INDUSTRIAL CONFLICT AS AN IMPEDIMENT TO PERSONNEL MANAGEMENT

(A CASE STUDY OF ANAMMCO, EMENE, ENUGU)

ABSTRACT

This topic is on the impact of industrial conflict on personnel management.  (A case study of Anammco limited Enugu).

The purpose of going into this research work was to examine the various types of industrial conflict that exist in ANAMMCO their source and to proffer solution to such causes of conflict.

In the cause of this research work the researcher designed a comprehensive questionnaire which was administered to both senior and junior staff of ANAMMCO the questionnaires were filled and returned to the researcher.  The filled questionnaire  were all analysed using chi-square.

The result of the research questions were used to test the null hypothesis which was accepted because the calculated table valves were less than the critical table valves.

The researcher while analyzing the filled questionnaires find out the following that:

ANAMMCO workers show their grievance atoms thought peaceful demonstration

That industrial conflicts are caused by ineffective Communication Workers are allowed to join the workers union.

Based on the findings, the researcher made some recommendations on the way to stop or minimize conflict in ANAMMCO some of the recommendations are:

Management should have group discussion with the staff to know their feelings

Provisions of suggestion boxes where staff can lodge in their complaints

Functions of workers should be made known to them on employment.

Finally, the researcher gave some aspects of the research work which he was unable to carry out due to time limit for further studies and stated some of the guidance he encountered in the forces of carrying out the research project.

CHAPTER ONE

INTRODUCTION

1.1     BACKGROUND OF STUDY

For the purpose of clarity and understand it is imperative that the introductory part of this project approach the type by giving definitions of the subject of the project work.

Roder and Rogers (1973) defined the term organization or industrial activities as a stable system of individuals who work together to achieve through a hierarchy of ranks and division of labour a common goals, while on the other and Gray (1980) defined conflicts as a behaviour by one person or group of persons that is purposely designed to inhibit the attainment of goal by another person or a group of person or when one person or a group of persons deliberately interferes with the aim of denying the other goal achievement.

However, one should be careful not to confuse conflict with competition and so often the two has been interchangeable but by definitions of the two can be viewed differently.

Conflict takes place when individuals or group have incompatible goals but do not interfere with each other as they both try to attain their respective goal while competition occurs when individuals or groups have incompatible goals and they interfere with each other as they try to attain the respective goals.

In home parents suppress conflict by telling their children to stop fighting.  In schools, teachers are assumed to have correct answers and exams are checked to see whether students are deviating from these.  Most churches stress brotherhood and peace and not conflict.

1.2     STATEMENT OF THE PROBLEM

It has been established that conflict has been with man since beginning of mankind and has no doubt a negative impact on the administrative of personnel polices and programme.  The existence hinders the said industry from achieving its set objectives no matter which ever way one may want to view it, either from the point of the employee or the employee, it is assumed that conflict is an unhealthy development towards the attainment of industrial goal.  The case of ANAMMCO is viewed from the following perspectives:

1)      The effect of labour- Management conflict in ANAMMCO

2)      Types of conflicts and their effect on personnel management

3)      The sources of industrial conflict

4)      Industrial conflict resolution techniques.

1.3     OBJECTIVES OF STUDY

As conflict is considered to be major set back in the administration of personnel policies and programmes and also an unhealthy development to the performance of an industry and due to the unhealthy development in ANAMMCO which resulted in poor output and general retrogression in the companies activities, it is the objective of this study to:

1)      Ascertain the effect of labour-management conflict in ANAMMCO

2)      Examine the various type of industrial conflict in the ANAMMCO

3)      Find out the various industrial conflict resolution techniques

4)      Investigate the sources of industrial conflict problem and proffer solution to them.

ABSTRACT

The purpose of this research is to identify the problems are challenges facing the media in a depressed economy such as Nigeria. Towards this end 77 staff of the Guardian Newspapers were randomly selected to from the study sample. Th members of this study sample were issued with 77 copies of a structured questionnaire to complete, and their responses were analysed by using chi-square tests. The results of the analysis led to the following findings.

  1. The high cost of all production inputs (such as news prints, inks, lithographic equipments, power supply distribution costs etc is the major problem/challenge that face the media in Nigeria. The high cost of these inputs imprede the effective operation of the media in Nigeria.
  2. The media try to overcome the effects of these problem/challenge by increasing the fees paid by its customers on advertising as well as the cover price of the print medium.
  3. The media industry in Nigeria could be revived when the government subsidizes the cost of all the production inputs of the organizations.

