CHAPTER ONE

 

1.0     INTRODUCTION

Transcript can be defined as the statement or record of academic performance of a student within the period of study in an institution. An academic transcript is used to inform an institution or organization the general performance of the student.

The manual system of applying for the transcript has not been efficient. Hence there have been enormous cost incurred as well as delay in submitting application for the processing of transcript. Owing to these problems the researcher looked at designing an efficient design and implementation of web-based transcript system.

Information and Communication Technology (ICT) has come a long way with a giant strides geared towards achieving an information society where stored data can be relinquished instantly with virtually less or no human intervention. The hallmark of the information and communication technology is that the world has been shrunk into a global village. Hence from a given remote terminal, one can get information from different sources. This is not an easy thing to do, it will be achieved by designing a universal networking protocols (TCP/IP) for this inroads to be made which begot the internet.

The web is one of the internet services that contain information normally divided into web pages which are joined together with the help of hyperlinks.

1.1     BACKGROUND OF THE STUDY

Akwa Ibom State Polytechnic in a tertiary institution in           Osurua, Ikot Ekpene, Akwa Ibom State. It was founded       in           1991. The Polytechnic has schools of apply      Science,           Communication Art, Preliminary Studies, Business    and           Management ,Engineering, Environmental Study and          Legal Study.

The polytechnic in owned by Akwa Ibom State Government. In 2010, the state allocated, about one billion Naira to enhances the polytechnic educational system. And has Professor Sylvester Akpan as its Rector. The National Diploma program was introduced in the 1995/1996 academic section. In addition, there are eight (8) non academic divisions namely: Rector, Registry, Bursary works services, medical services, and student affairs division, centre for consultancy services and centre for evening programs. However the day to day administration of the polytechnic is run by the management committee which is made up of the Rector and all the Heads of Division. Presently, Akwa Ibom State Polytechnic has the above listed schools that needs the attention of the exams and records department as regards to conducting exams, keeping the academic performance record of students they are used mostly in processing of result and transcripts.

1.2     STATEMENT OF THE PROBLEM

                    The problems encountered in using the already existing           manual system for applying for a transcript are:

  1. It contributes to the delay in processing of the transcript, as well as stress on the part of the applicants and huge amount of money spent by applicants, as long distance transportation has to be made in order to apply for the transcript.
  2. Retrieving of relevant information used in processing the transcript poses a lot of difficulty as the applicant makes some grammatical error or gives some irrelevant information instead of needed information.

1.0 INTRODUCTION
The traditional management as well as organizational behaviour and operation research theories agrees that the organization provides the system and decision centers for decision-making.
Information as a data has been transformed through some process either (mechanical, electronic, mathematical or human) into an information system, with the view of achieving a good.
Information system in many organizations has various definitions due to several discipline, but in this research work, information system is defined as it relates for a small business enterprise. It all involves the flow of data within the organization for effective decision making. The neglect of a business enterprise information system due to economic constraints poses a lot of problem. Business enterprise information system comprises of sub-system which includes purchase system, management a well as planning system.
Furthermore, business enterprise of information is categorized into business and policy. The budgets and capital investment analysis are financial information whereas information generated from processing of transaction data are of accounting.

1.1 BACKGROUND
In the early days, before the advert of the Europeans, the people in Nigeria were engaged in various kinds of occupations which were greatly determined by factors such as geographical location, nature of the land and the cultural background of the community.
People living along the reverine area engaged in fishing and net making, others hunted, made clothes and built different kinds of shelters, while people with vast areas of arable land farmed and produced both food and cash crops. Still others engaged in creative activities such as carving, metal work and black smiting. People specialized in their various areas of endeavours and exchanged their products with one another. Trading them was by barter whereby goods were exchanged with goods. For example, a farmer gives a shoemaker twenty tubers of yarm for one pair of shoes, a fat goat for a pair of trousers, this was called barter system. It had a lot of inherent problems.

INTRODUCTION
1.1 BACKGROUND OF THE STUDY
The study “Design and Implementation of a Personal digital Assistance” (P.D.A) is aimed at developing a software package that will provide the user with a good environment to organizing the personal data and records for easy access and retrieval of information that are in constraint use. Software is the general name for all programs executable by computer system in order to produce the desire result.
A program is defined as a list of logically arranged instruction that is executable by the computer system in order to give the desired result. Therefore software based personal organizer, in this study, refers to the application of computer software in the storage, retrieval and organization of personal data and information. There is no individual, no matter his/her level of responsibility who has ever had the need to keep any sort of records be it mere thought, facts and figures keeping records is like breathing. In human perspectives breathing is good but there is something more than breathing that is being alive.
In the early biblical days facts and figures were kept by making impressions on sticks and stones. When an invitation to attend a meeting for instances is made the inviter usually will give the invitee a stick or palm tree leaf which serves as reminder to the invitee and which the invitee must return to the inviter as the appointed date and time. The invitee will usually lace this sticks or palm tree leaf at his door. This was not a serious problem because in those days there were fewer or no invitations.
In recent times, the volume of records keeping has greatly increased and man has come up with several ways of accomplishing this and these include:
i. Journals are kept to record events that have occurred.
ii. Diary planners are employed to better co-ordinate ones movement and action.
iii. Address books are kept to store pertinent reformation such as contact addresses and phone numbers of friends, relatives, business associate and acquaintances ad
iv. Memo pads for jotting down all purpose notes which are kept within easy reach. All these could be grouped under one namely “DIARY”. The diary can be annual, bi-annual or even perennial sparing five to ten years or more.
This form of diary is called manual type. In the manual type input is made manually hence correcting and updating of information is done by cancellation and rewriting, standard output is by browsing through the pages of the book.
There is another form of organizer named electronic personal organizer. It is an electronic device which look like a calculator which adds digital members. It has a very small screen and an input keyboard. However this type of organizer it not with out it’s short comings some loose all the information stored in them the moment the system battery runs down these electronic organizers the battery operated with low memory capacity.
Today the world is in a state of flux and experiencing quantitative revolution: the primitive intuitive or questionable approach to problem solving, data analysis, storage, retrieval and update are rapidly becoming out molded. The volume of data and information required for storage and easy retrieval has become very large and complex. More so in this ere of e-mail and interface connections with their attendant volume of addresses and business information contacts, there is modern quest for objectives bases for all kinds of decision based on data storage and organization.
A more cursory glance at recent issues of professional and learned journals, internet, or even newspaper and trade journals prove conclusively that there is an increasing use of data, facts and figure. To substantiate business and personal activities and then research conclusion.
Again collection of facts and figures are useful only when they can be stored correctly, organized properly and retrieved quickly. This is another reason why the researcher are embarking on the is very important study.

1.2 STATEMENT OF THE PROBLEM
Historically, there has existed major problems involved on date collection, storage, organization and retrieval. As a result many people still embark on manual organizer of collecting facts and figures. The problems identified or associated with this manual means of data storage and retrieval could be classified as follows:
i. For voluminous data, retrieval of information is difficult and tire some and can be quite frustrating and time wasting;
