Advertising is a powerful and persuasive machine. It is an exciting, dynamic and fully challenging enterprise. It is a subject that cannot be ignored in our day to day life; infact “a world without advertisement is a bleak world” Awake 1988 Pg 1-6. Advertising is always ahead of us to greet us, Infact it has almost become a thorn in the flesh that the average individual cannot do without. He or she is exposed to several kinds of advertising messages right from the moment he wakes up in the morning until he goes back to bed.

 

Advertising is a form of mass communication that puts businesses in touch with consumers though paid, controlled, identifiable massages that try to persuade the receiver to make a specific decision towards buying a product.

 

Advertising has proved to be the cheapest and most successful means of making known goods and services in order to sell them effectively. It is capable of influencing human behaviour towards the purchase of a particular product.

One of the main purpose of advertisement is the imparting and extracting the materialistic virtues of consumption by exploiting achievement derived and emulative anxieties, employing tactics of hidden manipulation, playing on information, etc.

The primary concern with the content of advertising is the question of the degree to which the advertisement is able to convey the selling message; bearing in mind that people buy a particular product to satisfy the needs and wants of the consumers. The advertiser achieves this though a will designed, produced and properly placed advert cope.

The aim of the advertiser in most cases is to induce and create awareness of the values of the advertised products. It also helps to make consumers have the urge to want to possess the product. In essence the advertisers finds out what crates the urge to want to possess a particular product. The aim of every advertisement is to create awareness and sell product and services; it is also used to attract consumers where such product and services could be got.

Owing to this reason, Bernstein (1974: Pg 2) saw advertising as “the originator and communication of ideas about products in order to motivate consumers towards purchase”.

 

Advertising can also be said to be controversial, it has been praised and yet lambasted. Advocates see advertising as a boost to the economy. “For there to be more jobs in the society, there must be an increase in demand for goods and services, advertising contributes to the accomplishment of this goal. (wright et al,1982 Pg. 6) Advertising can generate and stimulate an economy and create a market where non exist.

The detectors of advertising on the other hand feel, it is a wasteful enterprise. According to them, advertising consist of exploiting human weakness though the use of punchy, persuasive high pressure and aggressive words known as the “hard sell” concept coin by the British advertising association Advertising according to them force people to buy product they had had no intention of buying or something not in their best interest.

The study is on public relations as veritable tools for eradicating cultism in Nigerians tertiary institutions having the institute of management and technology, IMT Enugu as a case study. To see how public relations could achieve this fact, examining its history becomes inevitable. This is justified in George santayama’s quotation when he said, “Those who cannot remember the past are doomed to repeat it’. As long as this study focuses on public relations as tools for eradicating of secret cult in Nigerian tertiary institutions especially in I.M.T, It is then essentially to examine the history of secret cult their mode of operations, their aims and objectives, their methods of recruitment and their names and headquarters in Nigeria. It is when all these facts about secret cult and public relations are being taken into consideration that solution could be recommended in I.M. T using public relations as its chief tool.

Public relation is as old as mankind. Public relations affect almost every one who has a contact with other human beings. All of us, in one –way or the other practice or experience public relations daily.

In the ancient times, priests served as public relations advisers to their kings. They were experts in public opinion and persuasions .The kings consulted them before any major decision or important ceremonial event were under taken. Also the priest conducted literature, poems of praises and lamentation and edicts to govern the people.

Julius caesar was a master of persuasive techniques, faced with an imminent battle; Caesar would rally public support through assorted publication and staged events. There were also the establishment of the daily news-paper called the ‘ACTA BLURINA’ or daily record containing government decrees and other information.

The public relation in Nigeria has become a long way, its beginning has been linked with the second world war.

As presented by Nigeria institute of public relation (NIPR) 1988 Anniversary publication ‘25years of public relation in Nigeria’. The colonial government before the World War II was concerned with collection of taxies and the running of a police force to maintain law and order in three protectorates amalgamated into Nigeria in 1914 . if there was any public relations practice before the world war 11 , It was merely maintenance of relationship with the traditional rulers world war. However, the need arose for the colonial government to set up an information officer, which was later known as the public relations officer of the government. (According to Adebola 1992) “The public relations office was primarily set up to publicize the colonial war and to encourage the youth to join the war. Mike Okereke, one of the pioneers of modern public relations in Nigeria, declared reliantly in a speech that the profession is about 30 years old.

In the post independence era however, there was significant development in government public relations activities. The N I P R (1988) anniversary publications reveals that government took the advantage of the information ministry and utilize effectively the machinery of the federal level to build its image. Since political culture allowed autonomous country of information channel at the state level, the party in power effectively utilized the machinery to promote its image. There was liaison officer in each state and dewing the Shagar administration (1973 –83) the ministry of information became a part of the officer of the resident. Even with the advert of the military in 1983 the federal government believed in the power of public relations in the act of governance.

In the private sector many organization have contributed to the growth of modern public relations practice in Nigeria. For instance, in 1949 the united African company, UAC, established its public relations department and thus became the pioneer of pubic relations practice in the private sector in Nigeria. It basic objectives were to inform business and commerce about business activities as well as to project UAC as a major Nigerian industrial, technical and commercial company involved in the stability of the economic life and progress in Nigeria.

In this study, the electronic media which comprise of video and television is the major focus and its impact towards the economic development of Nigeria.

In our world of today, the use of the electronic media (radio and television) is very dominant because of its efficiency in performing its duties to the society.