CHAPTER ONE

INTRODUCTION

  • BACKGROUND TO THE STUDY

The media, according to Olasosu (1998) refer to the channels of mass communication used to disseminate news and information to very diverse and large number of people simultaneously. This implies that the modern media massages cut across geopolitical boundaries unlike that of the traditional media that suffer a limited reach. This equally means that with the epoch of the mass communication system, relatively large audience members could be quickly reached with specific message irrespective of their diverse locations in the global, geo-political and cultural map.

Alabo (2000) reported that the media for communication abound in may forms in Nigeria notable among these forms, according to him, include radio, television (TV), Films, NEWSPAPER, Magazines and books.

As regards the radio, it is important to note that this media of communication (the radio) has continued to work stronger as a medium of the people. The radio is regarded as a medium of the people because it (radio) has become a common sight in both urban and rural communities in Nigeria. In the rural areas in particular, it is not unusual to see people tie a radio set around their waist while climbing trees or filling the ground (Ezeribe, 2000). The communities where this type of acquire is common include those located in the following states of Eastern state, such as

  • Anambra
  • Imo
  • Abia
  • Cross – River
  • Ebonyi
  • Edo
  • Delta
  • Rivers and Enugu

Western states such as

  • Lagos
  • Ogun
  • Oyo
  • Kwara
  • Osun
  • Ekiti and Ondo states

According to Odeyemi (1999) with the exception of the radio which has been found to be effective in reading the rural Nigerian masses, other channels of media communication has been found to be relatively less effective. He noted that the radio has over riding advantages over other media of communication. Some of these advantages are as fellows.

  1. The radio breaks the barriers of distance, as its reach is amazingly wide and highly penetrating:
  2. The radio appeals to illiterate audience as news and government programmes can be broadcast to them in both their native languages and dialects
  3. The radio is relatively cheap when compared to other channels of mass communication
  4. It appeals to the radio sense in which case one can easily get to it while doing other things
  5. The radio breaks the barrier of power outage as it can easily be operated using dry cell batteries.

With regards to the television (TV) and films, it is equally necessary to note that these media are crucial for effective dissemination of information. They help to create a feeling of empathy among the target audience, thereby motivating them to be desirous of development programmes. They equally serve as potent sources of socio-cultural, health and political transmission and adaptation thereby helping the masses to attain a point of “self-actualization and national development”(Ekpenyong, 1999) They also provide useful information, reports, announcements, and directives needed for the upward mobility of people especially in the rural areas. In addition, they aid in skill acquisition and training the audiovisual power of the TV/Films can often re-awaken a feeling of curiosity among its viewers. When properly harnessed therefore, this curisity can stimulate a sense of loyalty among the viewers who now learn new ideas and ideas through exposure to TV/Films (Anaso, 2000).

According to Ezeonu (199)the films/TV had not fared well as a medium of communication in Nigeria due to the following reasons:

  • They are very costly to afford
  • They has an acute limited reach
  • They are to date a highly urban affair
  • They require constant power supply to function

Newspapers, magazines and books are categorized under the umbrella of “print media”. These are equally useful for effective dissemination of vital information. They play the traditional function of informing, educating, persuading and entertaining the masses.

(Anyakora, 2001). Also they help to ensure easier storage and retrieval of information. In addition, they serve us viable tool for mass education and mass literacy by motivating or encouraging readership habits among illiterates and new literates in the rural communities.

  • STATEMENT OF THE PROBLEMS

The mass media had been identified as potent tools for information dissemination and management, particularly as it relates to national development. However, due to the poor state of the Nigeria economy, the Nigeria media faces numerous problems and challenges in their operations. The cost of production and dissemination of information in the country is high due to the existence of poor infrastructure (such as unstable public power supply, bad roads, high cost of transportative, etc). In addition, due to high level of poverty in the country, most Nigerians do not adequately patronize the media by way of paid advertisements. Also, the reading culture is very low in Nigeria and hence only few Nigerians buy books, newspaper, and so on.

Because of the existence of these problems, it becomes a fact that the Nigerian media are facing big challenge in their bid to fulfill their noble role of informing the society. However, despite the existence of these problems, many media firms still thrive in Nigeria. What are the survival strategies of these media firm operating in Nigeria? This question presents the problem that made this research a necessity.

