Visual basic 6.0 and access database.

Chapter One

Introduction

1.1            Background of the Study In 1912, in Altena Castle in Germany, Richard Schirrmann created the first permanent Jugendherberge or “Youth Hostel”. These first Youth Hostels were an exponent of the ideology of the German Youth Movement to let poor city youngsters breathe fresh air outdoors. The youths were supposed to manage the hostel themselves as much as possible, doing chores to keep the costs down and build character as well as being physically active outdoors. Because of this, many Youth Hostels closed during the middle part of the day. Very few hostels still require chores beyond washing up after self-catered meals or have a “lockout”. There are several differences between hostels and hotels, including:

  • Hostels tend to be budget-oriented; rates are considerably lower, and many hostels have programs to share books, DVDs and other items.
  • For those who prefer an informal environment, hostels do not usually have the same level of formality as hotels.
  • For those who prefer to socialize with their fellow guests, hostels usually have more common areas and opportunities to socialize. The dormitory aspect of hostels also increases the social factor

Hostels are generally self-catering. There is less privacy in a hostel than in a hotel. Sharing sleeping accommodation in a dormitory is very different from staying in a private room in a hotel or bed and breakfast, and might not be comfortable for those requiring more privacy. The lessened privacy is also an advantage in some ways, because it encourages more social interaction between guests. Theft can be a problem, since guests may share a common living space, but this can be avoided by securing guests’ belongings. Most hostels offer some sort of system for safely storing valuables, and an increasing number of hostels offer private lockers. Noise can make sleeping difficult on occasions, whether from snoring, sexual activity, someone either returning late or leaving early or the proximity of so many people. This can be mitigated by carrying earplugs.

1.2     Statement of the Problem The growing number of students in higher institutions all over the world has posed a lot of accommodation problem on the part of students and school management. Students at the beginning of each session waste half of the semester looking for accommodation. The few hostels that exist in the universities are not properly managed. Infrastructural decay, dirty environment and lack of basic amenities are some of the numerous problems encountered almost in every hostel at the university. Statistics of the number of rooms required to match the growing number of students are far fetched. Most often, students pay for hostel fee and end up not getting one due to lack of bed space. Hostel administrators can not give accurate information of the occupancy of a particular room. This and many more forms the statement of the problem that necessitated for this research work.

1.3     Objectives of the Study The project is designed to help in the management of hostel allocation in the university. The main objective of the new system includes: 1)                Design and develop a central database system that would serve as hostel database, which will contain information on all the available rooms in the hostels. 2)                Design a computer – driven hostel allocation system for allocating hostel rooms to students. 3)                To generate reports on hostel occupancy and financial reports.

1.4     Scope of the Study The research work is will cover among other things:

  1. Hostel allocation
  2. Hostel fee payment
  3. Hostel rooms registration
  4. Financial reports.

The research will be carried out using Federal University of Technology Owerri.     1.5      Limitations Some of the constraints encountered during this project design include the following:

  • Financial Constraints: The design was achieved but not without some financial involvements. One had to pay for the computer time. Also the typing and planning of the work has its own financial involvements.
  • High programming Technique: The programming aspect of this project posed a lot of problematic bugs that took me some days to solve. Problems such database connections using visual basic and access database posed a lot of challenges.
  • Few Literature Sources: The topic though seems to be a common term; it is not a popular topic to surf from the Internet. It had fewer literature sources.

1.6     Significance of the Study   The new system designed for computer driven student’s hostel allocation will among other things:

  1. Facilitate timely allocation of hostel rooms to students
  2. Check the hostel occupancy at any time for information management
  3. Sum up the total amount realized from hostel fee each session
  4. Enable management to plan on improving hostel living condition.
  5. have first hand information on the statistics of students in the hostel

1.7     Definition of Terms

Hostel: A hostel or youth hostel is essentially a form of accommodation that offers reasonably priced, shared accommodation to travellers in either private or dormitory rooms.   A management information system (MIS): is a system that provides information needed to manage organizations effectively.   Independent hostels: are not necessarily affiliated with one of the national bodies of Hostelling International, Youth Hostel Association or any other licensing body.   Databases:  A systematically arranged collection of computer data, structured so that it can be automatically retrieved or manipulated. It is also called databank.   Computer Program: This is a set of instruction that guides the computer on the action to perform.

