INTRODUCTION

  • BACKGROUND OF THE STUDY

In this challenging society of our Nigeria, science and technology has brought profound changes on how mass media bring value to their customer. The tendency that must of the time, especially in the developing countries, the media practioners must package their programme very well to sustain their viewership. In doing it is imperative to take into conderation their supposedly diverse composition of the audience for viewership interest. Because of lack of this knowledge will mar the efforts of the station keep pace with prose trend in mass communication industry especially broadcast media.

Importantly taking the audience for granted as a result of professional ignorant or other reasons will not anger well at this information communication age. As Marshall Mac Luhah (1960) describe the world as a global village, a world join together and transformed by television and other marvous of the electronic age.

One of the outstanding features of the media communication is composition of the audience. The audience of television is highly heterogeneous with members having several distinctive characteristics, different interest and they are scattered in all over the nation with different socio-economic strata.

Based on the heterogeneity of the audience it is obvious that views differ among members of mass media audience. While some use particular station programme others depend on the others. Some may want to watch entertainment programmers while some might prefer thoughtful vital programmers like News, current affairs, commentaries or documentaries depending on their likes.

This corroborates with uses and gratification theory propounded by Swanson (1979) Because uses and grati8fication is audience centers asking what people do with media rather than what media do to people Rubin (1985) states that uses and gratification is grounded in a functional paradigm of social influence. Since the functional approach examine. The relationship between the media, individuals and society.

One of the plan in which an audience is active is though the use of selective exposure. It is the tendency of accepting to express yourself to communication that goes with your own values system, altitudes and viewpoint. The concept of self selective exposure helps the active audience to control what he watches, to what he listens to and read, selective reading and listening are the function selective exposure.

With the society becoming more complex; this, recognition of these view, interest researchers set out to ascertain viewership of television in Enugu south through empirical support.

You can but the newspaper of your choice, you can also watch the movie you like, you choose from many television programmers and Radio, and if you find yourself watching something you do not like you can tune to another channel. Different view have been presented in an attempt to determing why people watch television programmers.

The result of the study was that the third world News Agencies played great roles in the global dissemination of information.

The researcher also made a number of recommendations to guide further studies in the related are of study.

CHAPTER ONE

1.1    Background of the study:

This study sets out to investigate the role of third world News Agencies in the global dissemination of information using News Agency of Nigeria (NAN) as a case study.

News agencies are the bodies responsible for the dissemination are the bodies responsible for the dissemination of world information. They have correspondents who play the role of carrying news across borders.

Some correspondents such as those working for television and Newspaper report back to media in their own countries and they approach the news from the view points of specific readers and viewers. Others report to agencies which distribute their news nationally or internationally circulated magazines and they attempt to achieve a more universal outlook including details of interest to readers from many countries.

News agencies are sometimes called wire services. This is because their offices are literally lived to their clients by wires and cables over which news and pictures flow. Some sophisticated system also employ satellite networks.

News agencies gather, write edit and send news stories features, analyses and other materials to clients mostly newspaper magazines, radio and television stations. The service is also available to commercial houses and individuals seeking news such as those wishing market information. The clients depend on the agencies for the news or information that they cannot gather on their own for economic or other factors.

There are three categories of news agencies. The first category comprises of those agencies known world wide and often referred to as trans-national news agencies or world news agencies. The world news agencies include, Associated press (AP) United press International (UPI) felegraphorin Agenstro Sovets Kavo Soiuza (FASKS) Agency France Press (AFP) and Renters.

The second category includes new agencies that have clients and correspondents in many countries but whose services are not spread to every part of the globe like those of the world news agencies. For example, India Press Trust (INPT) pan African news agencies of individual countries of developing countries. These news agencies are found in African Latin American and Asian Countries.

The news agency of Nigeria (NAN) belongs to the third would news agencies. The third world National news agencies act as gate keepers in determining what information from the global flow gets their national media in some cases, deciding what internal news gets into the international system as well.

