CHAPTER ONE

INTRODUCTION

1.1            BACKGROUND OF THE STUDY

Technical education is the systematic application of scientific or other organized knowledge to practical task, it then means that when one uses the knowledge gained elsewhere to solve a similar problems in another environment successfully then technology is in action or has taken place. in technical education, the teacher quantity is critical because of the very skills, that must be taught, the teacher becomes a general list if he can teach more than three skills at all levels. The technical teacher must have some ability for multiple skills and eventually for self employment.

Vocational education is designed to help the learners acquire and develop skills, knowledge and attributes for effective employment or progression in specific occupations. This demands the learners to be adequately informed, prepared and equipped for the task ahead. Nelson and Nies (1973) Okorie and Ezeji (1988) believed that the more informed young people are about the needed work, skills, the more they are able to maintain themselves in an occupation which best meets their individual aptitude and interest. Vocational technical education is the study of technology and related science and acquisition of practical skills and knowledge relating to occupations in various sections of the economic and social life (Abokede, 2000).

In designing process of technical education courses as a double major, there is a separation between technical education sources and education courses. Technical education uses the methods and techniques of education, courses in the teaching-learning of technical education. The aim of colleges of education is to expand knowledge and the supply of competent experts to assist the nation to accelerate its educational development.

1.2            STATEMENT OF RESEARCH PROBLEMS

The negative situation is due to the failure of our educational institution to inculcate vocational technical education on the young ones in the school as these students are still in their formative and most impressionable years and age when ideas are still very fluid and amendable to change. Any habit or attitude developed at this stage will go a long way in the later life of the child. The revolution of the role of good vocational and technical education in our country cannot be left out. For education to be meaningful; and beneficial, vocational and technical education should be introduced in schools particularly from primary school level as children at this age are highly susceptible to learning. It has been established that poor performance of reading gives low understanding and low understanding affect individual performance. There are some factors that may constitute problem in the rapid progress some of these are:

1.                 Political instability in government policy making on science and technology process may slow down the role of technical education in the national development.

2.                 Poor funding of technical education may slow down the rapid progress expected from College of education.

3.                 Inappropriate use of methods and techniques on technical and vocational education by the lecturers in the delivery of instruction may slow the progress of skills acquisition by learner in colleges of education.

4.                 Unconducive atmosphere and relaxation may slow down teaching learning process.

The problem identified above, if care is not taken would not allow colleges of education in Nigeria to sustain continuous growth, could deter manpower development to work and genuine aspiration of the people to develop. It can also reduce the output of the student’s intake, affect the strategies of development, affect the productivity and the efficiency of performance and create difficulty to more these colleges forward academically.

1.3            PURPOSE OF THE STUDY

The purpose of technical and vocational education shall be to encourage the spirit of inquiry and creativity in teachers and learners education. The spirit of inquiry of creativity is a product of intuition or an acquired skill or knowledge. A look at the same decree as to the purpose of technical and vocational education says among others that the purposes of technical education shall be the provision of technical knowledge and vocational skills necessary for agricultural industrial commercial and economic development. The provision of training to impact the necessary skills leading to the production of craftsmen, technicians, technologist, engineers and others skilled personnel who will be enterprising and self reliant.

We should give and produce a multipurpose technical and vocational education as to make the students of technical and vocational education to teach as well as create things, the trainee of technical and vocational education should not only be an intermediate product in the hands of others, but also as a finished product that can re-invest in his own human capital stock skills and knowledge, in other words, the trainee must be given the training that makes him or her not only a seeker but also a creator of jobs.

1.4            SIGNIFICANCE OF THE STUDY

The findings of this study will be of immense use to all those connected with technical and vocational education in schools and nation in general.

The result of the study will help in no small way ion how beast technical and vocational education can be put in action.

The study will also turn a guide to the formulation of an idea school technical and vocational programme geared towards the complete development of the students.

It is envisaged that it would contribute to existing literature on problems of technical and vocational education in schools.

1.5            RESEARCH QUESTIONS

These are some basic research questions, which is to be carried out by the investigator.

1.                 Can inadequate technical and vocational education teachers affect the teaching and learning of technical and vocational education in secondary schools?