  • OBJECTIVES OF THE STUDY

The objectives of this research are as follows:

  1. To identify the challenges and problems encountered by the media in a depressed economy such as Nigeria.
  2. To ascertain the survival strategies of the media in a depressed economy such as in Nigeria
  3. To suggest the remedial measures to the problems besetting the media in this depressed economy
    • RESEARCH HYPOTHESIS

The following hypothesis will be tested in this study:-

HYPOTHESIS ONE

Ho: The prices of production materials (eg. cost of news print, paper, ink, maintainance of broadcasting equipments and distribution cost) do not hinder the operations of the Nigeria media

Hi: The prices of production materials (eg. cost of newsprint, paper, ink, maintainance of broadcasting equipment and distribution costs) hinder the operations of the Nigeria media

HYPOTHESIS TWO

Ho: Increment in advertising costs and cover price of print media has no significant effect on the surival of the Nigeria media

Hi: Increment in advertising costs and the cover price of print media ensures the survival of the Nigerian media.

HYPOTHESIS THREE

Ho: The addition of subsidy on all production inputs will not revive the Nigerian media industry.

Hi:  The addition of subsidy in all production inputs will revive the Nigerian media industry

  • SIGNIFICANCE OF THE STUDY

The implementations of the recommendations to be made in this research will cause a boom in the Nigerian media industry. This is because it will reduce their cost of production thereby evabling them to fulfil their roles of informing and educating the masses.

The Nigerian citizens will also benefit from this research. This is because the low cost of purchasing the media products will enable them to have unrestricted access to vital information any time and any day.

  • SCOPE AND DELIMITATIONS OF THE STUDY

The scope of this study borders on the problems challenges and the survival strategies of the media in a depressed economy such as Nigeria. This research is limited to the staff of the Guardian Newspaper in Enugu and Lagos offices.

CHAPTER ONE

INTRODUCTION

1.1     BACKGROUND OF THE STUDY

The improvement of the rural health care services is one of the cardinal objectives of the Nigerian government since the nations independence.  In suggesting a plan or a design for a health care system of the rural area in Nigeria, government planners are ever conscious of a feeling that they are working “in vacuo”.  His is due to the lack of extensive and detailed factual information as regards the state of the existing health care services in these areas (Ndubuisi, 2001).

Health care services need not only have relevance to the needs of the communities they are designed to serve, but should also be with the resources of the states of the nation concerned. Hence it would be to assume the existence of adequate financial support, manpower of various kinds and physical facilities, including equipment and suppliers. In addition.  It would be illogical to ignore the existing administrative and operational structures, which will to ensure adequate and timely logistic support.  (Aneke, 1999).

It is almost impossible to design a system of health care service which is applicable to every rural areas in Nigeria in view of the different socio-economic conditions. E ach state or local governments thus have to assess the available alternatives, consider its own problems and then decide on priorities and organization. This assessment may result in changing or modifying an existing system or even evolving new concepts.

It is, however, important to stage that Nigeria is developing rapidly and modernizing at the same time, and it should be realized fully that health care can help or hinder such process.  Health care services in Nigeria are very inadequate and disease is an ever present treat to the efficiency of the population.  This threat is nowhere more glaring than in the rural areas, where very little has been done to ascertain the rural needs of the people and to plan to meet them with available resources (Okeke, 2000).  Expenditure on health in Nigeria has therefore, so far failed to cover the essential actions necessary to provide for the basic health needs of the greater proportion of the people.

The objective of any system is usually to provide basic health care to the rural areas of Nigeria where more than 70 percent of the people lives, so that care is available to all the people all the time and as near as possible to their homes. This is done within the resources available to the state and local governments of Nigeria and in their socio-economic context, with a view to promoting the principles on which the World Health Organization (WHO) is founded.  These principles, according to Nzewi (2001) are as follows:

–        Health is a state of complete physical mental, and social well being and not merely the absence of disease or infirmity.

–        The enjoyment of the highest attainable standard of health is one of the fundamental rights of every human being without distinction of race, religion, political belief, economic or social condition.