ABSTRACT

The difficulties students and staff of admission office usually face in any higher institution, made us to realize that computer assisted admission system is the best in processing students records in federal college of Education, Eha-Amufu Enugu. This will save our school the embarrassment caused by students complaints at the end of working day. Our basic objective of designing and implementing an online students admission system is the development of data base computer program that will enable the Registrar and admission officers to efficiently, accurately and effectively process and coordinate the various students activities in the institution without much differences with little time.

In view of this, admission officers must prepare for successful working relationship with an online information processing and in addition, get their members of staff familiarized with the system for easy and effortless exercise that produce reliable output. (result)

This project describes how much a students admission system is developed and how in particular it can be effectively used for the day to day running of the set-up. For the purpose of this research we shall use data base programming language version IV. This is because Dbase IV handles a large volume of data. It is database management package which is good for students record keeping activities.

CHAPTER ONE

INTRODUCTION

1.1     BACKGROUND OF THE STUDY

The background of the study is Federal College of Education Eha – Amufu. Here is the brief history about the college.

On February 21, 1981, the then Governor of former Anambra state, Chief Jim Ifeayichukw Nwobodo, announced the first provost and Registrar of the institution. On 23rd December 1982, the Anambra state House of Assembly enacted a law retroactively establishing the college. The law cited as the “Anambra state of Nigeria law No. 28 of 1982” came into force on the 21st February 1981

The aim of the college as set out in the law establishing it include

  1. To  organized, improve and develop courses of science and training carious categories of teachers.
  2. To promote research and advancement of science and learning.
  3. To serve as a center for educational research especially as applied to local conditions.
  4. To organize, improve and extend education of standard higher than secondary school level.
  5. To encourage all classes and communities without any distribution to pursue liberal course of education.

After the announcement of the establishment of the college of education, Eha-Amufu by the Governor with effect from 21st February 1981 a temporary office with skeletal staff was opened at an office around the then Anambra Television (ATV) independence layout Enugu.

On 7th August, 1981 the then Anambra state commissioner for Education and the then permanent secretary to the ministry took the newly appointed provost and Registrar to the present site of the college at Eha-Amufu, about 64km northeast of Enugu. The Enugu state capital. The site was formerly occupied by the federal government owned teacher training college (TTC) Eha-Amufu.

When the federal Government handed over the facilities of the college to the Anambra state Government, it decided to use the facilities to establish and run the college of Education, Eha-Amufu. This site of the defunct TTC, Eha-Amufu, has remained the permanent site of the college of Education, Eha-Amufu.

On 1994, it was handed over to Federal Government again and became federal college of education Eha-Amufu under the Governance of the ten Executive Governor of Enugu state, Dr. Okwesilieze Nwodo.

The ultimate goal of any establishment is effectiveness. This is achieved only when there is/are proper coordination of activities between the various units of the comprises the system. This coordination is even more important in institution of higher learning especially at the student’s admission, where the desired end is to bring in students who will at the end of the day acquire knowledge that will help the entire society.

Ineffectiveness of admission system could diminish its ability to relieve student’s tension, frustration and worse still produce lethal consequences. Any measure therefore that can improve the needed response of any institution and its general efficiency is most welcome.

An online students admission system enables the staff in charge to get the students record faster, therefore saving process precious time in students management.

In an online institution’s admission system, the electronic machine quickly retrieves any available information regarding to any student and display its within a short period of time.

Any adhoc enquiry concerning a student indebtedness to the school is responded to promptly computer could more accurately do staff duty roster.

Coding the particulars of the staff into the computer does this and after, it can be saved and will be available for retrieval at anytime. And because the documents are already in the main memory, it can also called up and printed and information about each staff is contained and can be accessible to determined how many hours in a week each works and when next he/she should be on seat. Thus reducing administrative workload on the staff.

1.2     STATEMENT OF THE PROBLEM

The difficulties students and staff of admission department usually face in any institution of higher learning made us to realize that (computer aid) an online admission system is the best that can happen to federal college of Education Eha-Amufu. This will save our school the embarrassment caused by students complaints at the end of the working day.