2.                 Does technical and vocational education help school children?

3.                 Does poor technical and vocational education give rise to poor learning?

4.                 Does a good technical and vocational education help school children to learn more?

5.                 Can inadequate trained teachers affect the students learning of technical and vocational education?

1.6            HYPOTHESIS

Based on the research questions above, the following hypotheses are formulated.

1.                 Technical and vocational education helps school children to have balanced educational status.

2.                 Inadequate technical and vocational education teachers affect the teaching and learning of technical and vocational education in schools.

3.                 A good technical and vocational education can produce technical NCE teacher who will be able to inculcate the specific and technological attitudes and values into the society.

1.7            SCOPE OF STUDY

In order to avoid unmanaged work, the researcher has limited herself to some secondary and tertiary education. The schools include:

1.                 College of Education, Ekiadolor-Benin

2.                 Mosogar Physical and Health Education

3.                 Mosogar Grammar School

4.                 Ufuoma Secondary School

5.                 Jesse grammar School

CHAPTER ONE

INTRODUCTION

1.1       BACKGROUND OF THE STUDY

One of the element of marketing strategy is promotion included also are price, product, and place. If the target public are not adequately communicated or not good knowledge about product/service, the marketing strategy exercise will fail organization firms need to use promotion to convey or create awareness about their product to the target audience.

However promotion is a popular variable through which an organization/ firm conveys or send message about their company and product or services such as consumers, suppliers, dealers etc.

Marketing promotion is the main goal of marketing communication, which helps to project a positive image for an organization and its product before its relevant public to facilitate acceptance and patronage.

Kernal et al (1968) observed that communication creates commonness in relationship between the organization and the largest public to the extent that they both share information idea, thought or attitude. Ordinarily communication is intended to build store traffic purchase and increase usage and stock level, brand switching and stock piling.

The word communication is derived from the Latin word “communis” which means “common”. Therefore communication could be seen as the process of establishing a commonality or oneness of thought between a sender and a receiver. The above definition highlights two important ideas.

One communication is a process and as such  has elements and inter relationship, can be modeled and examined in a structure manner.

Secondary, oneness of thought must be developed between the sender and receiver if true communication is to occur which imply that a sharing relationship must exist between the sender and receiver.

It is a common mistake to view the sender as the active member in the relationship and the receiver as passive. For instance a person (the sender) speaking to a day dreaming friend (the intended receiver). It must appear that communication no thought is being shared thus there is no communication between them. Lack of communication in this instance is the passivity of the intended receiver called one of the intended receiver Although sound waves are bouncing against his/ her eardrums, he/ she is not actively receiving and sharing thought. A human receiver can be likened to a television set, a television set is continuously bombarded by television (electro magnet) waves from several situation.

However. it will receive only the station to which the channel selector are timed. Human receiver like wise are bombarded with stimuli from many vision, a person selects one source tune to act.

Engel et al (1983) defined promotion as controlled integrated programmed of communication methods and material designed to present a company and its products to prospective customers, to communicate need satisfying attributes of the product to facilitate sales volume and thus contribute to long run profile able performance.

Consumers are able to patronize a product or services if only they  aware of its existence, quality,  price and availability. But they can know these through the elements of communication. As  Kotler (1988) identified them to be; they as  follows.

1.        Advertising

2.       Personal selling

3.       Public  relation

4.       Sales promotion

5.       Publicity

Through Recently, Kotler and Keller (2009) came up with the new idea that marketing communication consists of eight major modes of communication which are

  1. Advertising
  2. Sales promotion
  3. Events and experiences
  4. Public Relations and publicity
  5. Direct marketing
  6. Interactive marketing
  7. Word of mouth marketing and
  8. Personal selling

The major aim of the marketing communication is to prompt people to take positive action by placing orders, making inquiring and purchasing.

Based on the company under study, emphasis will be laid on only these communication otherwise known as promo-tools. These communication include. Advertising, sales promotion and personal selling, Although, other promo-tools will be touched in this research work.

1.1.1.1            PROFILE OF THE COMPANY OF CASE STUDY.

Northern Bag Manufacturing Company Limited (Kano) was acquired by Nigerian Bag Manufacturing Co. on the 3rd of December 1990 from Danakar industries.