–        The health of all peoples is fundamental to the attainment of peace and security and is dependent upon the fullest co-operation of individuals and states;

–        The achievement of any state in the promotion and protection of health is of value to all;

–        Unequal development in different countries in the promotion of health and control of disease, especially communicable disease, is a common danger;

–        Health development of the child is of basic importance, the ability to live harmoniously in a changing total environment is essential to such development;

–        The extension to all peoples of the benefits of medical psychological and related knowledge to the fullest attainable standard of health;

–        Informed opinion and active co-operation on the part of the public are of utmost importance in the improvement of the health of the people’

–        Governments have a responsibility of the health of their people which can be fulfilled only by the provision of adequate health and social measures.

The desire to improve the health care services as well as to disseminate information to the masses on the attitudes that guarantee health living in Nigeria had made the government to recognize the importance of the mass media on the promotion of health care services.  In this regard, the media had been widely used in health campaigns across the country.  Some of the most popular of such campaigns in recent times are the Roll Back Malaria Programme, Immunization Programme, family Health programme and the oral Relydration Theraph (ORT).  These campaigns were successfully carried out through the mass media (Agu, 2000). In addition, during these campaigns, the media was used for highlighting the major health hazard and to suggest the strategies for amehorating the health conditions of the rural peoples. In other words, the mass media was used to present the health problems of the rural people and possible solutions in easily understood terms and forms.

1.2     STATEMENT OF THE PROBLEM

The improvement of the rural health services is among of the policy trusts of the Nigerian government.   In fulfilling this objective, there is a due need to provide adequate information as well as to sensitize the rural dwellers towards utilizing the available health care service being provided by the government.  The desire to achieve this objectives had made the mass media a very potent tool particularly in this period of democratic government.

The previous administrations had fail as to allow the media to fulfill their roles in rural health care.  Despite the fact that Nigeria is presently enjoying a democratic governance, the media was not actually given the necessary support and attention that will enable them perform their roles as the vanguard of rural health care improvement.  What actually are the roles of the mass media on the improvement of rural health care services?  What are the factors that prevent the media in the fulfillment of these roles?  What are the strategies for making the mass media more effective in the crusade for the improvement of rural health care services?

These questions present the problems that made this investigation a necessity.

1.3     OBJECTIVES OF THE STUDY

The objectives of this research are as follows:

  1. To examine the roles of media in the improvement of rural health care services in Nigeria.
  2. To identify those factors that prevent the media from fulfilling these roles.
  • To suggest the strategies for enhancing the efforts of the mass media in the crusade for the improvement of the rural health care services.

1.4     RESEARCH QUESTIONS

          This study will be guided by the following research questions;

  1. What are the roles of the mass media in the improvement of rural health care services in Nigeria?
  2. What are those factors that prevent the media from fulfilling these roles?
  • What are the strategies for enhancing the efforts of the mass media in the crusade of the improvement of rural health care services in Nigeria?

1.5     SIGNIFICANCE OF THE STUDY

The findings and recommendations to be made in this study, if implemented will improve the activities of the media in the area of improving rural health care services.  This they (the media) will do by attracting health improvement programmes to the rural areas through the dissemination of vital health information to both the government and the masses.

Nigerians in general will also benefit from this research.  This is because the improvement of the health care services at the rural areas will make positive impact in their lives since more than 80 percent of them live in the rural areas.  Since a healthy nation is a wealthy nation, the implementation of the findings of this study will help to build a strong, virile and self – reliant nation that would be envied by other nations.

1.6     SCOPE OF DELIMITATION OF THE STUDY

The scope of this study borders on the media and it s contributions to the improvement of rural health care services.  This scope of the study equally extended the borderline to include the characteristics of the rural areas.  This research is limited to the staff of the Nigerian Television Authority (N.T.A) Enugu.

MASS MEDIA AS AN INSTRUMENTS OF POLITICAL MOBILIZATION. A CASE STUDY OF ENUGU STATE BROADCASTING SERVICE (ESSBS)

MASS MEDIA AS AN INSTRUMENTS OF POLITICAL MOBILIZATION.

A CASE STUDY OF ENUGU STATE BROADCASTING

SERVICE (ESSBS)

ABSTRACT

The various literature studies intended to the mass media role in the national development and this clear in the area of political leadership.

In this study, the researcher decided to draw home the Tourism that without a national political consciousness and viable political participation resulting in good leadership, there could be no genuine national development.

The mass media is the fourth estate of government had been assigned the various responsibilities in the society including the watch role, the educator and entertainer of the various segments of the people.

