BACKGROUND OF THE STUDY
1.1 INTRODUCTION
Voting is a means of selecting or choosing leaders. It does not apply only to local governments, states and federal government of Nigeria but also in different institutions and social organizations. Therefore, the conduct of elections in a democratic society is very important not only because through it a change of government is effected but also because voting is the main form of political participation for most people for democracy to be sound and smooth, it should be enhanced on election free from fraud.
Many centuries ago, most societies were societies were primitive and had not evolved a system of voting to elect the leaders that will govern then and promote societal harmony and peace. This means that people have to devise a system whereby a leader or a set of leaders have elected from the ranks of the people. At that point the idea of voting and being voted for became important and necessary. But before an individual can cast his or her vote, there are certain conditions to be met, one of which is to be registered as a voter.
Since independence in 1960, the Nigeria political scene has witnessed incessant upheavals, wide scale dishonesty and societal bitterness, which in most instances, degenerated into lawlessness and destruction of lives and property. Theses unfortunate situations paved the way for and served as spring boards for the emergence and growth of unskilled democrats and military leaders in the governance of the nation. Many Nigeria’s are disappointed that a post independent 46years-old Nigeria is still operating constitution which does not enjoy an overwhelming national acceptance, as evident in the persistent calls for the convocation of a sovereigns national conference on the one hand, and the growing demand for ethnic nationalities on the other.
For about four and half decades since independence, the nation had shifted position between parliamentary and presidential system of government, with several military in cursions into polities over the years. Even the present presidential democratic dispensation is still undergoing experimentation with varying degrees of trial and error approach. It is in the light of the foregoing, that this project on voter registration, is written to serve as a useful tool of enlightenment in the hands of voters, the electorate and the general public.
However, voter registration is a critical aspect of the electoral process. A credible voters register is a prelude to free and fair elections. It is also important for people to know is qualified to vote, where, when and how to vote. Also, a full knowledge of the registration procedure will encourage eligible voters to participate in the electoral process.

1.2 STATEMENT OF THE PROBLEM
The inefficiency of voting process in Enugu has resulted in a lot of problems. These problems have continued to obstruct the peace of democracy in Enugu because the choice of a capable candidate is not encourage by the current system. The problems could be emendated as follows.
– The high incidence of multiple voting massive transferred of ballot papers and forging of electoral papers using fictitious names. Indiscrete manipulation and inflation of election figures by electoral commission officers to suit the interest of their favoured candidates.
– Thuggery operation, fear of intimidation and victimization and

ORGANISATION OF THE WORK

This project work is focused on database for Enugu State staff records,
the program is developed in such a way that it will be able to accept and present the data staff records.
In chapter I, the introduction, statement of problem, purpose of study, aims and objectives, delimitation or scope, limitation and constraints, definition of terms are being covered.
In chapter ii, talks about literature review and in chapter iii, talks about the description and analysis of the existing system, facts finding methods used, organizational structure, objective of the existing system, input, process and output analysis, information flow diagram, problems of the existing system and justification of the new system.
In chapter iv, entails the design of output and input specification, Design of the new system, file design, procedure chart, system requirement and system flow chart.

INTRODUCTION
To any organization, Government establishment and private company the major point of call in the labour force. Many regards are given to workers in every establishment profit and non-profits oriented establishments. It is the workers in an establishments, that determines the success of such an establishment, workers relationship, co-ordination and welfare is very important to any kind of management.
There are different status of workers according to individual attainments in different areas of life as is maintained. Such individual are placed under different categories, which also attracts different benefits, Government Establishment place staff under level while private companies categories staff as senior and Junior staff.
Before any worker is employed in any company / establishment, the worker in terms of personnel information, qualification, back ground and other related information, such information helps the management to know

Staff records does not only involves workers personnel information. It also involves workers contribution to the up-keep of an establishment. The attitude of the workers towards duties assigned to him/her, hoe the workers handle certain unfamiliar situations. All these provide adequate staff records.
As workers history or staff records is very important in determining workers status at every state of the workers levels. It is very important as well to keep and maintain staff records to avoid abuse of workers constitutional rights in any establishment. Equally, staff records determine workers retirement benefits. Staff record is very important.
Every ‘branch’ of a management makes use of staff records in one wary or another to take and implement decision it equally helps them in their relationship within the organization and among other establishments.
During assessment of staff records, the history of workers helps a lot. It makes work very easy and increasing. Workers information is very voluminous, as a result of that, a machine like the computer will handle the information storage, referencing, inference, computation and retrieval in a more convenient and simple way. With, its sophisticated features, it will make data entry very easy and profit generation.
It has a very big advantage over manual information system which is not reliable in any form and it is very expensive to implement and maintain unlike the computerized system that is effective.