It commenced production of grain sacks in March 1991 with installed capacity of 1.5 million sacks per month.

During 2004, the management of Bagco approved a major expansion programme, which resulted in the acquisition of more plots of land, construction of three new factory bays and complete replacement of the existing machinery and generators.

From that time additional equipment has been installed which has increased the capacity of the factory to the ton of 10 million sacks per month which include various industrial sacks and jumbo bags (1 to 2 ton carrying capacity).

The expansion project has been completed in order to proliferate the installed capacity between 9 and 10 million sacks per month.

1.2    STATEMENT OF THE PROBLEM

The problem is that in our present society there are some competitors who produce bags that are similar to the one Nothern Bag produce and also in a very low amount or cost, they manufactured also go into advertising, sales promotions personal selling and other promo-tool to create awareness and stimulate interest to their prospective customers. Another problems is that most Nigerians do not make use of marketing communication to enable them increase the volume of their sales in the manufacturing industry also Nigerian made goods lack recognition many do not believe that made in Nigerian goods are what they are and many find it difficult to trust their quality of made in Nigerians product and services, marketers gives false information about the goods and services at their disposal. The customer say that Nigerian goods do not always work what the manufactures are in the label of those products. Also a lot of imitation are in the market and they are sold at a cheaper price which affect the original goods even when marketing communication is effectively apply, the volume of sales will be very low.

ABSTRACT

This project focused on the impact of increase senior secondary school examination bodies in Nigeria. The main aim is to investigate into the affairs of WAEC, NECO and NABTEB examination bodies. In this research work, the questionnaire was the instrument adopted as a means of data collection from the students. For the purpose of this research, twenty questions were raised to find out the impact of increase of senior secondary school examination bodies.

Simple percentage were used to analyse the data, it was discovered that, although the school leaving examinations conducted by WAEC, NECO and NABTEB are all “certification” intended by the government but the demand for them is basically for their functions as necessary criteria for university admission.

In chapter one, the research made was that, the demand for secondary school leaving certificates is mainly for tertiary school admissions and not for more certification of six years of secondary school achievement. And also, there is a competition for students among NECO, WAEC and NABTEB, which may lead to compromise of standard and mode of operation on the part of the individual in a bid to out do the other.

The literature review which is chapter two based on the meaning of examination, school leaving examination concept and purpose concept, higher education, the three examination bodies {WAEC, NECO and NABTEB} etc. chapter three is based on the research design. Chapter four is on presentation and analysis of data and chapter five covers summary, conclusion, recommendation and suggestions for further research.

CHAPTER ONE

INTRODUCTION

The West African Examination Council {WAEC} was established in 1952. The birth of the council can be traced another   four years before to 1948, when the British colonial administrations discuss with the West African. Department of education the necessity for examination suited to the needs of West African.  Following this was a sequence of events, which led to the eventual establishment of WAEC. For nearly thirty years, the council monopolize the conduct of public examinations in Nigeria, till 1977 when it was found wanting and the conclusion has that it was over loaded with responsibility. A number of commissioner committees and panels were set up which led to shedding WAEC of some of the examination it conducts. Among the examination boards resulting from this modifications of the control and conduct of public examinations include the National Examination Council (NECO) and the national business and technical examination board (NABTEB).

According to Ojerinde (2000) said that NECO has been given the responsibility to conduct the senior secondary certificate examination (SSCE) along side WAEC for May/June school candidates. While NABTEB conducts the National Technical Certificate (NCT) and National Business Certificate (NBC) Examination for school and private candidates.

The researcher observed this development and recognized that each of these examinations led to the award of certificate which functions as basic requirement for admission into tertiary institutions. On recognition of this fact and consideration of the demand for certificate to serve for tertiary institution admission requirement the researcher observed that there would be competition among these three-examination board.

Also, Onofume O. S. (1993) said that there is competition over the available students seeking school leaving certificate for admission into tertiary institution. The factor really facing this competitiveness is the fact that there are limited resources (money) on the part of the potential candidates, creating the necessity of choice.