They are as varied as the third world itself. Some news agencies still exist mostly on papers and emphasis on development of national agencies by UNESCO and the I PDC quickly out dates printed summaries.

A report to the MAC Bride commission based on data from the India 1970’s claimed that about 120 national had news agencies but that about not, including 24 with population in excess of one million people. A more recent (SUSSMAN 1982) survey counted 104 third world agencies, there quarters of them operating under three quarters of them operating under some form of government control.

NAN was founded as a state enterprise and began operations for about 8 years ago like most news organizations, its charter callers for it to report news and opinion in a professional and objective manner.

CHAPTER ONE

1.1     Introduction

The exposition of principles for this study boils down to the fact on any mobilization effort going in the country or within a geographical area which radio becomes an important instrument for social mobilization.

The main content of radio is not designed to challenge or modify the social and political structure of nation either in a non-party state or in a democratic society. This effort of radio stemmed in emphasizing the ability of view presented in the media. Which emphasize the fundamental impact of control.

The enlightenment of radio programme introduced by the military regime of late general Sani Abacha was to carry out a new social order and towards the enthronement of fourth republic in a situation where most Nigerians have lost faith in military toward a sincere transition programme as a result of the latest statement of 3rd republic. The radio become a necessary instrument to let people know all things that is happening.

Bringing to the notice in radio programme the rural communities agency (R.C.A) was established by Late General Sani Abacha administration in 1995 on the ashes of the radio mobilization for social justice, economic recovery and self reliance (MAMSTER) agency radio serves as instruments for control with the study in the so-called new nation of Africa.

According to Donald A. Hobbs and Stuartly Blank (1986) of increasing significance in modern time is the influence of radio in the form of available literature and sit television programme.

The mass media can be used both to promote social stability and to effect special change. Its effectiveness his on its ability to reach masses of people immediately at once and in dealing with people regardless of the race or geographical location. It is very necessary in teaching the people extensively and making the people to feel the impact of what is going on in their country or to feel the programme you are intending to introduce. This is where the radio come in, because no society exist in vacuum and as such making people to feel the impact of what you are doing which is necessary to achieve he desired effect.

Consequently the Nigeria radio channel area not vibrant to its zineth, the journalist works tooth and nail to make the Nigeria media performance an excellence in performing the duty of social mobilization the attitude toward Nigerian should be known by effectiveness of radio as an agent of social mobilization.

Daniel Learner (1968: Pg 50) posited in standard of living urbanization, literacy and exposure to the radio during the process of transition from traditional to modern society.

According to W.I Thamas (1995:pg 17) He said the native language of radio supplied an important element of group integration and a linkage to wider community.

  • Background Information of Rural Communities Agent

The communities Agency (R.C.A) was established by Late General Sani Abacha administration in (1996) on the reason of Mass Mobilization for social justice Economic recovery. Self reliance (MAMSER) in carrying out a new social order for the country. The agency was mandated by the government to ensure that all this polices and programme are carried to the people as quickly, fast and effectively as much as the following can be seen to be functions of (R.C.A)

  1. a) To serve as a bridge between the government and the people.
  2. b) To ensure that the policies and programmes of the government are explained and communicated to the masses of the country.
  3. c) To intermediate the information gap between the government and the masses in the grassroots.
  4. d) To inform, educate and entertain the masses.
  5. e) To take the findings of the people living in the rural are and communicate them back to the government.
  6. f) To foster discipline and sense of belonging in the audience.
  7. g) To help in creating awareness of the government policies and programme.
  8. h) To promote culture and social order

  2. c) The problem of how rural community Agency (RCA) can make their aspiration in knowing people of rural area their need.

The above mentioned problems are the issues to be looked into in the cause of this subject work.

The issue of creating awareness particularly to the grass roots who are largely hetrogenous, is not an easy task and should be a cause for concern for the agency in carrying out the onerous duty. Also the problem of effectively mobilizing the people is at the same time not an easy one, because different people has a different ways of responding to an issues. Equally radio on its part, will be trying to devise a means of making his aspirations known to the people without being accused of basic or necessarily an organ of propaganda.

