ABSTRACT

The manual approach used in the regulation of the investigation been carried out by the National Drug investigations is very devious and dress full. This research work investigated into the problems encountered due to the debilitation of hard dugs admitted into the country as well as in the society with a view of designing and implementing a computerized system to handle the work with less difficult for an effective decision making.
In the course of the study, an existing system was introduced and its inefficiency were detected and gradually expressed, after which is solutions to the deigned problem were proffered in the new designed computerized system which is radiate and more interactive. The new system laminates all the problem experience with the existing system. The case study is national Drug Law. Enforcement Agency NDLEA Enugu.

National Drug law Enforcement Agency was set up in the year 1984 during the regime of Buhari the acting president of that year. It was established to take care of the problem that Nigeria are facing due to the problem of hard drugs that existed in Nigeria then.
NDLEA act N30 laws of the federation in 2004 they state the practical operation in the year 1990 from airport commissioners when they saw some groups of boys carrying drugs and then want to stop them.
Fedelis Ojakilome was the first chairman of NDLEA and he handed over to kwajafa whose was an assistance inspector of police (AIG) and handed over to papa jamare who only lasted for 2 months and Bamaji took over from him in 1994 and lasted for five years. He was replaled by 1994 Onovo 1.0 from Enugu also a police personnel who remains in office till 2000 and handed over to lockdam also AIG and lasted for 3-4 months them Lafia gim took over who was an SSS boss before he came to Drug Ground October.
In 2006, Ahmadu ginelde a retimed police officer is as at now the preset boss in NDLEA company.

1.2 AIM/OBJECTIVE

The quest of introducing on line voting system because imperative to curb the menace of election riggings and thuggery during election is it possible? How could it be approach?
The approach is simple and quite easy the masses should be educated on how to register on line, scans of their thumb prints shall be all stared in the computer. On the election day the electorates shell choose candidates of their choice through on-line voting system.
These information should be passed across to the national electoral commission for counting, analyzing and announcement of election results.
To ascertain the possibilities of frond thumb prints of the electorates are companied to that of the on line reiteration. On this note voting are based on registration if you are not registered definitely you must not vote.
The implementation of these on-line voting will save the country the huge resources material and man pincer it loses during an election.

1.1 INTRODUCTION
There has been an enormous growth in the business of commutation since the invention of information Technology on the eighteenth century. The modem days computer machine was first manifested by Charles baddage an English mathematician, in the year 1944.
Even though that radio, television and telephone are all man of communication computer interconnectivity otherwise known as internet is the SAFEST mean that can conceals information.

Electronic voting system is quite simple at a mere looking but not too easy in the designing state.
These can be achieved through the interconnectivities of simple portable lap tops will be stone with thumb prints of all the eligible voter in the country. Thumb prints are employs. Since no two persons has the same thumb prints with the thumbprint stored in the computer during voting an individual with choose candidate of his/her choice and seal it with his/her thumbprint if the thumbprint is not pre-stored during registration the voting shall be use less. After the whole exercise all the information shall be all transform to a counting machine which will than print the whole result. For the effectiveness of this means of voting information should be passed round the state with the aide of instructors to educate the masses on the workability of this electronic voting form ran hour in all ramification.

1.2 STATEMENT OF THE PROBLEM
Rigging of election had become the talk of the day. In the third word country, money speaks in election the quantity of money one has determines the position he can be. These need not be so, rigging of election and all other electoral mal-practices needs be curbbal because a stitch in dine saves mine.

This study was carried out in order to verify all the manual processes involved in the registration application for school enrollment system and to rectify the impact and implication of introducing machine (computerizing) to the system.
Since the thrust of innovation today continues towards technological advances that enhanced productivity of labour and free human beings of tasks done more economically by machines. In particular, computer and its applications have become indispensable and vital tools in economic, industrial and social development of the advanced countries of the world.
Nigeria as a developing country cannot afford to lay too far behind in this kind of revolution. Therefore, there is every need to know in every discipline the areas which attracts computerization and why they need it.
Classical software engineering principles were applied in the analysis, design, coding and testing of the registration software, serious attention was also given to the design of the user interface. Due to its support for all features desired, Visual Basic was the chosen language for the software implementation. The end result is a software that is very effectively and efficient in meeting its objectives and at the same time user friendly.

Since the creation, there has been constant question by man to improve on the quality of his life and existence. This ever increasing question has been necessitated and propelled by the simple need to address the challenges posses by this environment. Borne out of these needs, a number of inventions have been made in virtually every field of human endeavour. The computer is one of the most spectacular of such inventions.
It is a tool specifically made for computable problems. The present form of the computer is the culmination of the series of inventions and research development spanning over centuries. The beginning of the development of computer can be traced back to over 500 years ago when the Chinese invented the Abacus.
There after, various other computation contraptions were developed. These ranges form manual deices such as the slide rule to purely mechanized devices.

The electronic computer was developed in this century and has given birth to a new filed of endeavourer known as information technology (IT) the world of IT is expanding in scope and yet narrowing in terms of physical distances between user paints.
The computer is functionally reducing the world to a global village in which space is no longer a barren to the exchange of data and information.
In this filed, the computer is not just a passive tool, but it has also enhanced the standard of performance. There are several ways the computer can affect our lives.
These ways are dependent on the application to which we put the computer.
For instance in an Academic environment, there is need for proper documentation and processing of the student’s record. To achieve the desired goal, computer is used to store, process and retrieve student record. This will help to solve the problem of mussing files, results etc. and enhance efficiency in management.
1.1 STATEMENT OF THE PROBLEM.
The registration and enrollment officers had been coming up with the bitter complaints of how echoes, cumbersome and complication their job is now after series of investigations and observation. It was found out that most of the times, for the registrars to receive information and to work with it, becomes a very difficult task. Even when the information (Registration and enrollment) of the students are made available, documentation becomes a problem. This was as a result of the procedure unloved (manually). For instance, if the student files are to be sorted, it may take months.
This delay in registering and enrolling the students has been the major concern and therefore has intensified the need to design a software which will go a long way in tacking these problems.

By definition, Grocery is a kind of business that deals with selling of food, and household items.
Meanwhile, too little attention has been paid to the benefits that could be derived from helping grocery businesses to be computerized, mordernize and grow. This attitude arose partly from general ignorance and apathy amongst the grocery business owners and mainly from the very nature of the business, which made it difficult for its impact to be felt in the information system.
However, due to much problem being encountered the running of this business activity manually, there is need to invent computers as an electronic method of running this business activities.
The latent contributions in which grocery business enterprises can be make has now been recognized. This awareness in manifested in the large number of Nigerians who are now striving to put their personal ideas and abilities to effective use by starting Grocery Business. Another evidence in thie very fact that government in now direct its efforts towards the development of the sector of the economy by the use of information system.
Inspite of its numerous advantages such as computerized information system, provision of employment opportunities, product of mini markets, quicker development of rural areas and the attention given to it by the government.
The grocery business organization is still confronted with problems. One of such problem is no knowledge of information system, which in very important to do business, from the time a business idea in conceived of, to the promotional stage. It is therefore not purposing that the issue of information system and their design and implementation is a major concern to small business organization. The typical business man is always worried over the need of information system towards his business; as well as how to design and implement such business into information system. It is not worthy that most of the grocery business enterprises in Nigeria are sole proprietorship. Sole proprietorship, this is the simplest form of business, as the name suggests, there is on owner who in personally responsible for everything done by the business. He may have a number of people working for him, but the critical elements of ownership is in this hands.
