INTRODUCTION

          Social welfare  services is a system  of law programmes and benefits which strengthens or assume provision for meeting social need recognized as basic for the welfare of the population and for the functioning of he social order.  

          They are services oriented while social workers in social welfare services carry-out  those services in the hospital that are considered as a integral professional part of the institution.

The aim of this long essay is a analyze the ways in which social work in social  welfare department contribute to the maintenance of social order.

Social welfare department is found in most hospital in Nigeria the social welfare services are rendered in the hospital in order to promote the optimum health of patient populations.

The social welfare departments are usually interested in the social aspects of the patients illness treatment and rehabilitation’s .

The social welfare department does not work with every patient coming  to the hospital, the department renders services only to those patients whose social situations are responsible either in causing the illness or in retarding the process of recovering.

The social welfare department may have cause to render services to all patience if there is any reason to suspect that all the disease in which a potential social problem  is suspected.

The department may have to render  services to all patients coming to the hospital with the confirmed cases of typhoid, , malaria or T.B.

The social welfare department does  a lot ease the social problem that exist within the hospital or rather   find a permanent situation into resolving it.

The social welfare department was establish in 1972 in the hospital by the colonial masters. It is in this department that social work practices is carried out extensively.

The social welfare department at the central hospital, Agbor has a staff strength of two and the department at the central hospital, Agbor has a staff  strength of two and the department is headed by Mr. S. Okoh.

All clients who need social assistance are treated alike with out prejudice, irrespective   of their social class ethics and religious background. The social situation of clients  in the entire discussion are critically and carefully understood, to ensure that the problem is know because the client might not   open up properly even after the first meeting  with the social worker.

For the social  welfare department to be able to perform their roles, the social workers in the department must exhibit these qualities.

  1. The social worker must perceive clearly and understand the dynamic of human behaviour of the clients, so that the can help them develop self direction, problem solving mechanism which when applied to other area of social functioning, results in the development of antonomous functioning.

ABSTRACT

The topic about to be study is “The impact of personnel satisfaction on organizational growth and development”- a case study of ANAMMCO ltd EMENE ENUGU.

Personnel satisfaction has been an issue that employers neglect for a very long time now, but if critically examined we will understand that it is the truth that personnel satisfaction directly affects the outputs of any firm.

The sample is made up of 100 staff-30 administrative staff, 40 intermediate staff and 30 junior staff.

This is because these 3 categories of workers cuts across were analyzed under the following sub headings:

  1. Overall view of respondents on the personnel satisfaction on organizational growth ad development.
  2. Administrative staffs view on the impact of personnel satisfaction on organizational growth and development.
  3. Intermediate staffs view on the impact of personnel satisfaction on organizational growth and development.
  4. Junior staffs view on the impact of personnel satisfaction on organizational growth and development.

From the information gather, on over whelming majority of the respondents agreed that the personnel of an organization can really be satisfied with the management when the management of the organization is performing up to expectation (to an accepted degree) and out it is such satisfactions that can induce the personnel to put in their efforts thereby affecting the level of out positively.

Furthermore the hypothesis were all tested using the chi-square formula and all the hypothesis were all proved correct.

My sources of data include direct interview and questionnaires sometimes I had to use phone conversation  to get the information I want.

The data collected was analyzed in chapter four (4) of the research report.

Abstract

Poverty has been a serious problem facing all society over the years. This paper critically analyses the conceptual problems associated with poverty over the education of the citizens. It also analyses the causes of poverty and the various programme put in place for poverty alleviation such as family economic advancement. (feap) and poverty alleviation programme (pap) and various forms in which government has interfered. The question is, how far have these programmes served as veritable instrument of poverty alleviation in the country? This paper suggests that even though these measures have not achieved much as poverty alleviation instruments because of their operations deficiencies, they are nonetheless good instruments that could be improved upon. This research also has found out that the increase of the crime wave is as a result of the frustration that the poor get from their deprivation of education by poverty. Workable and feasible solutions have been proffered for the problems on educational sector so that qualitative education of the citizens could be attained.

this work is based on the effect of poverty on educational development of the citizens with a particular reference to federal polytechnic oko in anambra state.

the effect of poverty here is those things that can bring ineffective growth in the educational development of the citizens. It is pertinent to know that poverty in any establishment hampered achievement of its targeted objectives.