The role of the mass media as an instrument of political mobilization in the modern of more or less formalized institutions that deals with communication of al types.

Normally, this required a considerable capitals as the case with the radio, television and publishing houses.  Necessarily, they have to carter for the mass audience.

For this reason, those who control the mass media usually suggest that they have the ability and capacity to manipulate and mobilize the people during the transition era.

The alternation of primary social relationship under the impact of industrialization has left the population and social  lacking in sense of group identity  and social control.

The Nigeria democratic system having been bastardized and destroyed by certain disgruntled elements, look into the mass media as the way out to correct the abnormally and injustice the Nigeria democratic dispensation.  This work tried to identify the functions, problems and prospects of the mass media of communication and equally highlights their ability to carry out this enormous responsibility to an enviable height in the mobilization of the people towards a viable and sustaining democratic polity.

The work highlights the impacts of the mass media in informing educating and entertaining the masses towards polity. It is hoped that the findings and recommendations suggested in this work would have a lean way an ending and lasting political culture.

  • INTRODUCTION

1.1     BACKGROUND OF THE STUDY

This research touches on the various aspect of the mass media as instruments of political mobilization. In other words, it explores into the mass media as a mobilization agency during the political transition period.

It is thus, an important assumption of the work that a systematic study of political mobilization by mass media, should include an examination and the nature of operation of the mass media of communication in the Enugu state broadcasting service (ESBS) Enugu.

The mass media generally referred to both the print(s) and electronic media as supported in section 22 of the 1989 constitution of Nigeria.

The press, radio, television and other agencies of the mass media should at all times be free to uphold the fundamental objectives and highlights the responsibility and accountability of the government to the people.

The role of the mass media according to General Abacha in his maiden independence broadcast on the 1st October 1995 was to unform, educate and entertain the citizen.

Onyishi (1996) while highlighting on the role of the mass media in democracy notes that the press not only sustains the democracy principles but also end with transaction period.  The media should help an ushering in democracy they should play a crucial role in nurturing and sustaining the success or failure of our practice of democratic government. To large extent, their success depends on how well the mass media carries out their function as the mid wife of democracy.

This research therefore is intended to investigate how far the mass media had fulfilled this allowed obligation.  It is hoped that the result of the work will be useful to media practitioners in the proper performance of their duties.

1.2     STATEMENT OF THE RESEARCH PROBLEMS:

In democracies, the mass media are the watch dog of the people. The citizen are usually mobilized and  unformed to created awareness on the political culture.

By political culture, I refer to a system of politic in which sovereignty is vested on the people rather than a small clique, or an oligarchy, a political arrangement that places emphasis on the accountability of polity where the rule of law, majority rule and constitutionalism is the basic guiding principle.

Perhaps, it could be argued that the political crisis that pervaded our recent past points to the fact that most of our people are ignorant of an apathetic towards the country’s observe that in Nigeria electioneering  and voting pattern cannot be validated, in the voting pattern of Nigerians and the possible estimation of the voter attitude towards political

1.3     OBJECTIVES OF STUDY

The level of political participation in Nigerian and Enugu state in particular seems to be very low.  Also the political crisis occurring in this country has equally been attributed to several factors.  The purpose of this study is to identify the reasons or reasons that have contributed to this low political participations in Nigeria politics.

In doing so, what usually comes to mind is to ask the question what is the reason for the low political participation in Nigeria politics and equally the causes of the constant political crisis? As usually, it may be traced to several factors like low level of awareness and tribalism, how can this awareness be obtained? This will lead us to this research topic.

Therefore, this study is intended to inquire into how political participation in Nigeria politics and equally trace the genesis of the political crisis that identifies the factors responsible and solution  sought.

1.4     SIGNIFICANCE OF THE STUDY

It is expected that this study would be immense benefit to the government, the mass media and the people of this country.  This study will highlight the importance of the mass media as a vehicle for  political mobilization in a transition era.

Through the mass media, especially the radio and television Nigeria might have a chance of having a viable political culture and help to choose a leadership that will inculcate a viable and sustaining democracy.  This will also give us a society blessed with.

As right put by GORAN HEDEBRO- “communication media can create a climate of change by including a new valves, attitude and models or behaviour favourable to mobilization, teach new skill  act as a multipher of resources of knowledge, raise level of participation in decision-making, help people to find new norms and harmony in period of transition, change the power structure of the society by giving knowledge to this masses, create sense of nations, lead to increase political activity or participation, promote people’s need satisfying development as self perpetuating process.