It is used to transmit information, ideas, options, attitude from people to people and society fo society. It is clear that communication have been made successful through the various programmes offered through the mass media / electronic media thereby enhancing awareness that will promote economic, political and social development in a society.

Programmes such as news, drama, interview, religious programems, commentary etc that are aired through the electronic media are aimed at promoting economic development in a society. Radio is a potential means of information dissemination across wide range of audience starting from the nineteenth century with respect to Nigeria as a nation.

The federal radio corporation of Nigeria, Enugu (FRCN) uphold the responsibility of educating, informing, entertaining, persuading, advertising and mobilizing of the people support towards the economic political and social development of Enugu state.

The broadcasting medium federal radio corporation of Nigeria, Enugu (FRCN) which is the case study of their project operates on only Amplitude modulation (AM) and frequency modulation (FM) which decide the range of events in which will be broadcast to the general public from different techniques of broadcasting.

The station strives well to ensure that all the needed information, ideas and opinion that will impact positively on the economic development of a country will be transmitted to the people of Enugu state specifically.

Some of there programmes focuses on political, economical, social, cultural, education, and religious issues which all impact on the background of people knowledge thereby influencing their view of issues concerning economic development of their society.

The federal radio corporation of Nigeria, Enugu undertake advertisement programmes, sponsored programmes, public announcement programmes and promotion of products and services programs which are all geared toward building the economic disposal of the country.

1.2     STATEMENT OF THE RESEARCH PROBLEM

Electronic media (television and radio) as the means of promoting economic development is very much emphased because of the derived results at the disposal of the government of any society that employs it as the tool for achieving its intended policy.

As the electronic media use transmitters and air-waves in the transmission of news and information to the heterogeneous audience, a great care is taken in order to ensure that all that are to be aired be in lien with the intended agenda of the government which it impacting positively on the economic development of its country through the type programmes offered by the electronic media.

ABSTRACT

Rural development is a very important aspect in the development of a nation nd for a nation to develop very well, it must reach the rural dwellers and the rural masses must be aware of the developments and for the government to reach the rural populace they have to use certain strategy like through the media or   going to     them face to face.

THE PROJECT ‘’ THE ROLE OF ESBS RADIO ON RURAL DEVELOPMENT OF OBUOFFIA AWKUNANAW’’ is carried (outto provide or show that the mass media plays an important role in development of rural areas.

It is important to note that this research is aimed at telling the masses that they can be educated through mass media and also for the media houses and know that illieteralry rate of rural people can be reduced through the media by programmes organized to teach or inform the masses.

The questionnaire method was used in determining the population elements sampled.

Findings from the study revealed that the rural people feels that the media could help in educating them on the development of the government in different aspects in helping them develop their rural areas.

The implication of the entire study is hat the media houses e.g the Enugu state broadcasting service radio station are beginning to understand   that they have important role to play in the development of the rural areas.

For communication the government and other policy-making bodies to progress they must find a way of getting to know how best to help develop our rural area and inform the rural dwellers of their ideas.

INTRODUCTION

1.1     BACKGROUND STUDY

          Development they say it is developing or it is the process of encouraging new invention and industries to create jobs and life for the people.

In this study the role of mass media on rural development is an attempt to examine how rural development programme can be effectively organized and implemented at the local levels in Obuoffia community in Awkunanwo Enugu state.

An in-depth researcher reveals that within Enugu state media there existing electronic and print media. Under electronic media there is an intensive use of (AM) Amplitude modulation and (FM) frequency modulation stations both in federal radio co-operation of Nigeria FRCN, Enugu state broadcasting service ESBS) and daily star newspapers among other are used to create awareness for the rural development. The under- development community Obuoffia have called for a great concern of the press media.

The timidity and ignorance that often exhibited by the rural dwellers have linked the media concerns as to how they should educate inform enlighten mobilize sensitize in order to revitalizes the regrettable trend in Obuoffia and the entire rural communities.

Most rural dwellers do not know the opportunities available to them they still flourish in the previous dog mate belief that cannot equate them with their counterparts in the urban setting .

The media here are face with he Obligation on the betterment of the rural communities through the packaging of information on how to do something with their in-exposure which hinders them from acquiring basic knowledge there by educating them through programmes which can sharpen their intellects providing job opportunities for the ever increasing population explosion in rural set –up and re-orientation of our rural dwellers through sensitization enlightenment mobilization and motivation .

Rural development of any kind in any place can only be meaningfully achieved through a well planned execute complex interactions.

The major role of media is usually to enlighten and examine problems and issues that need to be understood in order to improve the quality of life in the rural dwellers.

Enugu state broadcasting service of Nigeria and the federal radio corporation of Nigeria should help to maintain the much needed regular two-way communication between the poor people of Obuoffia and the urban elite’s especially the government or those holding political powers in the country.

It is no longer contestable that when media is properly applied communication can work together with a nexus of other social variables to facilitate social change.   That is why the communication and development experts or practitioners in Africa and around the world have been long engaged in the search for methods approaches devices techniques and of course strategies that could help them put communication to the fullness and most effective use in achieving their various development objectives.

The two broadcasting station news articles features have 50 long be recognized as officious packages for development especially now that we are in the democratic despencention. Media should focus more on how we use rural newspaper for development and for the mobilization of such neglected and discarded rural dwellers in the primitive and the interior parts of Enugu sate .