educations of the citizens are faced with numerous problems which in turn affect the growth of such establishment. It is the therefore in the light of the forgoing that aroused my interest to embark on this research study with a view to finding out the effects, causes and suggest possible solutions to the effect of poverty on educational development of the citizens with a particular reference to federal polytechnic, oko students, anambra state.

nevertheless, formal education in Nigeria has been as old as the coming of the colonial masters. Its existence is not mysterious. They came in with the intention of extending their superior administration, religion and culture to west African countries and also with the intention of engaging in commercial activities with the inhabitants of those countries. When they came to the shores of these countries e.g Nigeria, they were unfortunately unable to communicate with the people in their language. They devised to teach the people the ways of their life, their language, so some agreed with them and it makes those that agree to be wiser than those that rejected the idea.

since the formal introduction of education, it has been identified by some beneficiaries that education is a liberating force, liberating people from the crunches of illiteracy, superstition, inferiority complex and other barbaric actions. But in spite of all these advantages bequeathed to us by education, it has been infested and confronted with so many problems which among them include poverty.

poverty has completely crippled the development of education in Nigeria. Right from time when education was formally established in the country with the imposition of some little amount of money on each student, many people who would have become the ambassadors and policy makers of this our country could not afford to pay such money then and it has absolutely jeopardized their future. The education at that time was left for few who were privileged to be born into royal family who were engaged in shabby business of slave trade or the family of wealthy farmers who supplies the European traders the raw materials they were looking for.

furthermore, the government later identified that it has a very big role to play about the education of its citizens. It was observed that the richness and greatness of country depend on the qualitative and quantitative education given to the citizens. Now, the government has been turned out to be an obstacle to education by one allotting a reasonable percentage of its revenue to the education of the citizens. The international communities have considered the plight of the citizens of the developing countries on their educational development and the difficulties poverty has posed on it. This can be manifestly seen through the activities of the UNICEF, an organ of the world body u.n.o. this therefore, examined the effect on poverty educational development of the Nigeria citizens. Using federal polytechnic oko student as a case study.

 

1.2  statement of the problem

the yardstick to measure the extent of the educational development of the citizen depends on the reasoning ability of the people. The behaviour, the approach to solving problems and the physical appearance of the citizens. It is obvious that education is very essential especially now that almost everybody wants to be educated and enlightened. Many people want to be literate so as to be able to be informed because he who is not informed is definitely deformed and he who is deformed is abnormal.

what motivates the researcher to write on this topic is that, poverty as a problem does not go alone. It goes with numerous problems that could be completely inextricable from it. It drags some other problems along such as malnutrition, low standard of living, shabby and tattered dresses.

furthermore, with the observation of this problem, baba danjuma (2002) viewed that “the pauper lacks the resources to send his child to school. And even in communities where education is free, the pauper child still faces an uphill task because the hunger of the body impedes the proper nourishment of the mind”. From the above explanation, it could be seen that poverty hinders the proper growth and development of children intellectually, educationally, psychologically and otherwise.

persons who have low per capital income will have their educational development impaired as they cannot have access to those things that make life worth a living. This study delved into how poverty affects educational development of the Nigerian citizen with a view to finding solution to it

 

1.3  purpose of the study

the primary objective of this work is to expose the threats and hindrances that poverty has posed on education development of the citizens.

to evaluate whether poverty is a condition that is desirable or undesirable and criteria for measuring poverty.

to ascertain whether the effect of poverty on educational development is a seasonal or permanent experience. Also to determine if the existence of poverty is caused by the citizens or the government or by both or either of them.

also, to determine and suggest how best to eradicate poverty and improved the standard of education acquisition among the citizen.

finally, to let the citizens understand the importance of education in their lives despite the financial constraints.

 

1.4  significant of the study

this research work is significant in the sense that it has exposed the needs for poverty alleviation in the country a sit has to do with the life wire of the society and create better awareness about the threats poverty has posed on our education.

moreover, this work will help us to study how our country’s development policy can help to reduce the effect of poverty and subsequently improved the educational development of the citizens thereby eliminating the permanent or seasonal occurrence of poverty in the midst of its inhabitants. The knowledge gained in this study will help us to know the extent of the damage poverty caused educational development and ways through which the anomaly can be ameliorated.

at the end of the findings of this work, the government should be made to know that it has a role to play in the abridgement of the income inequality between the rich and the poor so that the latter could afford the training expenses of their wards.

this study shall carry out on the following research questions.