1.0 STATEMENT OF THE PROBLEM
Problems of identifying workers in different establishments have been endangering the civil service. In adequate record keeping makes the system very difficult to maintain.

Retrieval of information about an employee takes weeks if not months. Sometimes such data are not able to locate after series of searches.

ABSTRACT

The degree to which computer is used in offices has been of serious concern to secretarial profession. This study investigated the impact of the introduction of the computer on the secretarial profession and how the secretarial react to the introduction of computer.

In order to arrive at a conclusive decision on the above objective, the researcher carried out a library research, interviews and questionnaires.

The populations of this study consisted of hundred secretaries in some selected banking institutions namely; First Bank of Nigeria Plc, Okpara Avenue, Union Bank of Nigeria Plc, Uwani and Abakpa Nike  Community Banking Limited. Questionnaire and Oral interview were used to collect data.

The statistical tools used are average and percentage. When the data was analyzed, it was found that secretaries do not react adversely to the introduction of computer in their offices, computer have created new skills for the secretary and have added some spices to their work. With the acquisition of such skills, secretaries are now seen as indispensable tool in the office, thus giving them good professional status. And it was recommended that secretaries should develop attitudes and learning skills that would enable them to take advantage of new opportunity.

INTRODUCTION

 

1.1     BACKGROUND OF THE STUDY

Today, the business world  is  undergoing  far-reaching

Technological revolution due to  the  advancement  in  science. For all types of organizations to  succeed  in  today’s  rapidly  changing environment, they  need  to  be  able  to  be  process  data   and information  effectively.

In conducting them  day  to day  operations  organization  use  information  for  functions  such  as  planning, controlling, directing,  organizing  and  diction  making.   Information therefore  is  unique actionably  a critical  resources  in  the  operations  of  all  organization  the  business men,  secretaries, students and  in  fact  everybody, would now readily see the indelible impact of modern technology on people lives.

In an organization, information moves from person, forms are completed, filed and received and individuals communicate variety of both simple and complex concepts. At the turn of the century most written information were complied by hand in pen and ink copies were made by hand and communicated was by letter, telegraph or in person.  Today most of the tedious functions related to information handling and processing are done through the computer.

For the secretaries, not only have their equipment changed, but also their administrative processes office routine management systems are similarly evolving into new forms.  Computers have replaced manual typewriters and electric typewriter while for machines replaced telex machines.  There are also different type of advanced communication gadget such as cellular phones, pager etc.  With this radical change, the secretaries are expected to change and be able to keep up with all these professional changes around them.  In accordance with the law of motion CHANGE is a constant phenomena.  If we look at the beginning of man to the present day, we would see that there had been tremendous change. If there had not occurred, man would have remained primitive hill today.  Change is a challenge and if we abide by change, it brings out the best in us thereby leading to erroneous progress.

It is important to recognize that development and implementation of the computer is moving through several overlapping phases, each affecting differently.

In general, a distinction can be made between two classes of office workers.  The first are the information worker they are those who are involved in the routine entry, recording, storage and transmission of information, those who fall under this group of worker include – Typist, secretaries, clerks and data entry personal.

The second group are the knowledge works-this group aconite of those worker who create, interpret, analyze and utilize this information these knowledge worker can be divided into two (2) groups professional/technical employees and managers.

The main impact of the computer is simply to facilitate office operation as they are now being carried out.  For example the word professor replace the secretary’s type writers, the mini-computer replaces the clerk’s filing cabinets etc.  More recently professionals and secretaries have begun using personal computers and sophisticated calculators to speed up their work.  The timing of there development has largely been dictated by the emergence of the technology starting with the widespread introduction of word processor’s in the 1970’s, and it in the late 1970s and its legitimating as a business tool in 1981, with the introduction of the IBM P.C.

1.2            STATEMENT OF PROBLEM

Up to the 190’s the use of the computer in this country was limited to very few multinational companies.  The secretary then had to contend with using manual and electric typewriters in performing her word processing function.

Furthermore storage and retrieval of information was by use of files, filing cabinets, index cards etc.  Accessing of other information had to be through telephone directories and other relevant specialized text meant for such purpose.