1.4     Purpose of Study

The purpose of this study is to find out how the activities of the radio affect the programme of the rural communities agency (R.C.A) the work which is focused in finding out how radio can be used effectively in mobilization effort in the country. Particularly a reference to Anambra State. Also to find out how (R.C.A) can be more productive in achieving the desired result using the radio as an instrument of mobilization. Moreover, emphasis on discovering specific reaction and change generated by media content which tends to produce a basic distortion or limitation in their findings.

1.5     Significance of Study

The need and important for this study is to stress the fact that the press is an indomitable concept of the rural communities agency (R.C.A) which is meant in achieving the desired impact intended, it is also intended to highlight how the radio can be used in mobilization effort to build a harmonious relationship between the masses and the government. Also the study intend to stress the importance of radio as an instrument of hope restoration in a hopeless situation life the perilous time of military regime. Also the radio can be veritable vehicle to carry information from the government to the people. Which brought about possibility of a good organized information flow throughout the country.

1.6     Research Questions

  1. a) To what extend does the role of radio affect any social mobilization effort?.
  2. b) Does any role played by radio in crisis situation affect the reaction of the people in the situation?
  3. c) To what extend can the radio be used in mobilization effort in carrying out a new social order ?

1.7     Limitation of Study

In the cause of carrying out this study, this following problems arose, they are:

1)       The non co-operation of all respondent: In this case not all the respondent co-operated to the study of cause; out of 350 questionnaire, it was only 300 that was responded and this is one of the factor in contribution to the rise of problem in carrying out this study.

2)       Financial constraint: Due to excruciating financial handicap and economic problem. The researchers went through some financial draw back in the process of gathering data for conclusive project work, money for travel to area where the data for this project work could be obtained is lacked, money for buying books for reference purpose, money for typing and binding the whole project work, infact money is needed in all aspect to carry out this work into completeness.

3)       Time: Limited time is also another factor that militate against this study this time issue is also the problem which the researcher of this work faced in act of putting together this work. The time allotted for us the students for completion and submission of this project work was so short that the researcher tears that it may affect the reliability and validity of this research work if totality of research was to be considered.

1.8     Scope of Study

This research work only focused and covered the activities of the rural communities Agency (R.C.A) of grass root levels in Anambra state of Nigeria pertaining its social mobilization effort and not the whole state in Nigeria or the entire country.

CHAPTER ONE

  • BACKGROUND OF THE STUDY

What is today known as national electric power authority is a merger of the electricity cooperation of Nigeria (ECN) and Niger Dam authority (NDA) the former was created by the federal government responsible for major policies of mines and power. It was empowered to generate transmitted distribute and sale electricity. Consequently to take over all government downed undertaken throughout the country and to establish new ones if considered economically viable.

The history of the present day NEPA would not be complete if the old police works department (PWD) of the government, which in 1896 installed the first 60kw generating set in Lagos is not mentioned.

In 1895 the preliminary investigation and planning were carried out by the public works department in Lagos at a cost of ₤ 3,206.00 The following year 1896 the their government of southern Nigeria allocated the sum of ₤1200.00 for the establishment of the first power station in Lagos which today is still the headquarter of NEPA in Lagos. Mr. 1 Pooke was the first chief electrical engineer of the establishment known as the Lagos electric supply. The power station operated within the hours of 6.00pm to 11.00p, daily and the maximum power demand continued to increase as a result of extension of supply to Iddo and Fbette Metta area. Further effort was made to increase the generating capacity of the power station. By 1915 the total installed capacity has risen to 320kw and to 420kw in 1921.

In 1924 the system introduced 2, and 3 phase 4 wire with 50 cycles and is still in use till date. As the demand continued to increase following the understanding that the use of electricity was no longer the exclusive reserve of the rich but an essential factor in development it became.