  • How does poverty affect the performance level of federal polytechnic oko student?
  • What do the citizens do when they do not have access to education as a result of poverty?
  • Has the federal government or international organization helped in reducing poverty and improving the state of education of the poor?

as a result of the plethora of problems infesting this study, the researcher has decided to concentrate only on the effect of poverty on educational development of f.p.o student. It is pertinent to note that poverty affects other facts of human life but for the purpose of this study, the focus is on educational development.

Abstract

The work examined the impact and effectiveness of judicial proceeding and democratic dividend in Nigeria with reference to anambra state, the methodology adopted was content analysis which was analytical and descriptive in nature with our sources of data deriving from a combination of secondary and the primary sources and involving the use of text book, questionnaires, journals, and internet materials etcetera.

The work examined some activities of judiciary as well as the problems and prospects of the arm of government. The finding revealed that judiciary has performed greatly in discharging of justice but still, there are a number of problems facing judiciary which ranges from political interference, slow pace of judiciary procedure, poor remuneration etc. Base on the above the research recommends that the government should provide judiciary with modern communication and information facilities to enhance her work, political interference should be minimized and more funds should be allocated to the commission coupled with public enlightenment for the public to be further aware of the activities of judiciary.

Introduction

1.1  background of the study

Judiciary is the third arm of government. The formation of government is specifically for peace and protection of life and property in the society as well as protection and promotion of democratic dividend. The agreement for the formation of government was contained in the constitution. Constitution is the system of law, customs, and fundamental principles established for the guidance and government of state. It is the supreme authority of each democratic system.

it is also within the constitutional frame work that there are division of powers between the three arms of government, each within its own sphere co-ordinates and independent (ndoh 2003). The constitution has assigned to the judiciary the responsibility of the interpretation of the constitution, a responsibility which contributes in ensuring that other arms of government and member of the public under them, perform their respective functions as it envisage by the constitution and in accord with the law (nnaemeka agu, 2002).

in the light of above, nigerian judiciary particularly in anambra state has been playing vital rules in the political system of the state since independent, but due to corruption, redtapism, political interference by other arm of government and worst military incursion or intervention in the politics and government of nigeria particularly anambra state has been a set back on the independent and judicial proceeding in the state. According to okafor (quoted okpata et al 2000)

The independent of the judiciary has suffered greatly in nigeria especially under military rule. The military promulgated decrees with outer clauses which denied the judicially authority over certain matters. The judicially seem also teleguided or manipulated to delivered certain judgment.

In addition, it is beyond dispute that sustenance of democratic dividend in modern world, an independent, impartial and upright judicially is necessity for sustenance of democracy in anambra state and nigerian in general.

nevertheless, this work will focus on the impact and effectiveness of judicial proceeding in providing democratic dividends in nigeria with focus on anambra state.

 

1.2  statement of problem   

federal republic of nigeria gave the judiciary of the power to interpret the constitution and laws of the land, the constitution maintained that the judiciary should be independent, impartial and upright in the function. Nigeria judiciary suppose to help in the consolidation of democracy and act as the last hope of common man as well as help in their achievement of democratic values.

nevertheless, several problems are encountered by the nigeria judiciary in carrying out their constitutional    assigned functions. This problems has hampered them from discharging their constitutional responsibilities, they are as follows: corruption, lack of financial autonomy, delay in the judiciary process, lack of independent machinery for the enforcement of its decision and influence of political office holder etc. This actually has made nigerian judiciary ineffective in sustenance and consolidation of democracy in nigeria political system.

 

Historical background of nigeria judiciary

The evolution of judicial in nigeria

before the coming of the coronial masters in nigeria, there was no former or identified institution for judicial review of government acts as we know it today, however according to osaai (2001) some communities have a system of checks and balances and in some important respect, restraining influence on the tendencies of traditional rulers to excesses.

however, with the coming of the colonialism, judiciary founded on the british legal system was introduced as an instrument of coercion, consolidation and legitimating of colonial rules. The judiciary then was not separates from the executive, but was in fact a department of and controlled by the executive arm of government under the colonial system, the judiciary operated more in line with the dictates of the colonial masters than in accordance with the british idea of justice, also appeals from our court lay to the judicial committee of the privy council as final court appeal (elias 1955:3356).

in 1963 appeals to the privy court were abolished following the constitution of nigeria act of 1963 section 120. The supreme court of nigeria then become the final court appeal in nigeria, and the federation court of appeal was created in 1976 to function as intermediate court of appeal between the high court and the supreme court.