According to Olniyan A. B. (1986) observed that this involvement of choice leads to competitiveness which could be seen from several advantageous points but may be open to several disadvantages. The WAEC had many problems and corruption ate deep into its management.

These problems are bound to arise in the other examination bodies and with this competition; the researcher foresees the possibility of further determination rather than improvement or compromise of standards disguised as innovation to meet the needs of the nation. It is against the backup of the above and to fully investigate the possibility of compromise of standard of operation of these examination bodies that the researcher has undertaken the study.

STATEMENT OF THE PROBLEM

The researcher is undertaking a study, which examines the possibility of a deep in standards in examination bodies (WAEC, NECO and NABTEB), which conduct secondary school leaving examination and award certificate used as entry requirement into tertiary institutions. The problem is drawn from the competition among the three examination bodies as they interact with the students demand requirements of suitability of school leaving examination and the limited resources of the student’s body.

The basic question to be answered in the study is can the interaction of demand requirements of students for school leaving examination with the competition and modes of operating of the examination bodies lead to compromise of standards of these examination bodies and the examination they conduct.

PURPOSE OF THE STUDY

The researcher attempts a methodical investigation into the affairs of WAEC, NECO and NABTEB in a bid to discover the possibility of the competition for candidate from the Nigerian students body to lead to a compromise and deep in their standards of operation and examinations. Specifically the research aims to:

v   Establish the nature of demand for the secondary school leaving certificate by candidate

v   The nature of competition among the examination bodies

v   Possibility of a fall in the standard maintained by the examination bodies.

RESEARCH QUESTIONS

The researcher addresses the problems with certain key questions to guide the investigation. The questions posed by the researcher are:

1.            Do students undertake school leaving examination more for the purpose of certification than university admission?

2.            Do students patronize the examination boards most likely towards them good results, irrespective of higher cost of enrollment or standard maintained by the body?

3.            Does students patronizes the easiest secondary school leaving examination?

4.            Does the increase of examination bodies necessitate a fight for available candidates?

5.            Does competition among the three examination bodies not possibly lead to a compromise in standards and operation?

SIGNIFICANCE OF THE STUDY

The findings of this study would be immensely beneficial to a number of stakeholders of the evaluation process through the secondary school leaving examination. First of all, the examination bodies themselves will be timely informed through the findings of the study, the likely danger that may befall their operations if not properly checked.  The authorities in charge will be advised by recommendations made, in the direction of prophylactic measures employed to avert the situation.

Tertiary institutions will be enlightened on the likely dangers presented by the acceptance of difference certifications as admission by requirement and their (tertiary institutional role in correcting such problems. The general public will be advice by the findings of the study on the costs of possible improvement in services on the part of the different examination bodies. The research would also function as useful resources of policy innovations and suggestion for further research.

SCOPE/DELIMITATION OF THE STUDY

This study focuses on the possible fall in the standards maintained by the secondary school leaving examination bodies in Nigeria. The study is limited to checking the demand for the certificate awarded for achievement in these examinations. This is done by checking factors as the level of difficult and use of results as certification of secondary schooling or as university admission requirements. The scope of the study terminates at the consideration of some standard and operations f the examination bodies. This in opinion of the researcher will allow projection of the possible compromise in standards that will occur.

DEFINITION OF TERMS

For avoidance of any misconceptions of errors, the following terms are defined as used in the research.

1.            WAEC: west Africa examination council

2.            NECO: National Examination Council

3.            NABTEB: National Business and Technical Examination Board.

INTRODUCTION

BACKGROUND TO THE STUDY

A community bank in Nigeria is self-sustaining financial institution owned and managed within a community to provide financial services to that community. The national board for community banks (NBCB) processes applications for the establishment of community banks. The first community bank commenced operation in December 2000 since then NBCB has issued provisional license to 1, 366 community bank and are expected to be issued final licenses by the CBN after operating for two years. As at the end of December, 2002 there were 90 licensed insured banks, 282 licensed community banks 74 licensed primary mortgage institutions and 6 development financial institutions (DFLS).