1.5     RESEARCH QUESTIONS.

The basic question posted as a result of these problem includes the following:

  1. Have the media been participating in elections in Nigeria and Enugu state in particular.
  2. Has ethnic problem been hindering the smooth conduct of election in this country?
  3. Can the masses in the country be mobilized and informed using mass media organ?
  4. What role has the mass media played to ensure a viable democracy?

1.6     HYPOTHESES

hypothesis one

Since the research is directed as the mass media and political mobilization, the research is content on the broadcasting media in Enugu state.  (i.e. the Enugu broadcasting services ESBS)

1.9     THEORETICAL FRAME WORK

The entire study of mass communication is based on the premises that there are effects from the media, yet it seems to be the issue on which there is certainly and least agreement.  This apparent uncertainty is the more surprising since every day experience provides countless examples of small effects.

Consequently, we live in a world where political and government processes are based on the assumption that we know what is going on from press and television and radio.  There are few people who can trace on piece of information or opinion to a  sources in the media, and much money and effort is spent in directing media to achieve such affect. It is on the basis that mass media effects theory were carefully examinational to support this research work since mobilization has to do with the effectiveness of the media.

IMPACT OF COMMUNITY RELATIONS POLICY OF NIGERIAN BREWERIES PLC ON HOST COMMUNITY (A CASE STUDY OF NGWO IN UDI)

IMPACT OF COMMUNITY RELATIONS POLICY OF NIGERIAN BREWERIES PLC

ON HOST COMMUNITY

(A CASE STUDY OF NGWO IN UDI)

ABSTRACT

The main focus of this study was to find out  the impact of community of Relations policy of Nigeria Breweries Plc on host community Ngwo in Udi local government of Enugu state.

Before the study, it was assumed that the more the Nigeria Breweries lays emphasis on community relations policy the more support it enjoys from the community.  Also that the Nigerian Breweries is unable to achieve enormous progress due to its poor community Relations.  It  was also assumed that the management of the Breweries in term of community Relations, does not always suit them.

There has been criticism that the management of Nigeria Breweries does not lay emphasis on it community Relations policy resulting in the neglect of its immediate community.  Such negligence could be seen in employment exercise, not sponsoring any major projects in the community.

These criticisms are unfounded or whether they are based on facts and to provide guidelines for the public Relations programmes of Nigeria Breweries PLC Ngwo in particular and public Relations in other establishment in general

CHAPTER ONE

1.1    INTRODUCTION

The topic of this project is the impact of Community Relations          policy of Nigeria Breweries PLC on Host Community Ngwo.

The foundation  of good community relations is a clearly started community- relations policy. One  of the basic elements of public relation is the  action resulting from the administration of policies that reflected the social philosophy of management. Policy  statements, even though they express the intent of management to serve the public interest, are not sufficient.  Polices must be expressed in appropriate action.

Institutions  are  judged by what they do  and not by what they say in policy statement.  Paul Garrett has expressed the  conviction that public relations is the philosophy of doing things people like and doing them the way people like and the doing more important than the saying.

Management considers the public relations  effect of a policy and the  contribution of the policy to the community.  Under an enlightened programme, a corporation engages in good work of many kinds.  It supports  worthy causes, contributes to local civic and welfare organizations, help support colleagues,   grant  scholarships and fellowships to worthy students, gives to community-welfare funds sponsor youth activities.

The execution of policies is the responsibility of every member of the organization who, in the performance of his duties has contacts with the public.  It is the responsibility of management to see that policies are understood, accepted and intelligently applied.

To convince residents in its plant communities that the corporation is a good industrial neighbour, the corporation should be willing to  shoulder its part in community responsibilities by providing  leadership and support for worthy health, welfare and civic programmes; that is pays its fair share of taxes to support schools and other government services, that is contributes  to community stability and growth, and that it’s a good place to work.

