1.2 OBJECTIVES / AIMS OF STUDY
Due to the inefficiency surrounding the manual database management in the personnel department, it was felt that a study of this nature will clarify the causes of the problems being faced by the concerned departments and to map out the necessary solutions/or measures and techniques to the problem.
As to regarding this solution, the manual processing of personnel information was found to be cumbersome, tedious and ineffective which lead to inaccurate and unreliable results. It is the ail of this work therefore, to remedy this ugly situation by making the task involved to be easy and effective thereby making provision for accuracy and reliability of this result.
More also, this work has the objective of correcting all the mistakes being while operating a manual made; that storage and retrieval encounter delay of storing and retrieving information to work with.
Lastly, loss of file are encounter and this work is has the objective of retrieving or stopping invasion by intruders to the database system.

1.3 STATEMENT OF THE PROBLEM
There has been this problem of too much work for the personnel officers in the institute. Owing to the growing population of staff in the institution, the personnel department is faced with hips of file. At times, sorting out a particular staff file takes almost a month.
Also there has been cases of missing files due to lack of security in the office and the poor filling system in use, the personnel files at times get lost and it then becomes difficult to access the concerned staff information.

1.0 INTRODUCTION
The problem of lack of efficient means of communication traced from the punitive age, when drums and gongs were the means of sending sound signals had appear to defar solutions. Yet, it has been under continuous modification and improvement.
Whistle, flute, trumpet and some other sound instruments succeeded the era of ordinary drum. They were then seen as better instrument for communication between two persons or groups of people. All these geared towards finding a better and more convenient means of sending sound signals, manually operated mechanical bell signal stroke bell, continuous ring bell, tremble bell and later, electronic bell indicator was sequentially invented as a result of technological improvement.
However, the electronic bell indicator is an electronic device used as a mean of communication in large organizations such as big hotels, guest houses, hospitals etc.
The communication process is between the guest and the receptionist. For instance, if a guest in room one needs the attention of the receptionist, he will press the button or switch in his room and immediately the bell will ring to alert the receptionist, and the bulb will light in the receptionist’s office to indicate the particular room his/her attention is needed.

This study has been orgnaised in seven different chapters.
Chapter trashed out the statement of the problem background of the study, purpose of the study its aims and objectives, scope or delimitation, limitations or constraints, assumptions and definition of terms
Chapter two review of related literature while chapter three dealt with the description and analysis of the existing system. The fact finding method used, organizational structure, objectives of the existing, system input process, output analysis information flow diagram, problems of the existing system and justification for the new system.
Chapter four presented the design of the new system. Its output specification and design, file design procedure chart, system flowchart and system requirements.
Chapter five looked into the implementation the program design program flowchart, pseudocode, source program and test run.
Then chapter six was the documentation.

1.0     INTRODUCTION

          Financial management can be regarded as the process which ensures that financial resources are obtained economically and used efficiently and effectively in the accomplishment of the desired goals. These processes involve monitoring and analyzing public institutions financial conditions, general and special account, management budgetary procedures, financial statements and reports, payroll/income tax calculation and salary payments, and managing cash flow.

The expansion of the University of Nigeria Teaching Hospital UNTH, Enugu just like any other public institution, will not only intensity but also diversify the financial operations thereby making the activities increasingly difficult and wearisome. The volume of transaction has already increased to a level that requires automation.

Convincingly, the field of data processing was not easy to get by and so over the years (in the field of data processing with utmost speed), mankind has searched for the extra-ordinary. At such time came the emergence of the computer which is widely used virtually in all areas of human endeavor.

The increase in the use of computer in both public and private institutions of the world economic is an undisputable conclusion for efficiency, speed and accuracy of its operations in achieving results.

However, the manual processes and procedures of financial resources allocation and utilization is our contemporary days has been confronted with consistent problems of errors and wastage of time which are traceable to human mistakes and shortcomings.

The establishment of a sustainable, manageable, reliable and flexible financial management system for UNTH to curb these problems  inherent in the existing system is the bases of this project work. Such a financial management system will support all operational accounting procedures as well as financial management.

  1. The consistent prevalence of errors in calculations carried out on financial reports which are traceable to human mistakes and shortcoming.

CHAPTER ONE
1.0 INTRODUCTION
Communication is so important to the world’s activities. People who are separated by distances can effectively and conveniently reach one another to do business together through communication. This is therefore very necessary that every government provided enough and adequate communication for it’s citizens so that they will have a sense of belonging in the Global world.
The so-called western countries are where they are today because they realized the importance of communication and followed it up with better (good) approach. The major problems in the so-called under developed countries is their non-chalant effect on the economy.
Our country Nigeria is still in the “dark” age because they have failed to appreciate and fully embrace communication in it’s fullness. The sole telephone line subscriber (NITEL) in Nigeria today had failed to provide enough lines for it’s citizenry and the available ones are not distributed equally so that every citizen will have a share of the “essential commodity”.
The mode of telephone lines allocation by NITEL is inconsistent and unreliable in the sense that NITEL has failed to strictly follow the criteria laid down by it’s management in telephone line allocation. Recently, NITEL has cut down it connection fees but problem of telephone line allocation still persists. This why I chose to write this topic with a view of the coming out with a lasting solution to the work on the neck of NITEL, which affects the country today and it decreased the rate of development.

1.1 STATEMENT OF THE PROBLEM.
Lines that are available in the nation today is not enough to serve the teaming population and among the available line, many are faulty because of lack of maintenance. Our government is not given enough fund to NITEL management.
NITEL is crying daily for insufficient line, but with all this more than one line are allocated to some individuals
The Network of NITEL cabinet are no longer useful and the under-ground cable system is no more serving the population currently in the society.