 

The structure of nigeria judiciary

The structure of nigeria judiciary is hierarchical in nature with the supreme court at the apex and customary court at the base.

Abstract

The major purpose of this study is to ascertain the effect of privatization and commercialization on Nigeria economy using power holding company of Nigeria ekwulobia as a case study. The reason behind using the power holding company of Nigeria is because it is one of the public enterprises that its product has the widest consumption. The population of the study consisted of 254 workers in phcn ekwulobia anambra state. The sample size was determined using yaro yamene formular. The sample of 155 out of 254 was drawn using simple random sampling. Five research questions were formulated which guide the study. A structured questionnaire was developed and validated for use. Table and percentage were used to answer the research questions. The major findings of the study were: (1) there is general discontent by the public about phcn’s service (2) there was serious fluctuating power supply from late 1992 to date (3) political instability has contributed to the problems of phcn (4) phcn has not registered as a public limited company.

It was concluded that: based on the findings of the study, the following conclusions were made. (i) the general public were dissatisfied with the poor services of the power holding company. (ii) the serious fluctuation in the supply of power by the power holding company was caused by breakdown of the power holding company’s power station at egbin. (iii) political instability in our country has made it difficult for the successful privatization of power holding company’s. Based on the findings of this study and the conclusions drawn from it, the following recommendations were made. (i) company holding company of Nigeria should establish a good public relation by improving on their quality of service. (ii) there should be total rehabilitation and frequent maintenance of the power stations and other electric generating equipment so as to solve problem of fluctuation. (iii) the frequent change in the government should be curtailed or minimized so as to enable efficiency and effectiveness in the performances of power holding company of Nigeria.   (iv) efforts should be made by the government and stakeholders for the successful commercialization of power holding company of Nigeria.

                          Chapter one

1.1        background of the study

        The import substitution policy of the post independence Nigeria led to the establishment of industries. Apart from this prime motivation for import substitution, there was the need to create jobs for the growing educated youths, the need of industrialization and the ideological argument that the government should control, regulate and supervise the commending heights of the then nascent economy.

Furthermore, there was the need to strive to catch up with the developed countries of the world and since the indigenous businessmen and managers were neither technically nor financially ready to assume the catalyst role which their counterparts in the developed countries were playing; government felt obliged to fill the investment gap.

The obvious imperfections in the market oriented economics in terms of resources allocation to the more profitable but less preferred sectors of the economy was yet another reason for government intervention in the economy.

The sum total of these is that between 1960 and 1980 the various governments in Nigeria both at federal and state levels established numerous industries. The core characteristics of most of these industries were inefficiency in the utilization of resources and their consequent dependence on the public treasury for subvention. Therefore, these adverse operating conditions could not make for rational economic decisions. Consequently, these enterprises and their management lost their mission and became pipes for wastage, agencies for political patronage and generally parasites on the national and state treasuries. However, by the late 80’s, the glut in the world oil market set in and it suddenly devoured on policy makers that the revenue from oil was significantly below the requirement for the sustenance of these money-guzzling ventures. There then arose the need for re prioritization of economic policies and the need to release the energy in economy suppressed by bureaucracy and undue control.

 

Government both at the federal and state levels came to realize that goals of economic growth, full employment, rapid industrialization and high standard of living noble as they could not be actualized without the active participation and leadership of the private sector. It was further realized that excessive controls of government in the national economy encourage inefficiency, corruption and low capital formation. There was therefore need for invitation to private individuals and organizations to assume the role of activation and management of the national economy while the government lays the broad framework for the growth of industry and commerce. There was also the need for the infection of private sector enterprises for profitability and efficiency, hence the privatization and commercialization policy.

 

1.2  statement of problems.

Inefficient management and corruption have bedeviled the power holding company of Nigeria since its inception. This is most evident in its power generation, transmission, and distribution as well as in the appointment of board members. This inefficiency has subsequently led to inadequate supply of electricity to consumers.