It was in the view of this that Sandison (1994) pointed out that “a typical problem students have was moving from school to another school. In a modern society labor moves quite a bit and many students change schools at least once in their life time. Every time new students were offered admission into a school, there was a problem of which curriculum the previous school had followed and therefore whether the previous level tallied with these of the new school”

Many students neither know their right nor left at the admission level in the institution. Admission had frustrated so many students that some even miss a lot of lectures in pursuit of Registration.

1.3     PURPOSE OF THE STUDY

The original purpose of this study is to design and implement an online students admission system in Federal College of Education Eha-Amufu. Its purpose are to have the following.

  1. Efficient and safe storage
  2. Quick retrieval of records and information
  3. Proper accounting and file keeping
  4. Quick response to any adhoc enquires
  5. Assist is result recording
  6. Assist in CGPA updating.

1.4     SIGNIFICANCE OF THE STUDY.

It is hoped that the result of this study will serve as tools for helping students who wish to register for their NCE programmes, and will go a long way helping the staff also. This is easy to achieve since standard and tested computer programs handle all sorts of complex calculations, storage and retrieved of valuable information needed for the school.

Also, important is that fact that records prepared with electronic machine can be stored as long as needed in non-bulky and compact systems. Works has been done in many areas of computerization, in industry and commerce but not much has been done in school administration and management system/services. We have therefore done this work to highlight the use of an online in the important area of student’s services

ABSTRACT

The project work is aimed at revealing the benefits of computerization in the promotion process of the loc al government system, especially as it concerns the staff of the local government. The project explained the way the local government service commissions Enugu embarks on promotion process of the local government staff in Enugu State. It has as its main purpose and other to advice the local government service commission Enugu on the benefits of computerization in the promotion process. This is to increase speed and accuracy of processing promotion records for effective promotion to encourage efficiency and productivity in the local government system.

CHAPTER ONE

1.0     INTRODUCTION

Promotion is the gradual upgrading of the civil servants in Nigeria. The upgrading of the civil servant is a motivational incentive for greater productivity motivational needs are of total importance and significance because the success or failure of any organization is largely determined by the output of such organization. then have been cases of inefficiency in the public bureaucracy  especially the local government system. The resultant effect is that many of such local government system find it difficult to meet up with the demands made on them by the citizenry. Multitude of them fails in their task of rural development. It has been suggested that the situation is not unconnected with poor promotion process of the employees. Therefore, it us vital that an effective computer designed system are installed in the local government as well as local government service commissions to facilitate quick promotion process. The local government service commission has been empowered by law to promote the senior civil seriates working in the local government system.

1.1     STATEMENT OF THE PROBLEM

Organizing the promotion process has been a great problem to the Enugu State Local Government Service Commission. The processes involved are often inaccurate due to incorrect information information’s are collected haphazardly.

1.       The compilation of senior staff nominal roll by the various local government in the state is often inaccurate due to lock of correct information.

2.       The compilation of the staff seniority list is often distorted through corrupt practices. This is because there are no effective computer system to check it. Therefore promotion according to seniority is not denied. The compilation of the senior staff nominal roll is done manually. This wastes time in the promotion process. The above-mentioned problems in the system have prompted the researcher to look for ways of curbing the collection of senior staff data manually.

1.2     PURPOSE OF THE STUDY

The implementation of this research for the improvement of the promotion scheme will help the case study to improve and facilitate the promotion process. The computerized design will also help the Enugu punctual and accurate in carrying out the promotion process of the local government councils within and outside the state to implement the design to improve the promotion productivity.

The research design will also help both the Federal and state civil service commission to facilitate promotions of their staff. Finally the research will be an addition to other research work already done on the topic.

1.3     AIMS AND OBJECTIVES OF STUDY

The aims and objectives of the study is to improve the promotion process of civil servants who are normally stagnated in one grade level for many years. It will also help the malpractice encountered in the preparation of staff seniority list and nominal rolls.

Another aim is to ensure that there is accuracy and efficiency in the promotion purpose. The research will also ensure that the service commissions will always have a standby records of its entire staff installed in its computers for easy access and use for promotion.

SCOPE AND LIMITATION OF STUDY

1.4     SCOPE OF STUDY

This research study is restricted to the Enugu State Local Government Service Commission, Although it is supposed to cover the whole of Nigeria civil service, but due to time, France and other logistics, I had to limit myself to the Enugu State Local Government Civil Service. In the promotion process of the following criteria.