Many of the secretaries of the 80’s are still in employment. With the advent and widespread use of the computer are then wonders how these secretaries are adjusting to be new devices now prevalent in modern offices are they finding it easy or difficult?  Is the profession generally under threat by the introduction of the computer and the Internet?  What can be done to keep the secretary still relevant in to day’s modern business setting?  These and many more are what this research aims to find solutions for.

1.3            PURPOSE OF THE STUDY

The purpose of this study is to thoroughly investigate on the impact of the introduction of the computer on the secretaries.

  1. How secretaries react or the attitude of secretaries towards the introduction of computers.
  2. To ascertain whether the introduction of computer has in any way improve the secretary’s work.
  3. To ascertain whether the introduction of computer has made it easy or difficult to adjust (especially the secretaries of the bank under investigation).
  4. To determine the problems encountered by secretaries in trying to adapt to changes in the nature of their work.
  5. To find out whether or not secretaries are involved in the planning and introduction of computers.

1.4            RESEARCH QUESTIONS

The research provided answers to the following research questions;

  3. Are there orientation programmes in facilitating the adaptation to new changes of work
  4. Are secretaries involved in the planning and introduction of computers.

1.5            SIGNIFICANCE OF THE STUDY

The investigation of the impact of the introduction of the computer on secretaries in some selected banks in Enugu Metropolis.  Would give some insight in the performance of secretaries on the advert of computers.

Many of the major problems that organizations have faced in the past have been that they are in awe of technology, they failed to recognize the need to use technology as a competitive weapon against their rivals, they expected technology to be difficult to use and also the unwillingness to address the compelling human issues which has been the major cause of low productivity.  This study will help secretaries to full understand how their career will change as a result of the introduction of computers in their offices.

From this study, banks will now recognize the need to use technology as a competitive weapon.  Winning a competitive edge has become of fundamental importance within national and international Banking, institutions.  The prime emphasis of activity now rests on providing an ever improving levels of services to existing clients and customers and winning new business through the sheer quality of service provided and the ingenuity of marketing activity.  Ultimately, it is only through establishing a competitive advantage over rival institutions that an institution can hope to maximize profitability.

In Banking sector where establishing a competitive advantage has become so important, it is necessary for them to pay particular attention to the role which technology plays in offering them an opportunity to gain this advantage.  The main function of technological deployment is to assist an institution to gain a competitive advantage.

Finally, this research work will be of significance to the society at large because if the computer is well utilized, productivity (efficiency and effectiveness) would be enhanced, there by leading to a higher standard of ling for the society.

BACKGROUND OF STUDY
1.1 INTRODUCTION
In the fear 1978 two great minds; Professor Chijioke IMT Rector and Director general ABC Mr. Boniface Offokaja Meet and agreed that IMT Enugu should have a program on ABS University of Air (UNI AIR) which is now known as POLY AIR. This was to provide extra opportunity for not 30- fortunate group considering that knowledge as a need for survival like the daily break, the next basic need o fan average Adult in the Education. To be Educated means to acquire knowledge through a formal or informal procedure. Knowledge is the oil that runs the wheel of our industries, our factories, organization, institute etc.
Knowledge helps us to learn well, plan effectively, improve our social status and strengthen sustainable development. After the meeting of 16th January, 1978, it was agreed by both ABC/IMT coming together to use one another to provide service to the nation. The Chief executive (representative) was asked to embust on this most essential viable project. In order to give the program legitimacy and approval accordingly, 1978 requested for further in formation with regards to financing of the program and urged for speedy action. In April, 1978, the dream became a reality when combined labour or IMT/ABC agreed to use both the others facility for this program. The ESB/IMT/POLY AIR progarmme has involved a chain of innovation and disseverment. It is true in the priority area of combating poverty and illiteracy that education is the answer.

The research work is therefore carried with the development of efficient, reliable and accurate Computer based Distance learning system on courses that are been offered in this institution (IMT). This made possible through the Computer programming activity tat is a metal process of problem analysis and design. Presently, it is globally known that most people do not go to school do to want of time and distance. Most of them are either working with technical know how or are into trading and their job do not allow them time to go to be regular student. So with the help of the proposed new system, students can register their courses and receive lectures in their how via a computerized network system.

A number of platform, including programming language design and Network Analysis has been put together to able to achieve the aim of this project.

1.2 STATEMENT OF PROBLEM
The problem of this project work is centralized on how students could receive the lecture more effectively either through the media (Radio broadcast) or internet system. It has also been noted that most lecture broadcasted over the ratio situation are not sufficient as listeners do not have opportunity to interact with the lecturers and the materials ore not usually composite.