According to Frasier Moore in his book  public Relation principles, cases and problems:

“community relations as a public relations function is an institution planned active and continuing participation within a community to maintain and enhance its environment to the benefits of both the institutions and the community”

At this juncture it is pertinent to note that community relations is an aspect of public relations  activities.  Public relation though has a lot of definitions but Charles Steinberg defined it as:

“that specific operating philosophy by which management sets  up policies designed to serve both in the company’s and the public interest ….. it is further the basis of communication  technique which management employs to achieve good relations with the public 2

this is to  say that a good public relations programme require a sound basic policy and the application of sound publicity techniques to achieve the desired goal.  The goal may be goodwill, sales, company prestige or individual prestige or it may be a combination of all these.  Public relation is basically interested in creating and maintaining goodwill.  It desires the goodwill of the public as a basis  for sound sale policy and a satisfied buying enhances the individual prestige of the industrial leaders who is at the head of the management of the company.

1.2    BACKGROUND OF THE STUDY

Nigerian Breweries, PLC the pioneer and largest brewring company in Nigeria was  incorporated in 1946.   it recorded a landmark when its first battle of star larger beer rolled off the bottling him in its Lagos Brewery in June, 1949.

This was followed by Aba brewery, which was commissioned in 1957, Kaduna Brewery in 1963 and that of  Ibadan in 1982.  in September 1993 the company acquired its fifth brewery in Enugu which is the one we are particularly interested in on April 9, 2001 NBPLC was Christened the .AMA Greenfield brewery in Enugu; the largest in Africa.  The brewery was commissioned on 24th October 2003.

Thus, from its humble beginning in 1946, the company now has five operational breweries from which its high quality products are distributed to all parts of this great country.  The AMA green field project is said to be the largest private investment of its kind in Africa.  This multi-million naira projects is located here in  Ngwo and together with the preexisting NBPLC Brewery near Coca-cola PLC, forms part of this writing.  This ultra modern brwery is of high level automation and uses ultra modern technical equipment which makes it possible for the AMA brewery also to brew Heinker beer; other hands are star, Guider, Legend Extrat Stout, Maltina and Amstel Malta.

In a recent statement by the CEO NBPLC chief.  Festus Odimegwu.  It was clear that the AMA brewery creates a tremendous Impetus.  According to him, he said, “This brewery empowers our company”.  The brewery has 280 employees with permanent jobs and some one hundred workers employed in businesses engaged by  Nigerian Breweries.

Nigerian Breweries PLC has won several awards as a mark of its good performance in various spheres nationally.  It has consistently won the prestigious.

Nigeria stock exchange president’s merit award for several years now.  In 2001, it emerged the winner of the Nigerian stock exchange quoted company of the year.  It has also won the Nigerian industrial standard (NIS) Awards for its various products.  This is achieved through good product quality, efficient management of operations and strategic penetration into market environment. So also is its proper understanding of consumer attitudes and habits as well as high social responsibility profile at national and zonal level.

For two consecutive years (1999 and 2000) the company  won the keenly contested Africa beer Award organized by Heinken for its operating companies in Africa and the middle cost. NBPLC believes to be a corporate citizen with a vision to be a world class company.  It has  an increasing export business that dates back to 1986.  currently, NBPLC exports its products to U.K, U.S.A, Italy, Netherlands, Germany and Kenya.

Another key to its success in  recent times is  its ability to keep pace with key international developments, thus ensuring that its systems  processes and operational procedures are always in conformity with world class standards.  It is in time  with this policy that the company established a research and development center in 1987 to enhance  its research activities on all aspects of brewring operations.

  • STATEMENT OF THE RESEARCH PROBLEM

Although a multi-national Brewing company like the NBPLC will always stand its feet  to claim a socially responsible corporate citizen with a very good record of corporate philanthropy in the areas of education, the environment and commutations, need still be to investigate whether these claims has in one way  or the other affected the host community or does these philanthropy go to other communities.

It is well known that industries and communities where it is located are supposed to work hand in hand. Just as the cultural and social forces influence the industry, so does the activities of the industry affect the economic, social and political life of the community.  An industry is therefore suppose to provide essential  services to members of its host community.

The problem that readily comes to mind

  • Whether the community relations programmes of NBPLC has had any contribution to its growth; NBPLC has any contribution to its growth; both to itself as well as the host usually, any establishment ones it a  point  of duty to help the host community for full acceptance.  Where such  relationship does not exist, there is the tendency of problems ranging from sabotague vandization  pollutions, chaos etc.
  • To what extent has the management of NB PLC favoured its host community in its employment package.
  • Does the public relations policy of NBPLC lay any emphasis an its community  relations policy if yes, does the management adopt this laid down policy.

