CHAPTER ONE

INTRODUCTION

1.1     BACKGROUND OF THE STUDY

There historical background the civil service data back to the end of colonial masters and post independence period.

After the second world war there were about 14 British administration in the recitation to Nigerians supported staff and one European stenotherm..  The headquarter of    the most technical departments was in Ebutometa that of the veterinary service was in vow while that agriculture and  forestry was in Ibanda field administration was co-ordination  from two centers Kaduna for  the north and  Lagos later Enugu for  the south. During the Lord Laugard era the duties of all administrative offices were just that of maintaining law and order in the district placed under their immediate administrative control. It was only at the end of world war 11 (two) that effort were made to achieve some social and economic benefit for Nigerians.  It was at that time that such office like the department of marketing and export were established.  In he western Nigeria civil   servant were told that policy making was the exclusive   function of the legislature.  So, the civil savants were to do whatever the legislature wanted them to do. in the eastern state civil servant were to give sound advice to the political leaders control the traditional aspects  of the government  activities and were also to be efficient executives who    could manage and treat all the complex operations of modern state.

 

In   the northern Nigeria the duties of administration office includes to give out him self you service to train people to build up an efficient institution of local government and finally to facilitate  the emergence  of an intelligent and responsible public opinion. The system of administration that    emerged on independence was British in character.  It was also English language that was used as a medium of communication in the conduct of government.  The country sought civil war six years after independence and this was quickly followed by another six years of oil boom which brought about extreme materialism. This gave use to great indiscipline corruption and  a total contemplation of order within    the whole society including  the civil service.  Having discussed the historised background of the civil service and its roles before and after independence, it is necessary at this stage to define the “productivity which is the main objective of this research.

 

Productivity has been defined as the volume of goods and service produced per worker with in some specified unit of the year month week day and hour.  For some years now there has been consistent public outcry about continued decline of productivity in the civil service.  It is for this reason that this work is been carried out in the view to finding the causes and thereby bring about commendation that will promote productivity in the civil in general to achieve a successful result in the programme, this researcher has decided to carry out a case study of Enugu state civil service commission

Our surviving industries virtually are at the end of this letter forgery, from the lamentable figures they post in their annual report as profit after exuberant tax from a government that don’t spare their selves a thought about their welfare instead of re-investment or expansion, the little token that will  succeed in dropping into their coupes went into unreasonable advisement which they see as their last reset to remain in contention in the ever growing corporative market.

These and many must have been the plight to our indigenous industries consequent upon excessive importance. This work try to look into the effect of this practice and to curtail it’s excesses. It will make a step further to put forward, measures towards revamping the vandalized state of on indigenous industry.

ABSTRACT
This research work seeks to investigate THE SIGNIFICANT OF EFFECTIVE LEADERSHIP IN THE ACHIEVEMENT OF ORGANIZATIONAL GOALS. The National board for Technical Education (NBTE), a federal government parastatals in charge of technical education was used as the case study. Three objectives were set. To find out whether the National Board for Technical Education has achieved the goals which was established to achieve; to study the style of leadership is effective in achieving organizational goals of the NBTE. Primary data were used in our analysis and the method of analysis adopted simple percentages. Our findings shows that the organization has achieved the goals it was set up to achieve, and among others things that the organization uses the democratic style of leadership in running its affairs, as well as the fact are well motivated. Our recommendation points to the need to further strengthen the organization for higher performance in the near future.

1.0 INTRODUCTION
Leadership is highly desirable in any society as any organized set up for set goals to be achieved. This is because any organized body must have a purpose, goals and objectives for which the body has been organized, in chapter one, the subject matter of this research work was
introduced. The important aspect of the research work treated includes the study objectives, which corresponded with the content of the statement of the problem and the research hypothesis. In chapter two, the relevant literatures were review. These bordered on the various definitions of leadership, types of leadership, the theories of leadership and the factors influencing effective leadership. In chapter three we presented out methodology of data collection and data analysis. In this chapter we collected the data using the methods discussed in chapter three and we hereby present the results of our data collection for subsequent analysis.

Leadership is highly desirable in any society as any organized set goal to be achieved. This is because any organized body must have a purpose, goals and objectives for which the body has been organized, within the larger society or country, which in one word can be called the government, there are goals and objectives to be achieved without which the country may not exact and function effectively as an organized system. For example the goals set up by the Nigeria, leadership may be to give equal opportunities to every citizen to excel, the eliminate unemployment to give education to all citizens at least to the junior secondary level and stabilize price, etc.

Industrial growth forms the basis for industrial development is not only needed for its ability to improve living standard. It also acts as a weapon for building national strength and prestige. Other functions of the stock exchange include the offer of guidance to the business management in relation to the present cost of capital so that the business man  can determine his level of investment appropriate  to the firm. Access to the  vast number of capital that are in very small amount of money that in their aggregate have s commend over vast quantities of wealth. It also make it possible for the transfer of funds that imposes only a minimum of administrative efforts he lender. By  this activity the  stock exchange is able to provide an avenue for long term investment to be financed by funds provided by individuals many of whom to make it available for a short term or with draw it at will.

 

The competitive nature of the stock exchange makes it possible to allocate funds efficiently which is achieved by the market ability to available companies securities in a manner based on the capitalized value of the company’s expected future earnings.

 

 

Apparently, only if stock are valued in this way will funds be provided most abundantly   and at most reasonable terms to the most promising innovation who accounting to the classical economic theory has the greatest use for them and who is the one that can obtain the profits which will serve as the investors rewards. And it in when shares are valued in relation to the  expected capitalized value of the firm that effective disciplinary advice which punishes management whose operation are inefficient or unprofitable.

Therefore a reliable rate which results from investment in new factories, machinery, equipment and  material to increase the physical capital stock of the nation. The stock exchange market plays an important role in propping up financial capital and provision of market for quoted stock so as  to chance the fulfillment of these economic growth parameters. This investing so as to actualize the economic growth.

 

 

 

1.2     STATEMENT OF PROBLEM

The ignorance of the stock exchange has brought about how participation of firm and individual engaging in the stock exchange and this has also limited the availability of stocks and shares that  could be traded on the stock market.