There is also lack of dedication to duty on the part of the staff and management of the corporation. This mostly accounts for the poor financial returns it derives from its services. The staffs are rough in using the company’s equipment and tools in providing electricity to consumers at the expense of the authority. There were complaints of corruption in power distribution whereby the management seeks qualification first before approving of extension of electricity to consumers. This often robs the authority of huge revenue they would had should electricity is distributed without any form of restriction(s).

Phcn ever since its inception in 2005 from former nepa has undergone and is still undergoing stringent statutory and administrative control, which hinders the management from using their initiatives when necessary.

 

 

1.3  purpose of study

The major purpose of this study was to determine the effect of privatization and commercialization on phcn, ekwulobia business unit (branch) in anambra state. Specifically, the study was to:

  1. To determine the durability of phcn’s plant in the generation of electricity.
  2. To determine an efficient method of appointing capable persons into the management level in the enterprise.
  3. To investigate and ascertain if commercialization of phcn was in line with the objectives of the government on privatization and commercialization.
  4. To ascertain an easy mode of operation in phcn towards ensuring self-sustenance and justification of investment.
  5. To find out effective methods that would enhance the service rendered by phcn to it customers.
  6. To suggest means or ways by which phcn can restore public confidence in its service of electricity to consumers.
  7. To identify better methods by which phcn can effectively collect its services charges.

 

1.4  significance of the study

        Very little is known about the privatization and commercialization programme. Consequently, many people are yet to appreciate the reason and objectives of the programmes. This research is significant in the following ways:

  1. It will provide a guide on how the authority can improve its service of electricity to the consumers.
  2. It will highlight means to improve phcn customer relationship.
  • The study will also suggest ways by which the staff can be positively motivated in order to increase their productivity.
  1. This study will recommend better method for recruiting the management staff that will be more dedicated to the service of the corporation.

 

 

1.5  scope of study

        This study was delimited to the effect of privatization and commercialization of power holding company of nigeria ekwulobia branch, anambra state. No attempt was made to look into the effect of privatization and commercialization on other corporations and organizations.

This study sought answers to the following research questions.

  1. Is the partial commercialization of phcn in line with the federal government policy of handling of the running of public enterprises?
  2. Is it possible for the enterprise to operate effectively on its own without federal government subvention?
  • As a partially commercialized public enterprise, will phcn be able to restore public confidence through improved services?
  1. Will the partial commercialization of phcn lead to improvement in its operations?
  2. As a partially commercialized enterprise, will phcn be able to explore more avenues for revenue generation?

 

1.7  brief history of phcn

        Phcn means power holding company of Nigeria. It is a body that is in responsible for the supply of light and power in the whole country. Power holding company of nigeria was formed in 2005, which was formerly known as nepa: meaning national electric power authority. This body existed since 1972 following the amalgamation of electricity corporation of Nigeria and the Niger dam authority under decree of 1972 and since then it was the only statutory provider of electricity to the whole public. Phcn has no competitor even up till now that the name had change from nepa to phcn. It has its power stations and offices in many parts of the country, there is also hydro-stations at kainji at oji river in enugu state, one in nebba and other places. In anambra state, there are phcn offices like in places like onitsha, nnewi, awka, ekwulobia, oko, ajalli etc.

 

1.8 definition of terms.

  1. Phcn – power holding company of nigeria. It is the only statutory provider of electricity throughout the whole country. It came existence in 2005.
  2. Tcpc – technical committee on privatization and commercialization. It is the body set up by the federal government to implement the privatization and commercialization of some public enterprises in accordance with the privatization and commercialization decree no. 25 of 1988. It was established on 27 of july 1988.
  • Undp – united nation development programme. It is an agent of the united nation, which assists member nations with development programmes. It also advises nations on the path to their economic survival.
  1. Motivation – this is a method of stimulating people into action so as to achieve a desired goals or objectives.
  2. Privatization: according to ugbo (2003:191) privatization is all about the transformation of public undertaking to a private enterprise organization.
  3. Commercialization: the privatization and commercialization decree of 1988 in ugbo (2003:190) defined commercialization as the reorganization of enterprises wholly or partly owned by the federal government in which such commercialized enterprises shall operate as profit making venture without subventions from the federal government.