All these institutions (within the exception of DFLS) take deposit from members of the public in one form or the other. However, for all purpose, the universal banks constitute the hub of the banking and in fact, the financial services industry. The community banks are unit banks by design and expected to focus on small savers in their host community. The rural areas almost 75% of Nigeria contributed substantially about 92% of the nations agriculture products knowing well of this visible and immeasurable contribution the rural dwellers who are predominantly farmers are denied of any government support in terms of increased institutionalization of agricultural credit, concessionary interest rate policy, flexible condition on borrowing incentive to farmers, decentralization of institutional agencies, improved credit system, great reliability in supply of agricultural credit, negative action against defaulting credit institution.

From the above, this research will be carried out under an investigative analysis on what reform the federal government is enunciating the community banking programmes in the rural community which will be followed by an identification of all allied strategies and their relevance to the revamping of the dwindled rural economy in the face of the deregulation of the Nigerian economy. It is necessary to study how the non institutional financial sector complements the current development strategies. This study also intend to evaluate the challenges inherent in the operations of the community banking.

STATEMENT OF PROBLEMS

Despite the recognition given to grass root operators by the government through the establishment of the community banking programmes it appears that such gestures is yet to be accepted by the rural operators. And on the other hand, informal financial sector has not received any support even when it clamors for such obviously because of the emergence of the problems ridden development strategies or programmes.

Some people have jointly expressed their view over the government reckless neglect of the informal financial institution. The institutions are consistently starved of funds and it limits the scale of economic activities. It can support and it is equally believed that inadequate liquidity and difficulty in identifying the structure of interest rates are some of the problems facing the institution.

Gain (1991) holds that the establishment of development programmes aimed at rejuvenating from it limbo, the rural sectors by the stampeded Babangida’s administration is nothing but a ruse to hood work and mislead the innocent, the aggrieved and the oppressed. According to Solarin, community banking is a window dressing that lack substance. The he seriously believed that the programmes were more conceptual expression existing only in the contemplation of government imagination.

CHAPTER ONE

INTRODUCTION

BACKGROUND OF STUDY

Iyoha M.A (2004) says “state owned enterprise is a designed instrument of economic development” in fact it is government machinery that is used to reshape, reform and structurally re-adjust battered economy. It is also a fact clearly written on wall of concept times that there is the need to revamp the already crumbled economic.

Isaac, G classified various types of economic system in different countries, the market oriented, centrally planned and mixed economic.

The market oriented economic place their factor of production which include land, labour and capital in the hands of private ownership with the government taking over any part of the economy. The early classical economist believed in this system for efficient result. Though one cannot say if it really ever existed.

The centrally planned economy is where the government owns all the factors of production and does not recognize private ownership. The government owns all the assets; determine what kind of goods to be produced and in what quantity it should be produced and also fixed the price. This was commonly practiced by the former USSR.

The mixed economic is standing between the centrally planned economic and the market oriented. Recognizes the public and the private ownership of resources, the government provides essential services fore her people through the establishment of other public cooperation and parastatals such as electricity, transportation and health services.

The question about the fact of state owned enterprise whether the government is the proper machinery for mining their commercial profit so as to completely remove them from pure political association. This interest arises because, though every industry is likely to have some managerial problem, it is a common knowledge that the performance of state-owned companies is poor compared to that of the private sector counterpart. There are cases where companies which have been reasonably profitable and efficient have collapsed almost totally within a matter of months after the government has assumed management.

The poor performance has been so had and it has forced some of those companies tom pack for being unable to support themselves, some of these companies are intra-city bus services, Asaba textile mile.

STATEMENT OF THE PROBLEM

The research is meant to look into government attitude towards state owned enterprise with particular references to water board.

The major problem militating against water-board is the enablement to render services (production of water) efficiently for her people due to lack of inadequate facilities.

It is the view of the researcher to fish out the things which can be done in state owned enterprise to make its real ability better improved so that the essential mode of the society can be achieved.

It is also intended to bring out the factors militating against the reliability of the water-board.

1.     To consider the effect of state owned enterprise

2.     To identify the problem which state owned enterprise face.

3.     To look at government’s attitude towards state owned enterprise

4.     To propose solutions to the problems water board companies are suffering.

RESEARCH QUESTIONS

The following research questions are formulated.