1.       Serial seniority number of staff

2.       Name of staff

3.       Date of 1st appointment

4.       Date of previous promotion

5.       Date of present promotion

6.       Present grade level

7.       Performance (Apery form scores)

INTRODUCTION
1.1 BACKGROUND OF STUDY
Information system occupies a vital and unique position in any organization by virtue of the data and information, which it contains. Security of information is of great importance to any given organization this makes the information reliable since information stored can be referenced whenever necessary access by unauthorized persons.
This project analysis the activities and importance of securing information in any organizations and to see that the information is accurately maintained to help the management in decision making and control of the diverse activities of the organization.
The Nigeria police force is responsible for security of live and property and as a result keeps record of vital information given to them by any informant so as to enable them arrest activities or scenes unpleasant to people residing in a particular district.
Therefore, for effective administration and management, the provision of computer based information security for every source station is certainly inevitable, since it will take care of all the problems and inadequacies of the manual system.
1.2 STATEMENT OF THE PROBLEM
Inspite of the level of computation of various organizations, this particular organization on discussion is still at the grass root level. It requires a certain degree of protection especially of vital equipments, properties and information and this cannot be realized through the current system of

CHAPTER ONE

INTRODUCTION
The greatest innovation that has taken place in the twentieth century is in the realm of information Technology. This is currently made possible by the introduction of the digital computers. Which has been observed in the field of communication to be increasingly inseparable from communications. This linkages often referred to as convergence is driven by Technology and amplified by business trends the technology and business. Faster growth in network systems that use communication links to connect subsidiary system (nodes) which may send, receives, direct and redirect information to , fro, send and receiver.
Taking of the internet a couple of years ago would have sound like a fairytale but today the internet is pervasive in almost every field of human endeavour changing the fundamentals of how we conduct national as well as international businesses. Few years of its existence, the internet has shown that it can deliver the long sought after goal of electronic commerce.
It is worth that companies in the developed countries world-wide have recognized the business potential of the internet and are getting connected to the network of networks in their millions.
The financial institution (Bank) is one of such organizations. Banking constitutes one of the most prominent life wire for Socio-Economic grow and development in any given nation, it support and assists in the supply of long and short term loan, accepts both current sowings and fixed deposits, both foreign transactions, advice and facilitates transactions between client, workers, agents, firm, buyers and seller by providing payment services, not excluding the issue of undertaking risk on behalf of their clients, only to mention but a few.
The internet having found its application and acceptance in the banking procession has particularly put the banking industry on an accelerating pace of development. The technological highway (the internet) has become an enabler for Banks in achieving high level productivity and in handing volumes of transaction which would have been impossible without the use of on-line banking (E-commerce).
The technology facilitate linkages with clients both through the provision of information and quality service delivery, as well as in reducing barriers to entry into payment systems retail banking. Internet banking allows clients to engage in informal transaction relationship which would have taken long distance travels or movement of documents with the attendant risk of loss. With the online banking (internet) you can at your convenience, at home and at any time review account balances and transactions, transfer funds, receive and pay bills, down-load transaction services and contact customer services just to mention but a few.
An over view of the benefits and prospects of the on-line banking suggest that for banks to be relevant to their customers in term of the services they provide in the twenty-five century and in the future, must append this services provided by E-commerce in the banking system in order to stay in competition. Now the on-line banking is the one thing bank should get up and invest in internet technology to reap bounteously the benefit accruing from internet banking.

1.1 STATEMENT OF PROBLEM
The advances in the world of information technology it is almost recorded on a daily basis. Consequently, rendering former communication equipment obsolete as people tilt towards the use of improved electronics that support E-commerce made possible through the use of the internet in the banking sector.
Although a significant improvement has been recorded in the use and deployment technology in the banking industry over the last decades, most banks are still for form implementing technology based strategies able to see them through competition in banking markets. This may be as a result of lack of awareness, the inability to evaluate the benefit derived from the use of the recent technological development (internet) and capital shortage that may hamper the design and subsequent implementation of the technological tool hence denying customers of this advance services and their flexibility, choice and convenience associated with the internet banking.
The advantages offered by these toll calls for a review of an existing automated system and subsequent design and implementation of interactive web-site that facilitates the use of the
