ABSTRACT

          The application of computer in various disciplines has removed a lot of the problems encountered in the use of manual system in the various fields. In recent years, Standard Trust Bank, Enugu, has been using the manual system recording customers credit account records which has brought about some set backs in achieving the goals of the new system. In this project, I have analyzed the manual system and have identified some of its problems and limitations. These problems seem to hinder the realization of the goals of the existing system. With respect to this, I have designed a Computerized Accounting System to help in minimizing some of the problems inherent in the manual system.

The new system reduces errors, operational difficulties and so on, thereby increasing public services and competitive effectiveness and profitability.

1.0     INTRODUCTION

          In the twentieth century, the banking world has seen a continuing progress toward fully computerized operations. At the start of the century there were few mechanical aids with all ledgers, passbook and account statements being written by hand. By the 1970s the banks and graduated to mechanical accounting combined with an increased in business, this trend toward mechanization was a continuous process, the staffing and expansion difficulties were tackled more forcibly in the 1950s with assistance from electronic data processing techniques. It was in this period that banks ordered their first computers.

The early installations were of a batch processing nature for data that had to be sent for processing at the computer center and reports produced. Throughout the 1960s more of the clerical work was computerized and eventually by the end of 1960s all accounts were computerized.

In the middle of 1960s the utilization of branch terminal equipment linked directly to computer center was becoming a feasible proposition. This culminated in the early 1970s with the introduction of a sophisticated computer-based accounting system in current Account Department.

This project aim is to produce an indigenous software package, which will be used to improve the efficiency of the current Account System for Standard Trust Bank, Enugu. Although banks have developed packages however because of the following reasons they have failed to meet the need of the Banking Industry efficiently. Firstly, guidelines and polices for Standard Trust Bank are controlled by Central Banks, of which the revises annually there by resulting in unsteady policies as a result, there is no standard whatsoever set for the Banking Industry thus policies are flexible.

Standard Trust Bank, just as most other banks uses packages without modification hence the result is not what they desire. The modification of these packages to suit the case study as expected will cost expenditure to be wasted.

The new computer system developed is very easy to use and timely in generating reports. It takes edge over the existing system due to its accuracy in operation and very comprehensive in handling data, it is also cost effective.

This project work is focused on database for Enugu State staff records,
the program is developed in such a way that it will be able to accept and present the data staff records.
In chapter I, the introduction, statement of problem, purpose of study, aims and objectives, delimitation or scope, limitation and constraints, definition of terms are being covered.
In chapter ii, talks about literature review and in chapter iii, talks about the description and analysis of the existing system, facts finding methods used, organizational structure, objective of the existing system, input, process and output analysis, information flow diagram, problems of the existing system and justification of the new system.
In chapter iv, entails the design of output and input specification, Design of the new system, file design, procedure chart, system requirement and system flow chart.

There are different status of workers according to individual attainments in different areas of life as is maintained. Staff records does not only involves workers personnel information. It also involves workers contribution to the up-keep of an establishment. The attitude of the workers towards duties assigned to him/her, hoe the workers handle certain unfamiliar situations. All these provide adequate staff records.
As workers history or staff records is very important in determining workers status at every state of the workers levels. It is very important as well to keep and maintain staff records to avoid abuse of workers constitutional rights in any establishment. Equally, staff records determine workers retirement benefits. Staff record is very important.
Every ‘branch’ of a management makes use of staff records in one wary or another to take and implement decision it equally helps them in their relationship within the organization and among other establishments.
During assessment of staff records, the history of workers helps a lot. It makes work very easy and increasing. Workers information is very voluminous, as a result of that, a machine like the computer will handle the information storage, referencing, inference, computation and retrieval in a more convenient and simple way. With, its sophisticated features, it will make data entry very easy and profit generation.
It has a very big advantage over manual information system which is not reliable in any form and it is very expensive to implement and maintain unlike the computerized system that is effective.
1.0 STATEMENT OF THE PROBLEM
Problems of identifying workers in different establishments have been endangering the civil service. In adequate record keeping makes the system very difficult to maintain.

Retrieval of information about an employee takes weeks if not months. Sometimes such data are not able to locate after series of searches.

INTRODUCTION
1.1 BACKGROUND OF THE STUDY
in ancient years more especially personnel appraisal system has continued to find a means by which the manual method of recording or processing personnel system can be converted to computer processing method. Concept of computerized system had been instruments for the achieve of individual and groups goal or objective.
However, computerization is beset with many problems which affect its level of operation, it is based on the fact that authors in system analysis information media labour themselves to write about computerization personnel system and taking in consideration in order to bringing a successful input or output of the information system into existence, how to increase efficiency and effectiveness of result and how to eliminate many problems associated with the manual method of data processing.
Therefore, without doubt it can be prored boldly that computerized information system relif the personnel managers of all those time consuming routine task which otherwise weigh the department down while at the same time realizing the true productive role of personnel in modern day business industries etc.
The research work is carried out to computerize the personnel appraisal information system. The expected computerized system arrived at in this work aim at the problem, needs requirements and specification. Therefore there work is done as to study in whole what are the causes of all these problems and in particular to develop a personnel appraisal system in the case study.
Finally, the recommendation shows that if computers used in carrying out the job of personnel appraisal system it would be successful and easier to compile.