It is an record that NBPLC in 1994 established an Education trust fund of N100 million to take more  active part in the funding of  educational and research facilities in  higher institutions.  So also  is its secondary and university  institutions so also   is its secondary and university scholarship programmes  for children of  its  employees, but none has been  proved publicly to have gone to its host  communities.   One should not forget the agilation of  Niger  Deltta states.  All these  finding, if care is not taken could. Have  gone to people in far states like Sokoto and  Borno neglecting it host.

It has also spent  huge amounts in sponsoring sports with the aim to developing Nigerian sportsmen and women to  participate  national and intonation sports, and boost the sports profile of the community.  Yes all these are on record but the focus of this  research is particularly an host communities.  The impact of Nigeria Breweries PLC on Ngwo people.

  • OBJECTIVES OF THE STUDY

This research is designed to asses the level of community relations policy of Nigeria Breweries PLC an  host community, Ngwo.

Whether  management of NBPLC has an ground not  as policy any good relationship between the industry and plant  community .

Whether there were influences within or outside the company which has hindered this relationship.

It could also evaluate the growth of NBPLCS image within and outside her environment.

External factors like tribal sentiments, religion factors, God fatherism especially an areas of employment  etc will also be looked into as hindrance to  the expected inter-relationship.

1.4  SIGNIFICANCE OF THE STUDY

The research findings  if adequately  adhered to will help improve on the relationship existing between not only NBPLC but other companies which has been exploiting and polluting environments of the host without proper compensation it will also create an employment atmosphere for the members of the host community thereby making than active especially in  areas of boasting their production as well the G.N.P rather than mere vandalsers and miscreants.

The later has been a daily re-occurrence especially in Niger Delta States where even a good number of people die steadily while trying to vandalise oil equipments.  This could only stop  if management of these companies  device  proper help strategies,  financial and otherwise.

  • RESEARCH QUESTIONS

The  following research questions were developed for this study.

  • How has the community benefited from the sitting of the company in its locality.
  • To what extent did the management follow their programmes in employment exercises
  • What specific arrangement has the company made for improved community relations?
  • Is there any area of conflict between the community and the company?
  • What other factors apart from the establishment’s decision in carrying out any project?

  • RESEARCH HYPOTHESES

The following hypothesis are bound to be proved or disproved.

  • The more the Nigeria Breweries lays emphasis on community relations  policy the more  support it engage from the community.
  • The Nigerian Breweries is able to achieve enormous progress due to its poor community relations.
  • The community is likely to complain that the attitude of the management of the br4eweries in terms of community relations, does not always suit them.

1.7  CONEPTUAL AND OPERATIONAL DEFINITION IMPACT

COMMUNITY

It refers to  a group of people living in the same place and satisfying their desire for a good spiritual material social and culture  life though the services of schools, churches, business, libraries social  welfare and government.

However, Nigeria Brewery Community covers the entire Enugu State  but for the purposes of this research, the research is to study the area where the establishment is situated namely Ngwo  community.

PLANT COMMUNITY

The area where an industry is sited is know as plant community.  The plant community of Nigerian brewery here refers to Ngwo in Udi local  government Area of Enugu state

OPEN HOUSE

It refers to a special   dog in which the management of any establishment throws open the gate of the company for its publics to know exactly  what the company does and entertain  the guest thereafter

  • ASSUMPTIONS

This  research work  is carried out based on the following assumption viz

(a)       That Nigerian Breweries PLC is the pioneer and largest Brewing  company in Nigeria as well as the largest private investment in Africa.

(b)      It is therefore assumed that its public relations had worked very hard to achieve a sound basic policy and the application of its sound publicity technique had made the company to achieve its good will, sales, companies prestige e.t.c.   This is why from 1946 when this company came into existence till date has been able to achieve more than the other brewing companies around.  More so, this could be reason why it had won several awards for several years.

  • LIMITATIONS OF STUDY

In carrying out this research work, a plethora of strangulating problem were encountered.  The problems ranged from financial to logistics, lack of  data and facilities to actually carryout  empirical test.

These constraints made the study to be restricted to Nigeria Breweries PLC Ngwo in Udi.  The researchers were also handicapped by the unwilling attitude  of most people to provide the most needed information, it is an obvious fact that the material  are not  easy to locate.
